		<official-title>To amend title 10, United States Code, to improve the
		  mental health assessments provided to members of the Armed Forces deployed in
		  support of a contingency operation.</official-title>

		<section id="H7F91CCE5786A4517A406DBF2D9F1A48E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Military Suicide Reduction
			 Act</short-title></quote>.</text>
		</section><section id="H9BAC9830C8BB42C0B9EE3E7C521E87C9" section-type="subsequent-section"><enum>2.</enum><header>Mental health
			 assessments for members of the Armed Forces deployed in support of a
			 contingency operation</header>
			<subsection id="H5A1ECFFA5792420FAFD076E43F149027"><enum>(a)</enum><header>Increased
			 assessments</header><text display-inline="yes-display-inline">Subsection (a) of
			 <external-xref legal-doc="usc" parsable-cite="usc/10/1074m">section 1074m</external-xref> of title 10, United States Code, is amended—</text>
				<paragraph id="H6B04DC7E16344452A90A1F71D7A2E249"><enum>(1)</enum><text>in paragraph
			 (1)—</text>
					<subparagraph id="H1434EEC8509D47428437CEDF48F88B70"><enum>(A)</enum><text>by redesignating
			 subparagraphs (B) and (C) as subparagraphs (C) and (D), respectively;
			 and</text>
					</subparagraph><subparagraph id="HB8FF6FAE0B8343399A290251AC33A515"><enum>(B)</enum><text>by inserting after
			 subparagraph (A) the following new subparagraph (B):</text>
						<quoted-block display-inline="no-display-inline" id="H1D811FBA8C2F4894935E0F35148688F6" style="USC">
							<subparagraph id="H106307A2BFEE4FBB8C72840F58673B2B" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">Once during each 180-day period in which
				the member is so deployed.</text>
							</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H31C29A140A224851AB9D9071D019FC49"><enum>(2)</enum><text>in paragraph (2),
			 by striking <quote>subparagraph (B) and (C)</quote> and inserting
			 <quote>subparagraphs (C) and (D)</quote>.</text>
				</paragraph></subsection><subsection id="H390E1012701041A3A0A7E8CF4B29D7AE"><enum>(b)</enum><header>Deployment
			 assessments by medical professionals</header><text>Subsection (c) of such
			 section is amended—</text>
				<paragraph id="H566201439016491ABF809A7DA4224644"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>The
			 mental health</quote> and inserting <quote>Except as provided by paragraph (3),
			 the mental health</quote>; and</text>
				</paragraph><paragraph id="HC4A9344141A348459FE0723C492E7839"><enum>(2)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H78044D6F2F2946DC84D9F06DAD43D100" style="USC">
						<paragraph id="H9F31F3AD94E2426795FABE8AFBD07EFA" indent="up1"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H7D49108438274EDB8DD4B49CAC888B39"><enum>(A)</enum><text display-inline="yes-display-inline">If the Secretary determines that a mental
				health assessment conducted under subsection (a)(1)(B) cannot be performed by
				an individual described in clause (i) or (ii) of paragraph (1)(A), the
				Secretary shall ensure that the mental health assessment is conducted using an
				Internet-based questionnaire.</text>
							</subparagraph><subparagraph id="HE3D358018ABB4DF78B713890858C0726" indent="up1"><enum>(B)</enum><text>After a member completes a
				questionnaire conducted under subparagraph (A), the immediate commanding
				officer of the member shall complete a separate Internet-based questionnaire
				regarding the observations of the commanding officer with respect to the mental
				health of the member. The commanding officer may not have access to the
				questionnaire of the member conducted under subparagraph (A).</text>
							</subparagraph><subparagraph id="HC2299C8CFCE449DB85D656CD18745B04" indent="up1"><enum>(C)</enum><text>The Secretary shall ensure that the
				questionnaires conducted under subparagraphs (A) and (B) to assess a member are
				combined and such combined document is reviewed and acted upon by personnel
				described in paragraph (1)(A) in the same manner as an assessment conducted
				pursuant to subparagraph (A), (C), or (D) of subsection (a)(1).</text>
							</subparagraph><subparagraph id="HB54C39A26FB54CE2916074B632AB5482" indent="up1"><enum>(D)</enum><text display-inline="yes-display-inline">Nothing in this paragraph may be construed
				to treat a questionnaire conducted under subparagraph (A) or subparagraph (B)
				as being exempt from Department of Defense Directive 6025.18, a successor
				directive, or any other relevant regulation regarding privacy prescribed
				pursuant to the Health Insurance Portability and Accountability Act of 1996
				(Public Law
				104–191).</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H7E20771534684A9C88DDBB9DA7B42058"><enum>(c)</enum><header>Uniform
			 standards assessments</header><text>Such section is amended—</text>
				<paragraph id="HAC803DE213244CF591C7A06C9838B5EF"><enum>(1)</enum><text>in subsection
			 (c)(1)(D), by striking <quote>consistent</quote> and inserting
			 <quote>uniform</quote>; and</text>
				</paragraph><paragraph id="H40E2DF463F304644B172FE9B0487A4E1"><enum>(2)</enum><text>in subsection
			 (f)(1), by adding at the end the following new sentence: <quote>Such
			 regulations shall ensure that this section is carried out in a uniform manner
			 among the military departments.</quote>.</text>
				</paragraph></subsection><subsection id="HCED59BCEAD1F450E920B42787BE2039A"><enum>(d)</enum><header>Conforming
			 amendment</header><text>Subsection (d) of such section is amended by striking
			 <quote>subsection (a)(1)(C)</quote> and inserting <quote>subsection
			 (a)(1)(D)</quote>.</text>
