		  modify the phase-in increases in flood insurance premium rates for certain

		<section id="HA13FDEC6442F43C0928A852428F352C0" section-type="section-one"><enum>1.</enum><header>Modification of phase-in
			 increases of flood insurance premium rates for certain properties</header>
			<subsection id="HDE620D82A42748F1835AA0B5944F857E"><enum>(a)</enum><header>Change of
			 ownership of second homes, business properties, and primary
			 residences</header><text display-inline="yes-display-inline">Section 1307(g)(2)
			 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4014">42 U.S.C. 4014(g)(2)</external-xref>) is amended
			 by striking <quote>2012</quote> and inserting <quote>2012, except for
			 properties referred to in paragraphs (3) and (4) of section
			 1308(e)</quote>.</text>
			</subsection><subsection id="H37EF34A7AFAE4E759439AE794EA36EFD"><enum>(b)</enum><header>Second homes and
			 business properties and change of ownership of primary residences</header><text display-inline="yes-display-inline">Section 1308(e) of the National Flood
			 Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015(e)</external-xref>) is amended—</text>
				<paragraph id="H18485F09050343529C90BFAF282667EB"><enum>(1)</enum><text>in paragraph (1),
			 by striking <quote>; and</quote> and inserting a semicolon;</text>
				</paragraph><paragraph id="H6355DC8B0C764B168DD7671CE0435556"><enum>(2)</enum><text>in paragraph
			 (2)—</text>
					<subparagraph id="HF9D0B636BB424769B1139F14E22DBF16"><enum>(A)</enum><text>by striking
			 <quote>described in subparagraphs (A) through (E)</quote> and inserting
			 <quote>described in subparagraphs (B), (C), and (E)</quote>; and</text>
					</subparagraph><subparagraph id="H6F31D781D6C2451C9D24361F5BF2B7AD"><enum>(B)</enum><text>by striking the
			 period at the end and inserting a semicolon; and</text>
					</subparagraph></paragraph><paragraph id="H19296ECD35124406BD3D84273A4B5840"><enum>(3)</enum><text>by adding at the
			 end the following new paragraphs:</text>
					<quoted-block display-inline="no-display-inline" id="H69487F3DD13149D5A220C2CDB1EDEEEA" style="OLC">
						<paragraph id="H62713FED851548C98055372E92EAEE72"><enum>(3)</enum><text display-inline="yes-display-inline">described in subparagraphs (A) and (D) of
				section 1307(a)(2) shall be increased by 12.5 percent each year, until the
				average risk premium rate for such properties is equal to the average of the
				risk premium rates for properties described under paragraph (1); and</text>
						</paragraph><paragraph id="H5EC0A9231C46489DAB2FA5826405E3D2"><enum>(4)</enum><text display-inline="yes-display-inline">that are primary residences purchased after
				the date of the enactment of the Biggert-Waters Flood Insurance Reform Act of
				2012 (title II of division F of <external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>), shall be increased by 12.5
				percent each year as if such increase began on the date of the enactment of
				such Act, until the average risk premium rate for such properties is equal to
				the average of the risk premium rates for properties described under paragraph
				(1).</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H942886FB87504F7581CDF738FECC6294"><enum>(c)</enum><header>Effect on rates
			 changed due to Biggert-Waters Flood Insurance Reform Act of
			 <enum-in-header>2012</enum-in-header></header><text>The Administrator of the
			 Federal Emergency Management Agency shall adjust the chargeable risk premium
			 rates for flood insurance under the National Flood Insurance Act of 1968 (42
			 U.S.C. 4001 et seq.) for properties referred to in paragraphs (3) and (4) of
			 section 1308(e) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015(e)</external-xref>), as added by subsection (b) of
			 this section, as if the amendments made by subsections (a) and (b) of this
			 section were enacted at the same time as the Biggert-Waters Flood Insurance
			 Reform Act of 2012 (title II of division F of <external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>).</text>
