		<section id="HDC24813884634FBDA2D6F09352AFCB6A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Advancing Innovative Manufacturing Act
			 of 2013</short-title></quote>.</text>
		</section><section id="HE9CEC844C4464AB587F16E2CE5183D7C"><enum>2.</enum><header>Advanced
			 manufacturing technology consortia</header><text display-inline="no-display-inline">Section 33 of the National Institute of
			 Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278r">15 U.S.C. 278r</external-xref>) is amended to read as
			 follows:</text>

				<section id="H3C032E57B6904813AF654A3649E15B9A"><enum>33.</enum><header>Advanced
				manufacturing technology consortia</header>
					<subsection id="H0FB6056955BA44F68D575C521038FCDC"><enum>(a)</enum><header>Authority</header>
						<paragraph id="HF419E378102F412A8CB541DB55BDE3B7"><enum>(1)</enum><header>In
				general</header><text>The Director shall carry out a program to facilitate the
				development of and provide support to industry-led consortia that will
				identify, prioritize, and address long-term, precompetitive industrial research
				needs in the area of advanced manufacturing.</text>
						</paragraph><paragraph id="H08CE5B5B8A5D4823BA11C67AAE05F68C"><enum>(2)</enum><header>Program
				objectives</header><text>The objectives of the program established under this
				section include the following:</text>
							<subparagraph id="H341F9D8490C042428973604C5C891FC5"><enum>(A)</enum><text>To promote
				collective public-private efforts to develop key technology platforms and
				infrastructure for advanced manufacturing.</text>
							</subparagraph><subparagraph id="HC0ADFE2413994F4184ED5F272B4352D4"><enum>(B)</enum><text>To enable the
				prioritization of public research portfolios to be more responsive to the
				long-term technology development needs of industry.</text>
							</subparagraph><subparagraph id="H61309ADE612F4404903CD41C38166760"><enum>(C)</enum><text>To leverage
				Federal investment in advanced manufacturing with shared investment by the
				private sector.</text>
							</subparagraph><subparagraph id="HFCEB5E41FC8E440AA5932B5BB6E980A3"><enum>(D)</enum><text>To increase
				industrial research and development investment in precompetitive technology
				platforms and infrastructure.</text>
							</subparagraph><subparagraph id="H1C0DDCBFEB574CCC8CCC745D449A1023"><enum>(E)</enum><text>To accelerate
				technological innovation in advanced manufacturing.</text>
							</subparagraph><subparagraph id="H42445B6298D743EDB37E3F28C502A7A5"><enum>(F)</enum><text>To foster broad
				participation by industry, the Federal Government, institutions of higher
				education, and State, local, and tribal governments in advanced manufacturing
				research and development.</text>
							</subparagraph></paragraph></subsection><subsection id="HA4D6BA19926F4140B52DC07FAA540C6C"><enum>(b)</enum><header>Activities</header><text>As
				part of the program established under this section, the Director shall—</text>
						<paragraph id="H5E73BB2804A34A058D67559E7116DD61"><enum>(1)</enum><text>support the
				formation of industry-led consortia composed of representatives from industry
				(including small and medium-sized manufacturers), institutions of higher
				education, the Federal Government, State, local, and tribal governments, and
				other entities, as appropriate;</text>
						</paragraph><paragraph id="HCF2E70949BCA49F989580FB012FFEB8F"><enum>(2)</enum><text>collaborate with
				consortia participants in the development of technology roadmaps that identify
				research needs in the area of advanced manufacturing;</text>
						</paragraph><paragraph id="H0023A9FAEA764406B772637E2D0703DA"><enum>(3)</enum><text>support
				precompetitive research directed at meeting the research needs identified in
				the roadmaps developed under paragraph (2);</text>
						</paragraph><paragraph id="H53952EECEC994179B6B795168166E7A3"><enum>(4)</enum><text>promote the
				transfer of precompetitive technology platforms and infrastructure resulting
				from consortia research to the private sector and facilitate open access to the
				intellectual property underpinning those platforms and technology; and</text>
						</paragraph><paragraph id="H88DB3B80B20C4FD3A3447963064334E1"><enum>(5)</enum><text>facilitate the
				development of new technologies into commercial products.</text>
						</paragraph></subsection><subsection id="H853F8DC066104D96A67F4C852614E6D7"><enum>(c)</enum><header>Selection
				criteria</header><text>In selecting applications for awards under this section,
				the Director shall consider, at a minimum—</text>
						<paragraph id="HFAC5366FE7B04CAFB27EE6B39A48291F"><enum>(1)</enum><text>the degree to
				which the activities proposed under the consortia will broadly impact
				manufacturing and increase the productivity and economic competitiveness of the
				United States;</text>
						</paragraph><paragraph id="HDA41777E64D5463D8A9B173BC27F5E42"><enum>(2)</enum><text>the level of
				technical risk to be addressed by the consortia;</text>
						</paragraph><paragraph id="H94DAE6DBD5AA4C9F91DF458CC04D22CB"><enum>(3)</enum><text>the potential to
				produce fundamental new knowledge; and</text>
						</paragraph><paragraph id="H53E8044A284C41019530DE4E0272A79A"><enum>(4)</enum><text>the likelihood
				that the consortia will become self sustaining, if appropriate.</text>
						</paragraph></subsection><subsection id="H06249B29C0F34B2BBC74B6B35F49E435"><enum>(d)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated for
				carrying out this section $120,000,000 for each of fiscal years 2014 through
				2018.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H1DD01495FF6C431A9C15D1FB41B5E1A4"><enum>3.</enum><header>Small
			 manufacturer innovation program</header><text display-inline="no-display-inline">The National Institute of Standards and
			 Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/271">15 U.S.C. 271 et seq.</external-xref>) is amended—</text>
			<paragraph id="HEE0F1F034ECB4874A540CA998CF248D4"><enum>(1)</enum><text>by redesignating
			 section 34 as section 35; and</text>
			</paragraph><paragraph id="H49045BEB46664F49B28B80E9B1065ADC"><enum>(2)</enum><text>by inserting after
			 section 33 the following:</text>
				<quoted-block id="H6685E34EDE764620A7CDB16D62CEB0A5" style="OLC">
					<section id="HE9CCC0A71F1448BAA40C9E6ABFC73213"><enum>34.</enum><header>Small
				manufacturer innovation program</header>
						<subsection id="H416833F788C04E06BA5124030A6E34C6"><enum>(a)</enum><header>In
				general</header><text>The Director shall carry out a pilot program to enhance
				the innovative capabilities and competitiveness of small and medium-sized
				manufacturers through support for research and development that will promote
				the field of advanced manufacturing and lead to the commercialization of new
				products, processes, or technologies for use in advanced manufacturing.</text>
						</subsection><subsection id="H9AC96B561E88434EB691B21AA85AD5D2"><enum>(b)</enum><header>Objectives</header><text>The
				objectives of the program under this section are—</text>
							<paragraph id="H8BF9D58264344735BAA1087D6226C51B"><enum>(1)</enum><text>to accelerate the
				development of processes and, as appropriate, incremental innovations that will
				improve how goods are designed, produced, or distributed;</text>
							</paragraph><paragraph id="H2A6256C30D4D4CE498C065563E2154B9"><enum>(2)</enum><text>to advance the
				development and commercialization of novel products and technologies for use in
				advanced manufacturing;</text>
							</paragraph><paragraph id="HB571B5BED88C42B5AC10AA156444BDDB"><enum>(3)</enum><text>to reduce the
				technical and economic risks associated with developing new products,
				processes, or technologies for use in advanced manufacturing;</text>
							</paragraph><paragraph id="H543219AA56664ED0B0D4A424F643B78F"><enum>(4)</enum><text>to foster
				cooperative research and development between small and medium-sized
				manufacturers and research institutions; and</text>
							</paragraph><paragraph id="H4A5919670009485CB3721BD618810E15"><enum>(5)</enum><text>to promote
				research and development collaboration among small and medium-sized
				manufacturers facing similar technical challenges or obstacles, including
				collaboration along a supply chain.</text>
							</paragraph></subsection><subsection id="H6D0F5A2D582048BD92930BEF391BA3FA"><enum>(c)</enum><header>Program</header>
							<paragraph id="HD934833F50C04D198B1CDFE3C7248C14"><enum>(1)</enum><header>Award
				phases</header><text>The Director shall award competitive, merit-reviewed
				grants, cooperative agreements, or contracts to small or medium-sized
				manufacturers in the United States through a uniform process having—</text>
								<subparagraph id="H2978233131134E45A94097CDD94AC3B5"><enum>(A)</enum><text>a first phase for
				determining, insofar as possible, the scientific and technical merit and
				feasibility of a proposal; and</text>
								</subparagraph><subparagraph id="HBC3BF12E24754941A979DD2D7AF9719D"><enum>(B)</enum><text>a second phase to
				further develop proposals, including the development of prototypes, for which
				scientific and technical merit and feasibility was demonstrated in the first
				phase.</text>
								</subparagraph></paragraph><paragraph id="H89F5A108BEAB4C2E8A13200CA138EE51"><enum>(2)</enum><header>Applications</header><text>A
				small or medium-sized manufacturer seeking an award under this section shall
				submit an application to the Director at such time, in such manner, and
				containing such information as the Director may require.</text>
							</paragraph></subsection><subsection id="HE6AAC5000BF84375A7CAE0C6283C9653"><enum>(d)</enum><header>Stakeholder
				input</header><text>In carrying out the program under this section, the
				Director shall solicit stakeholder input on how best to carry out the
				program.</text>
						</subsection><subsection id="HC7808FEC75674A6A9EA3D80F69F5157D"><enum>(e)</enum><header>Coordination and
				nonduplication</header><text>To the maximum extent practicable, the Director
				shall ensure that the activities carried out under this section are coordinated
				with, and do not duplicate the efforts of, other programs within the Federal
				Government.</text>
						</subsection><subsection id="HE454699093214107B3C7ED65DD861443"><enum>(f)</enum><header>Report</header><text>Not
				later than 4 years after the date of enactment of the
				<short-title>Advancing Innovative Manufacturing Act of
				2013</short-title>, the Director shall transmit a report to Congress assessing
				the program established under this section. The report shall include—</text>
							<paragraph id="H31EBF3E12AA44B4C9371ECBD047853ED"><enum>(1)</enum><text>a summary of the
				activities carried out under the program;</text>
							</paragraph><paragraph id="HB44CB1CCD7214EA784B9049AD8DAD83E"><enum>(2)</enum><text>an assessment of
				whether the program is achieving its goals, including a description of the
				metrics used to determine progress in meeting such goals;</text>
							</paragraph><paragraph id="H81905CCA5D71471CA239859A37133F74"><enum>(3)</enum><text>any
				recommendations on how the program may be improved; and</text>
							</paragraph><paragraph id="HEB0095A1BFEC4D3AAB128CC82FC381B1"><enum>(4)</enum><text>a recommendation
				as to whether such program should be continued or terminated.</text>
							</paragraph></subsection><subsection id="H1ADC774A35AE43C29C4BF130E667D7A2"><enum>(g)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated to the
				Director to carry out this section—</text>
							<paragraph id="H8CB67621F2384F91B43F560CA8B4BBB3"><enum>(1)</enum><text>$15,000,000 for
				fiscal year 2014;</text>
							</paragraph><paragraph id="H2350111DFA4A4D3184CBC7D18553B2E2"><enum>(2)</enum><text>$25,500,000 for
				fiscal year 2015;</text>
							</paragraph><paragraph id="H0A03FE8DFA3E45FAAF6F2EE243A2EFCD"><enum>(3)</enum><text>$39,750,000 for
				fiscal year 2016;</text>
							</paragraph><paragraph id="H4808BB17780144B1BB55D8C875C356EA"><enum>(4)</enum><text>$42,250,000 for
				fiscal year 2017; and</text>
							</paragraph><paragraph id="HB98046CC339F4E05A950ADC10A5FA906"><enum>(5)</enum><text>$50,000,000 for
				fiscal year
				2018.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H2DC07E9CEB85440AB78B0E5CF5E7CBAD"><enum>4.</enum><header>Innovation
			 voucher pilot program</header><text display-inline="no-display-inline">Section
			 25 of the Stevenson-Wydler Technology Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3720">15 U.S.C. 3720</external-xref>)
			 is amended by adding at the end the following:</text>
			<quoted-block id="HD682A9DB63CE4239A92F1AC9EC9E34FD" style="OLC">
				<subsection id="HC2D8FC8D02F5499CABFA0AAB35515CB1"><enum>(d)</enum><header>Innovation
				voucher pilot program</header>
					<paragraph id="H73F1F5D339904F2CA4E0D1512B8ED932"><enum>(1)</enum><header>In
				general</header><text>The Secretary, acting through the Office of Innovation
				and Entrepreneurship and in conjunction with the States, shall establish an
				innovation voucher pilot program to accelerate innovative activities and
				enhance the competitiveness of small and medium-sized manufacturers in the
				United States. The pilot program shall—</text>
						<subparagraph id="H4E26B1FA008D4BDB9CD0507C446259BC"><enum>(A)</enum><text>foster
				collaborations between small and medium-sized manufacturers and research
				institutions; and</text>
						</subparagraph><subparagraph id="H7FB09F859DD142759BA460D339E8CDE5"><enum>(B)</enum><text>enable small and
				medium-sized manufacturers to access technical expertise and capabilities that
				will lead to the development of innovative products or manufacturing processes,
				including through—</text>
							<clause id="HB56C77996870409AB60F0623CA6DDC25"><enum>(i)</enum><text>research and
				development, including proof of concept, technical development, and compliance
				testing activities;</text>
							</clause><clause id="HB6F10DDF04084D4899D4C175B6B2778B"><enum>(ii)</enum><text>early-stage
				product development, including engineering design services; and</text>
							</clause><clause id="H6AD09E9A78FF412C9AC30D008CC11C5D"><enum>(iii)</enum><text>technology
				transfer and related activities.</text>
							</clause></subparagraph></paragraph><paragraph id="H609AC3C78FAE401789C669D07CCFF769"><enum>(2)</enum><header>Award
				size</header><text>The Secretary shall competitively award vouchers worth up to
				$20,000 to small and medium-sized manufacturers for use at eligible research
				institutions to acquire the services described in paragraph (1)(B).</text>
					</paragraph><paragraph id="H503255D840C8400EB1DCA0D7E2EE494E"><enum>(3)</enum><header>Streamlined
				procedures</header><text display-inline="yes-display-inline">The Secretary
				shall streamline and simplify the application, administrative, and reporting
				procedures for vouchers administered under the program.</text>
					</paragraph><paragraph id="H4041368E26C6426C85CF9EFAD200BB07"><enum>(4)</enum><header>Regulations</header><text>Prior
				to awarding any vouchers under the program, the Secretary shall promulgate
				regulations—</text>
						<subparagraph id="H530E6754C38B47A1840F76890364B2C9"><enum>(A)</enum><text>establishing
				criteria for the selection of recipients of awards under this
				subsection;</text>
						</subparagraph><subparagraph commented="no" id="HA17DCEB77AC64C4384721006617DC805"><enum>(B)</enum><text>establishing
				procedures regarding financial reporting and auditing—</text>
							<clause commented="no" id="H5273762381214408A042DEFCA16CB38A"><enum>(i)</enum><text>to ensure that
				awards are used for the purposes of the program; and</text>
							</clause><clause commented="no" id="HD6064AD6FEA647B5A4C380832DF83D15"><enum>(ii)</enum><text>that are in
				accordance with sound accounting practices; and</text>
							</clause></subparagraph><subparagraph id="H38C986C0D83C4DC5BE164E35DE8B3057"><enum>(C)</enum><text display-inline="yes-display-inline">describing any other policies, procedures,
				or information necessary to implement this subsection, including those intended
				to streamline and simplify the program in accordance with paragraph (3).</text>
						</subparagraph></paragraph><paragraph id="H99E436FEE9234C7380E90BB932D8CA60"><enum>(5)</enum><header>Transfer
				authority</header><text>The Secretary may transfer funds appropriated to the
				Department of Commerce to other Federal agencies for the performance of
				services authorized under this subsection.</text>
					</paragraph><paragraph id="H49F905B5E3D54C698764656715ED7CBB"><enum>(6)</enum><header>Administrative
				costs</header><text display-inline="yes-display-inline">All of the amounts
				appropriated to carry out this subsection for a fiscal year shall be used for
				vouchers awarded under this subsection, except that an eligible research
				institution performing the services described in paragraph (1)(B) may retain a
				percentage of any amount received from the Secretary under this subsection to
				defray administrative costs associated with the services. The Secretary shall
				establish a single, fixed percentage for such purposes that will apply to all
				eligible research institutions.</text>
					</paragraph><paragraph id="H3B2994B0B45B4C0292E7ADB1F6D1B263"><enum>(7)</enum><header>Outreach</header><text>The
				Secretary may use centers established under section 25 of the National
				Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278k">15 U.S.C. 278k</external-xref>) to provide
				information about the program established under this subsection and to conduct
				outreach to potential applicants, as appropriate.</text>
					</paragraph><paragraph id="H9858BC84134842C5A279D0F511325847"><enum>(8)</enum><header>Reports to
				Congress</header>
						<subparagraph id="H83544C4A2F0D4E74A16015C345D817A0"><enum>(A)</enum><header>Plan</header><text>Not
				later than 180 days after the date of enactment of this subsection, the
				Secretary shall transmit to Congress a plan that will serve as a guide for the
				activities of the program. The plan shall include a description of the specific
				objectives of the program and the metrics that will be used in assessing
				progress toward those objectives.</text>
						</subparagraph><subparagraph id="H33FD6AB8299248D78D9B8757A1300B28"><enum>(B)</enum><header>Outcomes</header><text>Not
				later than 3 years after the date of enactment of this subsection, the
				Secretary shall transmit to Congress a report containing—</text>
							<clause id="HD269056AC4BF49F8B50818B889532846"><enum>(i)</enum><text>a
				summary of the activities carried out under this subsection;</text>
							</clause><clause id="HD573F56DA34A4842A02460E17961D476"><enum>(ii)</enum><text>an assessment of
				the impact of such activities on the innovative capacity of small and
				medium-sized manufacturers receiving assistance under the pilot program;
				and</text>
							</clause><clause id="H2FBE0AE92A1942E6AE4359613DBBA201"><enum>(iii)</enum><text>any
				recommendations for administrative and legislative action that could optimize
				the effectiveness of the pilot program.</text>
							</clause></subparagraph></paragraph><paragraph id="HE7D48A40DA424BC591E9B8C27C214759"><enum>(9)</enum><header>Coordination and
				nonduplication</header><text>To the maximum extent practicable, the Secretary
				shall ensure that the activities carried out under this subsection are
				coordinated with, and do not duplicate the efforts of, other programs within
				the Federal Government.</text>
					</paragraph><paragraph id="H3254E04069E24A5097290AA54ED04F72"><enum>(10)</enum><header>Eligible
				research institutions defined</header><text>For the purposes of this
				subsection, the term <quote>eligible research institution</quote> means—</text>
						<subparagraph commented="no" id="H4076A8B372314B688FEB49848966CF4B"><enum>(A)</enum><text>an institution of
				higher education, as such term is defined in section 101(a) of the Higher
				Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>);</text>
						</subparagraph><subparagraph id="H0BA907131E864AD5850E9D2620FD0F0C"><enum>(B)</enum><text>a Federal
				laboratory;</text>
						</subparagraph><subparagraph id="HF23D965E42C74CE1AC361A09A66897AF"><enum>(C)</enum><text>a federally funded
				research and development center; or</text>
						</subparagraph><subparagraph id="HD1902641FA934364A61F380DC3C2275E"><enum>(D)</enum><text>a Hollings
				Manufacturing Extension Center established under section 25 of the National
				Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278k">15 U.S.C. 278k</external-xref>).</text>
						</subparagraph></paragraph><paragraph id="H28DEC11D2D6C4C4E9A606A182669EB9D"><enum>(11)</enum><header>Authorization
				of appropriations</header><text>There are authorized to be appropriated to the
				Secretary to carry out the pilot program in this subsection $5,000,000 for each
				of fiscal years 2014 through
				2018.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H71FCC035D74B4BCE9C31A4C632531260"><enum>5.</enum><header>Advanced
			 manufacturing education</header><text display-inline="no-display-inline">Section 506(b) of the America COMPETES
			 Reauthorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862p-1">42 U.S.C. 1862p–1(b)</external-xref>) is amended to read as
			 follows:</text>
			<quoted-block id="H11E8C6C44A89483BBD957176E37E7294" style="OLC">
				<subsection id="H5D04330676D246FA992849561CB7E8A2"><enum>(b)</enum><header>Advanced
				manufacturing education</header><text>The Director shall award grants, on a
				competitive, merit-reviewed basis, to community colleges for the development
				and implementation of innovative advanced manufacturing education reforms to
				ensure an adequate and well-trained advanced manufacturing workforce.
				Activities supported by grants under this subsection may include—</text>
					<paragraph id="HEE6878BE10E54D5889E19755D8FEB24C"><enum>(1)</enum><text>the development or
				expansion of educational materials, courses, curricula, strategies, and methods
				that will lead to improved advanced manufacturing degree or certification
				programs, including the integration of industry standards and workplace
				competencies into the curriculum;</text>
					</paragraph><paragraph id="H371EE15956A24A21BFEE94DA601313E1"><enum>(2)</enum><text>the development
				and implementation of faculty professional development programs that enhance a
				faculty member’s capabilities and teaching skills in advanced manufacturing,
				including efforts to understand current advanced manufacturing technologies and
				practices;</text>
					</paragraph><paragraph id="H8B518EC460794531A7B76E224CE4EE2C"><enum>(3)</enum><text>the establishment
				of centers that provide models and leadership in advanced manufacturing
				education and serve as regional or national clearinghouses for educational
				materials and methods;</text>
					</paragraph><paragraph id="HDA52B83C129948789693A4BE61A353FE"><enum>(4)</enum><text>activities to
				enhance the recruitment and retention of students into certification and degree
				programs in advanced manufacturing, including the provision of improved
				mentoring and internship opportunities;</text>
					</paragraph><paragraph id="H72EA1C9536A444B98997206C8085ED71"><enum>(5)</enum><text display-inline="yes-display-inline">the establishment of partnerships with
				private sector entities to ensure the development of an advanced manufacturing
				workforce with the skills necessary to meet regional economic needs; and</text>
					</paragraph><paragraph id="H2F8E9ECF8B6B468DAA92BCDDE4B5A592"><enum>(6)</enum><text>other activities
				as determined appropriate by the
				Director.</text>
