		<legis-type>A BILL</legis-type>
		<official-title>To ensure that individuals who are in an authorized job
		  training program or completing work for a degree or certificate remain eligible
		  for regular unemployment compensation.</official-title>

		<section id="H7ED3A90C02594ECDB1F53F7FC4CC7F4F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Opportunity Kindling New Options for
			 Career and Knowledge Seekers Act</short-title></quote> or the
			 <quote><short-title>Opportunity KNOCKS
			 Act</short-title></quote>.</text>
		</section><section id="H818274842CFE4D2A89020E1D209CF37C"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to allow people
			 to seek the training needed in order to find a full time job that allows them
			 to go off of unemployment compensation.</text>
		</section><section id="HEF89A01CB7AB4037B1C84C16435FA5F6"><enum>3.</enum><header>Approved
			 training</header>
			<subsection id="H6C7E6F7EC4084AF586A213E0A7188297"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 3304 of the
			 Internal Revenue Code of 1986 (<external-xref legal-doc="usc" parsable-cite="usc/26/3304">26 U.S.C. 3304</external-xref>) is amended by adding at the end
			 the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H9777F2C97E9B47B6B14192D59814B354" style="OLC">
					<subsection id="H4D18EDC1F3CE42BCA1F5C2A937F979DE"><enum>(g)</enum><header>Approved
				training</header>
						<paragraph id="H7EAA077033A74E3BBADEDA0155F68549"><enum>(1)</enum><header>In
				general</header><text>For purposes of subsection (a)(8)—</text>
							<subparagraph id="H3D6098B1CDBE49D1A44F9A76D12C103E"><enum>(A)</enum><text>the term
				<term>training</term> includes any of the educational or job training programs
				described in paragraph (2), and</text>
							</subparagraph><subparagraph id="H0B104FBA48084589A401FCA7D90811EA"><enum>(B)</enum><text>such programs
				shall be treated as approved by the State agency.</text>
							</subparagraph></paragraph><paragraph id="H13DD780D19E7453B99126B07AE32A225"><enum>(2)</enum><header>Educational or
				job training programs</header><text display-inline="yes-display-inline">The
				programs described in this paragraph are—</text>
							<subparagraph id="H330442B810A24C4E92B992507069662B"><enum>(A)</enum><text display-inline="yes-display-inline">any program on the State's eligible
				training provider list developed under section 122 of the Workforce Investment
				Act of 1998; or</text>
							</subparagraph><subparagraph id="HE6AFFFB7AFEE4569B96564636B55ADC6"><enum>(B)</enum><text>for purposes of an
				individual who has been identified as likely to exhaust regular compensation,
				any coursework necessary to attain a recognized postsecondary
				credential.</text>
							</subparagraph></paragraph><paragraph id="H5A5E1C6819EB421BBFACCDF194D58ADA"><enum>(3)</enum><header>Recognized
				postsecondary credential</header><text>For purposes of this subsection, the
				term <quote>recognized postsecondary credential</quote> means a credential
				consisting of an industry-recognized certificate, a certificate of completion
				of an apprenticeship, or an associate or baccalaureate degree.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H7DBB335AEB0C412F89630522AF9E5744"><enum>(b)</enum><header>Extended
			 compensation</header><text>Section 202(a) of the Federal-State Extended
			 Unemployment Compensation Act of 1970 (<external-xref legal-doc="usc" parsable-cite="usc/26/3304">26 U.S.C. 3304</external-xref> note) is amended by
			 inserting at the end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HF6331EEBD050409296A1435BD4ABB5CD" style="OLC">
					<paragraph id="H0ED0050BF2824D83A0227FC58C8C0A29"><enum>(8)</enum><text>Notwithstanding
				the provisions of paragraph (2), a State agency may elect to approve programs
				described in subsection (g)(2) of section 3304 of the Internal Revenue Code of
				1986 for purposes of training included under subsection (a)(8) of such
				section.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H67562D0526CD43169C3D004E160F459D"><enum>(c)</enum><header>Emergency
			 unemployment compensation</header><text>Section 4001(d)(2) of the Supplemental
			 Appropriations Act, 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/252">Public Law 110–252</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/26/3304">26 U.S.C. 3304</external-xref> note) is
			 amended—</text>
				<paragraph id="H2E5E98B89E2B4FEB82DD349307E58A54"><enum>(1)</enum><text>in subparagraph
			 (A), by striking <quote>and</quote> at the end; and</text>
				</paragraph><paragraph id="HDA28C9FB08874DDE89A02C83D78502DC"><enum>(2)</enum><text>by inserting at
			 the end the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="HA27410F1D6414DA8A4A1912816A9F27D" style="OLC">
						<subparagraph id="H31E423FD39DD402C8796E77E617F6323"><enum>(C)</enum><text>that a State
				agency may elect to approve programs described in subsection (g)(2) of section
				3304 of the Internal Revenue Code of 1986 for purposes of training included
				under subsection (a)(8) of such section;
				and</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H3D38031AD4CA4B2C88FB4350BAA98631"><enum>(d)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect 2
			 years after the date of the enactment of this Act.</text>
			</subsection></section><section id="HD9DFE82E1BA44A738675BE0E4AB1E945"><enum>4.</enum><header>Notification to
			 unemployed individuals</header>
			<subsection id="HBCE5D8F677A7478A82C5A8A4D5A9A156"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">To the extent
			 feasible and practicable, the State agency shall provide that applications for
			 regular compensation include information regarding the availability of such
			 compensation during periods in which an individual is engaged in training that
			 has been approved by the State agency, as described in section 3304(a)(8) of
			 the Internal Revenue Code of 1986 (<external-xref legal-doc="usc" parsable-cite="usc/26/3304">26 U.S.C. 3304(a)(8)</external-xref>).</text>
			</subsection><subsection id="HBF6B509CF3524421821ED742FB900EE5"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">For purposes of this section, the terms
			 <term>regular compensation</term> and <term>State agency</term> have the same
			 meanings as in section 205 of the Federal-State Extended Unemployment
			 Compensation Act of 1970.</text>
