		<official-title>To prohibit gaming activities on certain Indian lands in
		  Arizona until the expiration of certain gaming compacts.</official-title>

		<section id="H3D7631727790489DB970EDD57643BFDF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Keep the Promise Act of
			 2013</short-title></quote>.</text>
		</section><section id="H692E08AD1CFE48919D5857D527C9249F"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds as follows:</text>
			<paragraph id="H528B064C86C645AAB35C3A4213AFA92D"><enum>(1)</enum><text>In 2002, the
			 voters in the State of Arizona approved Proposition 202, the Indian Gaming
			 Preservation and Self-Reliance Act.</text>
			</paragraph><paragraph id="H1077A686684442B385F52074FCD9663F"><enum>(2)</enum><text>To obtain the
			 support of Arizona voters to approve Proposition 202, the Indian tribes within
			 Arizona agreed to limit the number of casinos within the State and in
			 particular within the Phoenix metropolitan area.</text>
			</paragraph><paragraph id="H2204640AB72A42F2B33D4E844C9F28BC"><enum>(3)</enum><text>This Act preserves
			 the agreement made between the tribes and the Arizona voters until the
			 expiration of the gaming compacts authorized by Proposition 202.</text>
			</paragraph></section><section id="HF622ECF4B0994C0B9987B7B75BE464D2"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">For the purposes of this Act—</text>
			<paragraph id="H141A7AA675D14DB38F8B282C485185D7"><enum>(1)</enum><text>the terms
			 <term>Indian tribe</term>, <term>class II gaming</term>, and <term>class III
			 gaming</term> have the meanings given those terms in section 4 of the Indian
			 Gaming Regulatory Act (<external-xref legal-doc="usc" parsable-cite="usc/25/2703">25 U.S.C. 2703</external-xref>); and</text>
			</paragraph><paragraph id="HF1FB152E7D1E4CEDA1A18390240A5F06"><enum>(2)</enum><text display-inline="yes-display-inline">the term <term>Phoenix metropolitan
			 area</term> means land within Maricopa County and Pinal County, Arizona, that
			 is north of latitude 33 degrees, 5 minutes, 13 seconds north, east of longitude
			 113 degrees, 20 minutes, 0 seconds west, and west of longitude 110 degrees, 50
			 minutes, 45 seconds west, using the NED 1983 State Plane Arizona FOPS 0202
			 coordinate system.</text>
			</paragraph></section><section id="HED355A658E0449E8BD1E957191D40B38"><enum>4.</enum><header>Gaming
			 clarification</header>
			<subsection id="H70681931D6794A1185391F666F3B1718"><enum>(a)</enum><header>Prohibition</header><text>Class
			 II gaming and class III gaming are prohibited on land within the Phoenix
			 metropolitan area acquired by the Secretary of the Interior in trust for the
			 benefit of an Indian tribe after April 9, 2013.</text>
			</subsection><subsection id="H9CF6BBF83C924470B903CF859E7F12AC"><enum>(b)</enum><header>Expiration</header><text>The
			 prohibition in subsection (a) shall expire on January 1, 2027.</text>
