		<section id="H479D468EB2D84C74B45DFA089BC9A5F9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>SNAP Improvement Act of
			 2013</short-title></quote>.</text>
		</section><section id="H9726B77CCDD04D47BBED36D4F7D1CEF3" section-type="subsequent-section"><enum>2.</enum><header>Restoring program
			 integrity to categorical eligibility for the supplemental nutrition assistance
			 program</header>
			<subsection id="H0233D408982F4F95B54B7B4A675899A4"><enum>(a)</enum><header>In
			 general</header><text>The second sentence of section 5(a) of the Food and
			 Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2014">7 U.S.C. 2014(a)</external-xref>) is amended by striking <quote>receives
			 benefits under a State program</quote> and inserting <quote>receives assistance
			 (as defined in <external-xref legal-doc="regulation" parsable-cite="cfr/45/260.31">section 260.31</external-xref> of title 45, Code of Federal Regulations, as in
			 effect on January 1, 2013) under a State program</quote>.</text>
			</subsection><subsection id="H186D24D5C85640B2AE1BA9EB20E9BDE2"><enum>(b)</enum><header>Resources</header><text>Section
			 5(j) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2014">7 U.S.C. 2014(j)</external-xref>) is amended by
			 striking <quote>receives benefits under a State program</quote> and inserting
			 <quote>receives assistance (as defined in <external-xref legal-doc="usc" parsable-cite="usc/45/260">section 260.31</external-xref> of title 45, Code of
			 Federal Regulations, as in effect on January 1, 2013) under a State
			 program</quote>.</text>
			</subsection></section><section id="H1DA03691B256481AAD4E4D4AB73115A8" section-type="subsequent-section"><enum>3.</enum><header>Eliminating the
			 low-income home energy assistance loophole</header>
			<subsection id="HCD84A4379E56421CBFB12752B15AAF24"><enum>(a)</enum><header>In
			 general</header><text>Section 5 of the Food and Nutrition Act of 2008 (7 U.S.C.
			 2014) is amended—</text>
				<paragraph id="H2FA6A52BBB9443D1A537E3A1A8A3D242"><enum>(1)</enum><text>in subsection
			 (d)(11)(A), by striking <quote>(other than</quote> and all that follows through
			 <quote>et seq.))</quote> and inserting <quote>(other than payments or
			 allowances made under part A of title IV of the Social Security Act (42 U.S.C.
			 601 et seq.) or any payments under any other State program funded with
			 qualified State expenditures (as defined in section 409(a)(7)(B)(i) of that Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/609">42 U.S.C. 609(a)(7)(B)(1)</external-xref>)))</quote>;</text>
				</paragraph><paragraph id="H50956C85F20C41F68A1BC227D80FB05C"><enum>(2)</enum><text>in subsection
			 (e)(6)(C), by striking clause (iv); and</text>
				</paragraph><paragraph id="H63B9B6CC02914EA198012225AC83C63C"><enum>(3)</enum><text>in subsection
			 (k)—</text>
					<subparagraph id="H22AAA645796A4F9CA0E65AF2E8D2D7A5"><enum>(A)</enum><text>in paragraph
			 (2)—</text>
						<clause id="H0D65399878EA4795A98DAED0B49AB03E"><enum>(i)</enum><text>by
			 striking subparagraph (C);</text>
						</clause><clause id="HD58BC76F9F784145AB3ED31C6576BB12"><enum>(ii)</enum><text>by
			 redesignating subparagraphs (D) through (G) as subparagraphs (C) through (F),
			 respectively; and</text>

			 striking paragraph (4).</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H22EF171379B84DC18AD3684DB03B82E9"><enum>(b)</enum><header>Conforming
			 amendments</header><text>Section 2605(f) of the Low-Income Home Energy
			 Assistance Act of 1981 (<external-xref legal-doc="usc" parsable-cite="usc/42/8624">42 U.S.C. 8624(f)</external-xref>) is amended—</text>
				<paragraph id="HAE3BE76BB1884E5BAE369758BD77DA85"><enum>(1)</enum><text>in paragraph (1),
			 by striking <quote>(1)</quote>; and</text>
				</paragraph><paragraph id="H72D40E1C3D994400A09ECE33E8D5E4E5"><enum>(2)</enum><text>by striking
			 paragraph (2).</text>
				</paragraph></subsection></section><section id="H57FB7B520BCC40D79FFCAC3C173EADE5"><enum>4.</enum><header>Eliminating
			 inflation adjustments for countable resources</header><text display-inline="no-display-inline">Section 5(g)(1) of the Food and Nutrition
			 Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2014">7 U.S.C. 2014</external-xref>) is amended—</text>
			<paragraph id="H30CF5E03F5524DFEA570A3E385EF322B"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>(1)
			 <header-in-text level="paragraph" style="OLC">Total
			 amount</header-in-text>.—</quote> and all that follows through <quote>The
			 Secretary</quote> in subparagraph (A) and inserting the following:</text>

			 <quote>(as adjusted in accordance with subparagraph (B))</quote> both places it
			 appears; and</text>
			</paragraph><paragraph id="H64AE247D8F494F57B69DF468CA4D8D2E"><enum>(3)</enum><text display-inline="yes-display-inline">by striking subparagraph (B).</text>
			</paragraph></section><section id="HB07FA27C391F4785A5BDDDAAA936E3E7"><enum>5.</enum><header>Ending
			 supplemental nutrition assistance program benefits for lottery or gambling
			 winners</header>
			<subsection id="H2A12BE45F1B54E29BFB37DF2EE4ACAEB"><enum>(a)</enum><header>In
			 general</header><text>Section 6 of the Food and Nutrition Act of 2008 (7 U.S.C.
			 2015) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H587B8E58347F4D9FA23CBBB31A37F627" style="OLC">
					<subsection id="H3ED85F60908749808F494D2A278E000C"><enum>(r)</enum><header>Ineligibility
				for benefits due to receipt of substantial lottery or gambling
				winnings</header>
						<paragraph id="H1879D503593A4ED9934DEC0643488CFD"><enum>(1)</enum><header>In
				general</header><text>Any household in which a member receives substantial
				lottery or gambling winnings, as determined by the Secretary, shall lose
				eligibility for benefits immediately upon receipt of the winnings.</text>
						</paragraph><paragraph id="H1E225D59703E466DA09B6CE55CB867A5"><enum>(2)</enum><header>Duration of
				ineligibility</header><text>A household described in paragraph (1) shall remain
				ineligible for participation until the household meets the allowable financial
				resources and income eligibility requirements under subsections (c), (d), (e),
				(f), (g), (i), (k), (l), (m), and (n) of section 5.</text>
						</paragraph><paragraph id="H66B2EB6895C549F6B21417E9BD861C06"><enum>(3)</enum><header>Agreements</header><text>As
				determined by the Secretary, each State agency, to the maximum extent
				practicable, shall establish agreements with entities responsible for the
				regulation or sponsorship of gaming in the State to determine whether
				individuals participating in the supplemental nutrition assistance program have
				received substantial lottery or gambling
				winnings.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HCDBF39F32DF946468F7D065186B8E158"><enum>(b)</enum><header>Conforming
			 amendments</header><text>Section 5(a) of the Food and Nutrition Act of 2008 (7
			 U.S.C. 2014(a)) is amended in the second sentence by striking <quote>sections
			 6(b), 6(d)(2), and 6(g)</quote> and inserting <quote>subsections (b), (d)(2),
			 (g), and (r) of section 6</quote>.</text>
			</subsection></section><section id="H9043E049FDED4E3E8C2FF66CD83C7C91"><enum>6.</enum><header>Eliminating State
			 bonuses</header>
			<subsection id="HBAC4CA35953B489EA73B44819B3A18EC"><enum>(a)</enum><header>In
			 general</header><text>Section 16 of the Food and Nutrition Act of 2008 (7
			 U.S.C. 2025) is amended by striking subsection (d).</text>
			</subsection><subsection id="H0C1D5491803A4434A2F8B4DDC0472C9E"><enum>(b)</enum><header>Conforming
			 amendments</header><text>Section 16 of the Food and Nutrition Act of 2008 (7
			 U.S.C. 2025) is amended—</text>
				<paragraph id="HAE6F3206575D4E0B82F8322CC284165A"><enum>(1)</enum><text>in subsection
			 (c)—</text>
					<subparagraph id="HFDA0085AE4A04D3E9FA582DB318CEFDA"><enum>(A)</enum><text>in the first
			 sentence of paragraph (4), by striking <quote>payment error rate</quote> and
			 all that follows through <quote>subsection (d)</quote> and inserting
			 <quote>liability amount or new investment amount under paragraph (1) or payment
			 error rate</quote>; and</text>
					</subparagraph><subparagraph id="HE8EF362EF0EE4482BEA4AF61C397DB5D"><enum>(B)</enum><text>in the first
			 sentence of paragraph (5), by striking <quote>payment error rate</quote> and
			 all that follows through <quote>subsection (d)</quote> and inserting
			 <quote>liability amount or new investment amount under paragraph (1) or payment
			 error rate</quote>; and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H961277E3F09543D396D9D12C67022134"><enum>(2)</enum><text>in subsection
			 (i)(1), by striking <quote>subsection (d)(1)</quote> and inserting
			 <quote>subsection (c)(2)</quote>.</text>
				</paragraph></subsection></section><section id="HEF30BC4B1FF342E882A4B8253E54703E"><enum>7.</enum><header>Eliminating
			 duplicative employment and training</header>
			<subsection commented="no" id="H91394BEC649348308DE588C4814C8468"><enum>(a)</enum><header>Funding of
			 employment and training programs</header><text>Section 16 of Food and Nutrition
			 Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2025">7 U.S.C. 2025</external-xref>) is amended by striking subsection (h).</text>
			</subsection><subsection id="H82272C03109A418EBA18BB91280D3264"><enum>(b)</enum><header>Administrative
			 cost-Sharing</header>
				<paragraph id="HAD86C667FB2A456B9A74FCB0727B767F"><enum>(1)</enum><header>In
			 general</header><text>Section 16(a) of the Food and Nutrition Act of 2008 (7
			 U.S.C. 2025(a)) is amended in the first sentence, in the matter preceding
			 paragraph (1), by inserting <quote>(other than a program carried out under
			 section 6(d)(4))</quote> after <quote>supplemental nutrition assistance
			 program</quote>.</text>
				</paragraph><paragraph id="HC47AC6B42D4048408692DA8A2A14EA3B"><enum>(2)</enum><header>Conforming
			 amendments</header>
					<subparagraph id="HD1D765610B0A45AFA4A49ED02CD51FDE"><enum>(A)</enum><text>Section
			 17(b)(1)(B)(iv)(III)(hh) of the Food and Nutrition Act of 2008 (7 U.S.C.
			 2026(b)(1)(B)(iv)(III)(hh)) is amended by striking <quote>(g), (h)(2), or
			 (h)(3)</quote> and inserting <quote>or (g)</quote>.</text>
					</subparagraph><subparagraph id="H0CD37A2956304E54A98E580F508983B2"><enum>(B)</enum><text>Section
			 22(d)(1)(B)(ii) of the Food and Nutrition Act of 2008 (7 U.S.C.
			 2031(d)(1)(B)(ii)) is amended by striking <quote>, (g), (h)(2), and
			 (h)(3)</quote> and inserting <quote>and (g)</quote>.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H971BA7E3D2F04E83A8284B882345440D"><enum>(c)</enum><header>Workfare</header>
				<paragraph commented="no" display-inline="no-display-inline" id="H9E82D9D60EFD438E8C1EF90F41358B15"><enum>(1)</enum><header>In
			 general</header><text>Section 20 of the Food and Nutrition Act of 2008 (7
			 U.S.C. 2029) is amended by striking subsection (g).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H71E09A2FCEF94382BE2A476F4ACDEEFA"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Section 17(b)(1)(B)(iv)(III)(jj) of the Food and
			 Nutrition Act of 2008 (7 U.S.C. 2026(b)(1)(B)(iv)(III)(jj)) is amended by
			 striking <quote>or (g)(1)</quote>.</text>
				</paragraph></subsection></section><section id="H3B9BC9FD89AB4452AC4B3BC9443BB7A5"><enum>8.</enum><header>Eliminating the
			 nutrition education grant program</header><text display-inline="no-display-inline">Section 28 of the Food and Nutrition Act of
			 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2036a">7 U.S.C. 2036a</external-xref>) is repealed.</text>
		</section><section id="HBF214380601A4F0E81E7EC3353AE526B"><enum>9.</enum><header>Terminating an
			 increase in benefits</header><text display-inline="no-display-inline">Section
			 101(a) of division A of the American Recovery and Reinvestment Act of 2009
			 (<external-xref legal-doc="public-law" parsable-cite="pl/111/5">Public Law 111–5</external-xref>; 123 Stat. 120; 124 Stat. 2394; 124 Stat. 3265) is amended by
			 striking paragraph (2) and inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="H0C510A92E465454DBDBE78BE3508BFC1" style="OLC">
				<paragraph id="H6602FBC515E140C78B4A784299123267"><enum>(2)</enum><header>Termination</header><text display-inline="yes-display-inline">The authority provided by this subsection
				shall terminate on the date of the enactment of the SNAP Improvement Act of
				2013 or after October 31, 2013, whichever occurs
				first.</text>
