		<official-title>To amend the Omnibus Crime Control and Safe Streets Act
		  of 1968 to enhance the safety of America’s schools.</official-title>

		<section id="H5006C551D12E44E083FBEA1BF1051BA1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>School Safety Enhancements Act of
			 2013</short-title></quote>.</text>
		</section><section id="H8E77153F346A4004B224D3F05615D0EF"><enum>2.</enum><header>Grant program for
			 school security</header><text display-inline="no-display-inline">Section 2701
			 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3797a) is amended—</text>
			<paragraph id="HD8AD7D597CB2404FBC25C0191250316B"><enum>(1)</enum><text>in subsection
			 (b)—</text>
				<subparagraph id="HA51D01FF9B6C4E9198751B5389FF9CEB"><enum>(A)</enum><text>in paragraph
			 (1)—</text>
					<clause id="H122D4362A9F140BAB4C4BD2143CF3DD3"><enum>(i)</enum><text>by
			 striking <quote>Placement</quote> and inserting <quote>Installation</quote>;
			 and</text>
					</clause><clause id="HD9D0AF9CC9A7437EBDECE03F4AAC9091"><enum>(ii)</enum><text>by
			 inserting <quote>surveillance equipment,</quote> after
			 <quote>detectors,</quote>;</text>
					</clause></subparagraph><subparagraph id="H3EEBB4E0DDC148BDBF070B181F684EEE"><enum>(B)</enum><text>by redesignating
			 paragraph (5) as paragraph (6); and</text>
				</subparagraph><subparagraph id="H2B47360AB00C498DA22E8CDD0E41F0FC"><enum>(C)</enum><text>by inserting after
			 paragraph (4) the following:</text>
					<quoted-block id="H23CE89B0E5584E07A061DBD981AEA14E" style="OLC">
						<paragraph id="H8DB2298A728E484A9849810A6A3A9424"><enum>(5)</enum><text>Establishment of
				hotlines or tiplines for the reporting of potentially dangerous students and
				situations.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="HB1685FCA84974E03A3C9AB5330C10B5C"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block id="H8C8CD174E4744010905EAAC04525B9A8" style="OLC">
					<subsection id="HDD0DBE2311E0481EB7D412039FF537E2"><enum>(g)</enum><header>Interagency task
				force</header>
						<paragraph id="HA3228E4C70A6414D9F1E8E39F7347C4F"><enum>(1)</enum><header>Establishment</header><text>Not
				later than 60 days after the date of enactment of this subsection, the
				Director, in collaboration with the Secretary of Education, shall establish an
				interagency task force to develop a set of advisory school safety
				guidelines.</text>
						</paragraph><paragraph id="H4122700FADC043428D99ED67B3BDC5E8"><enum>(2)</enum><header>Publication of
				guidelines</header><text>Not later than one year after the date of enactment of
				this subsection, the interagency task force shall publish the advisory school
				safety guidelines developed under paragraph (1) in the Federal Register.</text>
						</paragraph><paragraph id="HD87B2956078B4A198BA98C404F577699"><enum>(3)</enum><header>Required
				consultation</header><text>In developing the advisory school safety guidelines
				under paragraph (1), the interagency task force shall consult with stakeholders
				and interested parties, including parents, teachers, and agencies.</text>
						</paragraph><paragraph id="H0D55C159B93D445891E3E26375A83127"><enum>(4)</enum><header>Use of
				guidelines</header><text>In determining permissible uses of funds under
				subsection (b)(6), the Director shall consider the advisory school safety
				guidelines developed under paragraph (1).</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HC2721DED45EE4BE780E1CFA898123511"><enum>3.</enum><header>Applications</header><text display-inline="no-display-inline">Section 2702(a)(2) of title I of the Omnibus
			 Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797b">42 U.S.C. 3797b(a)(2)</external-xref>) is amended
			 to read as follows:</text>
			<quoted-block id="HFDD41150FBD747CB877A402881AF5EBD" style="OLC">
				<paragraph id="H12812644C59C4ACAA279A8E498C750BF"><enum>(2)</enum><text>be accompanied by
				a report—</text>
					<subparagraph id="HBED0E117C79F4AC2B798CC7D628EEFE8"><enum>(A)</enum><text>signed by the
				heads of each law enforcement agency and school district with jurisdiction of
				the schools where the safety improvements will be implemented; and</text>
					</subparagraph><subparagraph id="H22DC11F2BBB549D3AD8924F8B60381D3"><enum>(B)</enum><text>demonstrating that
				each proposed use of the grant funds will be—</text>
						<clause id="HF1FD3AB6DF454331961308F99C00CFD0"><enum>(i)</enum><text>an
				effective means for improving the safety of one or more schools;</text>
						</clause><clause id="H5BE1054984F74B709416ECB3C0636032"><enum>(ii)</enum><text>consistent with a
				comprehensive approach to preventing school violence; and</text>
						</clause><clause id="H7276B5084A564CF4A93EF3F77C3307DF"><enum>(iii)</enum><text>individualized
				to the needs of each school at which those improvements are to be
				made.</text>
						</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H053BA2AC3E824DA0A673ADB1FA9132BB"><enum>4.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 2705 of
			 title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3797e) is amended—</text>
			<paragraph id="H56A2FBD3462945EAA372F944FB5DEB61"><enum>(1)</enum><text>by striking
			 <quote>$30,000,000</quote> and inserting <quote>$40,000,000</quote>; and</text>
			</paragraph><paragraph id="H39DA984E14D347C7AE9BDD6021B7D4B9"><enum>(2)</enum><text>by striking
			 <quote>2001 through 2009</quote> and inserting <quote>2014 through
			 2023</quote>.</text>
