	 enacting clause and insert the
	 following:</text></amendment-instruction><amendment-block blank-lines-after="1" changed="added" reported-display-style="italic"><section id="id1266D66CB177418FBF46C99DF5689010" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
		<quote><short-title>Department of Veterans Affairs
		Expiring Authorities Act of 2013</short-title></quote>.</text></section><section id="id84D5CD6620E448AAB057FA7458DBB963" section-type="subsequent-section"><enum>2.</enum><header>Extensions of expiring
		authorities affecting veterans and their families</header><subsection id="id8971E9B92A574A93BC74FBBBAAFE9043"><enum>(a)</enum><header>Extension of
		authority To provide monthly assistance allowance to veterans with disability
		invited by United States Olympic Committee</header><paragraph id="id28C760E49A4A4BA6B602FE8B87BA06B9"><enum>(1)</enum><header>In general</header><text>Section 322(d)(4) of
		title 38, United States Code, is amended by inserting <quote>and $500,000 for
		the period beginning October 1, 2013, and ending December 31, 2013</quote>
		after <quote>2013</quote>.</text></paragraph><paragraph id="id4067DD7059DA4269A9C1123960F95A3F"><enum>(2)</enum><header>Technical correction</header><text>Section 322 of such title is amended by striking <quote>United States Paralympics, Inc.,</quote> each place it appears and inserting <quote>United States Olympic Committee</quote>.</text></paragraph></subsection><subsection id="id3FB81BC58A3647F28DFCC3025C9A44D9"><enum>(b)</enum><header>Extension of
		authority To provide assistance for United States Olympic Committee</header><paragraph id="id5F5CD0EA788741F8872545BEF021DAAF"><enum>(1)</enum><header>In general</header><text>Section 521A of such title is amended—</text><subparagraph id="id2D027F1BF95A4C00B7918BD90437F539"><enum>(A)</enum><text>in
		subsection (g), by inserting <quote>and $2,000,000 for the period beginning
		October 1, 2013, and ending December 31, 2013</quote> after
		<quote>2013</quote>; and</text></subparagraph><subparagraph id="idD23D5A366D424E1883C9EEA214AF9A78"><enum>(B)</enum><text>in
		subsection (l), by striking <quote>The Secretary may only provide assistance
		under this section during fiscal years 2010 through 2013.</quote> and inserting
		<quote>The Secretary may not provide assistance under this section after
		December 31, 2013.</quote>.</text></subparagraph></paragraph><paragraph id="idE77CB7BE476244338C48491C6703AB21"><enum>(2)</enum><header>Technical correction</header><text>Such section is further amended—</text><subparagraph id="id21CC91179B5C4CF6A4208E17C328246E"><enum>(A)</enum><text>except in subsection (d)(4), by striking <quote>United States Paralympics, Inc.,</quote> each place it appears and inserting <quote>United States Olympic Committee</quote>;</text></subparagraph><subparagraph id="idA6EAA312542F493AB916A9B199EC149F"><enum>(B)</enum><text>in subsection (d)(4), by striking <quote>United States Paralympics, Inc.</quote> and inserting <quote>United States Olympic Committee</quote>; and</text></subparagraph><subparagraph id="id37D90AAD4EF44792AF97E3BAA607B15D"><enum>(C)</enum><text>by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="idF5BED969B4474EFF97A52764C8D29382" style="OLC"><subsection id="id84CC3909D51F4CBFAFA04693A5485559"><enum>(m)</enum><header>Applicability to commonwealths and territories of United States</header><text>The provisions of this section and section 322 of this title shall apply with respect to the following in the same manner and to the same degree as the United States Olympic Committee:</text><paragraph id="idFE11E37888084458AF013A4B265BA365"><enum>(1)</enum><text>The American Samoa National Olympic Committee.</text></paragraph><paragraph id="id8DC1F32B7D564ADF9A18CE8E883D250F"><enum>(2)</enum><text>Guam National Olympic Committee.</text></paragraph><paragraph id="idD9BD3592B65345008BA3DD48C1CDD40B"><enum>(3)</enum><text>Comité Olímpico de Puerto Rico.</text></paragraph><paragraph id="id201C6A232D0149F781833F29977A225A"><enum>(4)</enum><text>Such entities as the Secretary considers appropriate to represent the interests of the Northern Mariana Islands and the United States Virgin Islands under this section and section 322 of this title.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id9B91B5F67B0C461F867DE33F294CC82E"><enum>(3)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of chapter 5 of such title is amended by striking the item relating to section 521A and inserting the following new item:</text><quoted-block display-inline="no-display-inline" id="id6C31C650FCD6486B8737E2F02E57B19B" style="OLC"><toc><toc-entry bold="off" level="section">521A. Assistance for United States Olympic Committee.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idE92C0C0229C449758A42CA36F9C52EE2"><enum>(c)</enum><header>Extension of
		authority for collection of copayments for hospital care and nursing home
		care</header><text display-inline="yes-display-inline">Section 1710(f)(2)(B) of
		such title is amended by striking <quote>September 30, 2013</quote> and
		inserting <quote>September 30, 2014</quote>.</text></subsection><subsection id="id4BBB51E3FD904FAC88311E652487A4B9"><enum>(d)</enum><header>Extension of
		authority for recovery from third parties of cost of care and services
		furnished to veterans with health-plan contracts for non-service-connected
		disability</header><text display-inline="yes-display-inline">Section
		1729(a)(2)(E) of such title is amended by striking <quote>October 1,
		2013</quote> and inserting <quote>October 1, 2014</quote>.</text></subsection><subsection id="id2AD5BD56DD02481F9AACBEDC49BB3AC9"><enum>(e)</enum><header>Extensions of
		authorities affecting homeless veterans</header><paragraph id="idbfa8fc0b794045f4922aa97467e2f549"><enum>(1)</enum><header>Homeless
		veterans reintegration programs</header><text>Section 2021(e)(1)(F) of such
		title is amended by striking <quote>2013</quote> and inserting
		<quote>2014</quote>.</text></paragraph><paragraph id="id44707F2440BD48D49441031C206AE7E0"><enum>(2)</enum><header>Referral and
		counseling services: veterans at risk of homelessness who are transitioning
		from certain institutions</header><text>Section 2023(d) of such title is
		amended—</text><subparagraph id="id03F25F04C41946019A6AE4F053BE4FDA"><enum>(A)</enum><text>by inserting
		<quote>to enter into a contract</quote> before <quote>to provide</quote>;
		and</text></subparagraph><subparagraph id="id19D98E7BBA6D430C94F61DC28DEFFDAE"><enum>(B)</enum><text>by striking
		<quote>September 30, 2013</quote> and inserting <quote>September 30,
		2014</quote>.</text></subparagraph></paragraph></subsection><subsection id="idD0851E2DABDC48AE938B89578AFD69C7"><enum>(f)</enum><header>Extension of previously fully-funded authorities affecting homeless veterans</header><paragraph id="id310231efea874f59a470a656b7fc3945"><enum>(1)</enum><header>Comprehensive
		service programs</header><text>Section 2013 of such title is amended by
		striking paragraph (6) and inserting the following new paragraphs:</text><quoted-block display-inline="no-display-inline" id="id9474620583d14184b07398f91b543a5f" style="OLC"><paragraph id="id537122c8c28b4bce94fc90aca080cc5a"><enum>(6)</enum><text>$250,000,000 for
		  fiscal year 2014.</text></paragraph><paragraph id="iddcec63d83e8844aab8b82b39f04b33a0"><enum>(7)</enum><text>$150,000,000 for
		  fiscal year 2015 and each subsequent fiscal
		  year.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="id06712dfe9d0542c68fb65611bc1c61e6"><enum>(2)</enum><header>Financial
		assistance for supportive services for very low-income veteran families in
		permanent housing</header><text>Section 2044(e)(1)(E) of such title is amended by
		striking <quote>for fiscal year 2013</quote> and inserting <quote>for each of
		fiscal years 2013 and 2014</quote>.</text></paragraph><paragraph id="idf47169b7a99a42d98333e9b470acf7ca"><enum>(3)</enum><header>Grant program
		for homeless veterans with special needs</header><text>Section 2061(d)(1) of
		such title is amended by striking <quote>through 2013</quote> and inserting
		<quote>through 2014</quote>.</text></paragraph></subsection><subsection id="id6577204D22C14C8E92AF70C165C903D8"><enum>(g)</enum><header>Extension of
		temporary expansion of eligibility for specially adapted housing assistance for
		certain veterans with disabilities causing difficulty with
		ambulating</header><text>Section 2101(a)(4) of such title is amended—</text><paragraph id="id49653F7F93F64BF79C92ABBA0235CC3A"><enum>(1)</enum><text>by striking <quote>The Secretary's</quote> and inserting <quote>(A) Except as provided in subparagraph (B), the Secretary's</quote>;</text></paragraph><paragraph id="idC1E144BC8D6C48A58FE2BD2AD9068B47"><enum>(2)</enum><text>in subparagraph (A), as designated by paragraph (1), by
		striking <quote>September 30, 2013</quote> and inserting <quote>September 30,
		2014</quote>; and</text></paragraph><paragraph id="idAC016BC295C042DE8F6E18EFB8D4353C"><enum>(3)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block display-inline="no-display-inline" id="idC6E7D7286D00421AA5EA931A5BAAF886" style="OLC"><subparagraph id="id8B08E91909854355BD7683DA9D946DEB" indent="up2"><enum>(B)</enum><text>In fiscal year 2014, the Secretary may not approve more than 30  applications for assistance under paragraph (1) for disabled veterans described in paragraph (2)(A)(ii).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idE760C2CA1FDF42AA8FAD65CB6FAD5179"><enum>(h)</enum><header>Extension of
		authority To calculate net value of real property securing defaulted loan for
		purposes of liquidation</header><text>Section 3732(c)(11) of such title is
		amended by striking <quote>October 1, 2013</quote> and inserting <quote>October
		1, 2014</quote>.</text></subsection><subsection id="id3966D292164D433A961CF2EFBCB219D1"><enum>(i)</enum><header>Extension of
		pilot program on assistance for child care for certain veterans receiving
		health care</header><text>Section 205 of the Caregivers and Veterans Omnibus
		Health Services Act of 2010 (<external-xref legal-doc="public-law" parsable-cite="pl/111/163">Public Law 111–163</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/1710">38 U.S.C. 1710</external-xref> note) is
		amended—</text><paragraph id="id398B27B7F8154AECB36FD7CEB0487568"><enum>(1)</enum><text>in
		subsection (e), by striking <quote>2-year</quote> and inserting
		<quote>3-year</quote>; and</text></paragraph><paragraph id="id7BC802FA8CD44AAB9985E4F2E598B58D"><enum>(2)</enum><text>in
		subsection (h), by striking <quote>and 2011</quote> and inserting <quote>and
		2014</quote>.</text></paragraph></subsection></section><section id="idFC7F12FDD62749A985508D941B0A7EA6"><enum>3.</enum><header>Reauthorization
		of use of national directory of new hires for income verification purposes for
		certain veterans benefits</header><subsection id="id541FA592B1594488A166652ADE0AAE3D"><enum>(a)</enum><header>Secretary of
		Health and Human Services</header><text>Section 453(j)(11) of the Social
		Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/653">42 U.S.C. 653(j)(11)</external-xref>) is amended by striking subparagraph (G) and
		inserting the following new subparagraph (G):</text><quoted-block display-inline="no-display-inline" id="id8C48DCF9F5CA47229292D66CA1886DDF" style="OLC"><subparagraph id="id01DB74F1BE2240BA8D9AD696D21D9B8A"><enum>(G)</enum><header>Expiration of
		  authority</header><text>The authority under this paragraph shall be in effect
		  as follows:</text><clause id="idD6D860298C8149A1B9A14D945C762878"><enum>(i)</enum><text>During the period
		  beginning on December 26, 2007, and ending on November 18, 2011.</text></clause><clause id="id51E4D2C569544E40AC4FC01AA9CF706D"><enum>(ii)</enum><text>During the
		  period beginning on the date of the enactment of the
		  <short-title>Department of Veterans Affairs Expiring
		  Authorities Act of 2013</short-title> and ending 180 days after that
		  date.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id1DAE776E2A55461CB350CDE16BDA912A"><enum>(b)</enum><header>Secretary of
		Veterans Affairs</header><text><external-xref legal-doc="usc" parsable-cite="usc/38/5317A">Section 5317A</external-xref> of title 38, United States Code,
		is amended by striking subsection (d) and inserting the following new
		subsection (d):</text><quoted-block display-inline="no-display-inline" id="id98ABC39349F246F38E93B8B8C6C1D24D" style="OLC"><subsection id="id071A3DD51C2D4CA29530DC245C9B26BA"><enum>(d)</enum><header>Expiration of
		  authority</header><text>The authority under this section shall be in effect as
		  follows:</text><paragraph id="id41A2626602DB4B70AFE120F914206A39"><enum>(1)</enum><text>During the period
		  beginning on December 26, 2007, and ending on November 18, 2011.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE7DDB374A39E48B3B25B3CF9679E12C4"><enum>(2)</enum><text>During the period
		  beginning on the date of the enactment of the <short-title>Department of Veterans Affairs Expiring Authorities Act of
		  2013</short-title> and ending 180 days after that
		  date.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="idF234FAB426A042AD8000DC104D66F435"><enum>4.</enum><header>Effective date
		and ratification</header><subsection id="id39e1c1930aeb40f9b8ff3d5f46ed92a2"><enum>(a)</enum><header>Effective
		date</header><text>This Act shall take effect on October 1, 2013, except that
		Section 2 (a) shall take effect on September 30, 2013.</text></subsection><subsection id="id6460d30d31184f9bb8b9c6504ca52c7e"><enum>(b)</enum><header>Ratification</header><text>If
		this Act is not enacted on or before September 30, 2013, any actions undertaken
		by the Department of Veterans Affairs under the authorities extended by this
		Act during the period beginning on such date and ending on the date of the
		enactment of this Act shall be deemed ratified.</text></subsection></section><section id="id3f2e40125f7d4e5a957b039cd328817d"><enum>5.</enum><header>Scoring of budgetary effects</header><text display-inline="no-display-inline">The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go-Act of 2010 shall be determined by reference to the latest statement titled <quote>Budgetary Effects of PAYGO Legislation</quote> for this Act, submitted for printing in the Congressional Record by the Chairman of the Senate Budget Committee, provided that such statement has been submitted prior to the vote on passage.</text></section></amendment-block><amendment-instruction blank-lines-after="1" line-numbers="off"><text>Amend the
	 title so as to read: <quote>A bill to amend title 38, United States Code, to
	 extend certain expiring authorities affecting veterans and their families, and
	 for other purposes.</quote>.</text></amendment-instruction></amendment></engrossed-amendment-body><attestation><attestation-group><attestor></attestor><role>Secretary</role></attestation-group></attestation><endorsement></endorsement></amendment-doc>
