<section id="H8BC70591CBD84FB3BB2EC7ECD9BA93B0" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text> 
<paragraph id="H01F31E4FC7234F9FBD6E8BA86BF78731"><enum>(1)</enum><text>Given the importance of the Internet to the global economy, it is essential that the Internet remain stable, secure, and free from government control.</text> </paragraph> 
<paragraph id="H22221BC587934548BC15BEFD696F2022"><enum>(2)</enum><text>The world deserves the access to knowledge, services, commerce, and communication, the accompanying benefits to economic development, education, and health care, and the informed discussion that is the bedrock of democratic self-government that the Internet provides.</text> </paragraph> 
<paragraph id="H129DEB90D9A647C9A16E840731FBF040"><enum>(3)</enum><text display-inline="yes-display-inline">The structure of Internet governance has profound implications for competition and trade, democratization, free expression, and access to information.</text> </paragraph> 
<paragraph id="HD2F6A50CBD8143079905C7F0A27EEC41"><enum>(4)</enum><text display-inline="yes-display-inline">Countries have obligations to protect human rights, whether exercised online or offline.</text> </paragraph> 
<paragraph id="H5E51CFAE97AC4DB79509AB607F713431"><enum>(5)</enum><text display-inline="yes-display-inline">The ability to innovate, develop technical capacity, grasp economic opportunities, and promote freedom of expression online is best realized in cooperation with all stakeholders.</text> </paragraph> 
<paragraph id="H45B76440ACB045AA930570DC75EE8867"><enum>(6)</enum><text display-inline="yes-display-inline">Proposals have been, and will likely continue to be, put forward at international regulatory bodies that would fundamentally alter the governance and operation of the Internet.</text> </paragraph> 
<paragraph id="HF37C692680264DB586E509F915402129"><enum>(7)</enum><text display-inline="yes-display-inline">The proposals would attempt to justify increased government control over the Internet and could undermine the current multistakeholder model that has enabled the Internet to flourish and under which the private sector, civil society, academia, and individual users play an important role in charting its direction.</text> </paragraph> 
<paragraph id="H7AA1D5985E9545B49D2AAB98B8E3ED43"><enum>(8)</enum><text display-inline="yes-display-inline">The proposals would diminish the freedom of expression on the Internet in favor of government control over content.</text> </paragraph> 
<paragraph id="HA88500412D75425A9B9603066D96ED94"><enum>(9)</enum><text display-inline="yes-display-inline">The position of the United States Government has been and is to advocate for the flow of information free from government control.</text> </paragraph> 
<paragraph id="H9B676D6048ED4436B36AFADF2E186235"><enum>(10)</enum><text display-inline="yes-display-inline">This Administration and past Administrations have made a strong commitment to the multistakeholder model of Internet governance and the promotion of the global benefits of the Internet.</text> </paragraph></section> 
<section id="H729EB94C447648A6A528BABC7BEB6E48"><enum>2.</enum><header>Policy regarding Internet governance</header><text display-inline="no-display-inline">It is the policy of the United States to preserve and advance the successful multistakeholder model that governs the Internet.</text> </section>
