		<official-title>To amend the Internal Revenue Code to make permanent
		  qualified school construction bonds and qualified zone academy bonds, to treat
		  qualified zone academy bonds as specified tax credit bonds, and to modify the
		  private business contribution requirement for qualified zone academy
		  bonds.</official-title>

		<section id="H05DC8731441D48FE80294123CB3F58AB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Rebuilding America’s Schools
			 Act</short-title></quote>.</text>
		</section><section commented="no" id="H0E7E401D4EF24025AE47C9F58AF4A365"><enum>2.</enum><header>Qualified school
			 construction bonds</header>
			<subsection id="H4427B13EDE3441D89FB3C6E4E0BC3B5B"><enum>(a)</enum><header>In
			 general</header><text>Subsection (c) of section 54F of the Internal Revenue
			 Code of 1986 is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HEA8857AF365B4FBC917E971E1E365FFE" style="OLC">
					<subsection id="H46E94FFF1A0543318909378A083CC364"><enum>(c)</enum><header>National
				limitation on amount of bonds designated</header><text display-inline="yes-display-inline">There is a national qualified school
				construction bond limitation for each calendar year after 2013 in the amount of
				$11,000,000,000.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H05895419CB034B5F9CED8FD34338EF31"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by this section shall apply to
			 obligations issued after December 31, 2013.</text>
			</subsection></section><section id="H129828AF3F014AC7835997E207479537"><enum>3.</enum><header>Modifications
			 relating to qualified zone academy bonds</header>
			<subsection id="H89C28FBC697149E0B6ADD7384464DAA1"><enum>(a)</enum><header>Limitation made
			 permanent</header><text>Paragraph (1) of section 54E(c) of the Internal Revenue
			 Code of 1986 is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H3CC2FC740A5B4712995BB7577DCD0961" style="OLC">
					<paragraph id="HB96CDC0DCB9C4883B0D2210149C7D936"><enum>(1)</enum><header>National
				limitation</header><text display-inline="yes-display-inline">There is a
				national zone academy bond limitation for each calendar year after 2013 in the
				amount of
				$1,400,000,000.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H0F01DDA3050B41C5A46B5DB271100A9F"><enum>(b)</enum><header>Bond proceeds
			 available for construction</header><text>Paragraph (3) of section 54E(d) of
			 such Code is amended by striking <quote>rehabilitating or repairing</quote> and
			 inserting <quote>constructing, rehabilitating, or repairing</quote>.</text>
			</subsection><subsection id="H84726D9FFA73456296EC963BC8CEA43C"><enum>(c)</enum><header>Modification of
			 private business contribution requirement</header><text>Subsection (b) of
			 section 54E of such Code is amended—</text>
				<paragraph id="H0B2F052429A74E7BAE817EF591D767BC"><enum>(1)</enum><text>by striking
			 <quote>if the eligible local education agency</quote> and
			 inserting</text>
					<quoted-block display-inline="yes-display-inline" id="H4E6B481B25E9451AB5AD6909FD8AE4A4" style="OLC">
						<text>if—</text><paragraph id="HC432E21B7E6745E387F713008E9BCA7E"><enum>(1)</enum><text>the eligible local
				education agency</text>
						</paragraph><after-quoted-block>,
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H9944FF0D9E1044649440AD29708CFA43"><enum>(2)</enum><text>by striking the
			 period at the end and inserting</text>
					<quoted-block display-inline="yes-display-inline" id="HE7C08638F5AB439CB8463F035824FE89" style="OLC">
						<text>,
			 or</text><paragraph id="H05361A4D2F864D74941402F407210B34"><enum>(2)</enum><text>the issue will be
				pooled with other such issues through the acquisition by, or the sponsorship or
				assistance of, a private, nonprofit corporation established in the District of
				Columbia and specifically recognized by Congress for the purpose of leveraging
				resources and stimulating private investment in education technology
				infrastructure.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H875DD3E1E7564FE1A66FBB45A7F40099"><enum>(d)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this section shall apply to obligations issued after December 31, 2013.</text>
