		<section id="HDC848DE6817A41808E2EF5E1A76C630A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Hydrographic Services Improvement
			 Amendments Act of 2013</short-title></quote>.</text>
		</section><section id="HC09083FB65D84AABB6D471BC65B08AFF" section-type="subsequent-section"><enum>2.</enum><header>Reauthorization of
			 Hydrographic Services Improvement Act of 1998</header>
			<subsection id="HD49AB817DB0F4D219ACE1CFE4C5ACCE0"><enum>(a)</enum><header>Reauthorizations</header><text display-inline="yes-display-inline">Section 306 of the Hydrographic Services
			 Improvement Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/33/892d">33 U.S.C. 892d</external-xref>) is amended—</text>
				<paragraph id="H66885B3B527B492CA10DB7E7DC22088E"><enum>(1)</enum><text>by inserting
			 before the text the following: <quote>(a)
			 <header-in-text level="subsection" style="OLC">In
			 general.—</header-in-text></quote>;</text>
				</paragraph><paragraph id="H6E04B204C2CF426C9A6E0F06A18A33AF"><enum>(2)</enum><text>in subsection (a)
			 (as designated by the amendment made by paragraph (1))—</text>
					<subparagraph id="H561F2AF5A62141B0B4158472958045F9"><enum>(A)</enum><text>in paragraph (1),
			 by striking <quote>surveys—</quote> and all that follows through the end of the
			 paragraph and inserting <quote>surveys, $58,000,000 for each of fiscal years
			 2013 through 2017.</quote>;</text>
					</subparagraph><subparagraph id="H5965A96BD821458B994FF0F4F896082B"><enum>(B)</enum><text>in paragraph (2),
			 by striking <quote>vessels—</quote> and all that follows through the end of the
			 paragraph and inserting <quote>vessels, $34,020,000 for each of fiscal years
			 2013 through 2017.</quote>;</text>
					</subparagraph><subparagraph id="H7F6B2036ECF745E5A002D2F8D909BD90"><enum>(C)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking
			 <quote>Administration—</quote> and all that follows through the end of the
			 paragraph and inserting <quote>Administration, $34,560,000 for each of fiscal
			 years 2013 through 2017.</quote>;</text>
					</subparagraph><subparagraph id="H175D8A6BA60C4625B3F5B111374820D0"><enum>(D)</enum><text>in paragraph (4),
			 by striking <quote>title—</quote> and all that follows through the end of the
			 paragraph and inserting <quote>title, $27,400,000 for each of fiscal years 2013
			 through 2017.</quote>; and</text>
					</subparagraph><subparagraph id="HEE88F91189BC4B9F831283EB0BAC40C4"><enum>(E)</enum><text>in paragraph (5),
			 by striking <quote>title—</quote> and all that follows through the end of the
			 paragraph and inserting <quote>title, $28,500,000 for each of fiscal years 2013
			 through 2017.</quote>; and</text>
					</subparagraph></paragraph><paragraph id="HE1CE620CAC574E0E8FB4DC4822CBF135"><enum>(3)</enum><text>by adding at the
			 end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="HE3581F29A3C148BC80337E84EADC1F64" style="OLC">
						<subsection id="H08976C011B184A1586275AA075D4B003"><enum>(b)</enum><header>Arctic
				programs</header><text display-inline="yes-display-inline">Of the amount
				authorized by this section for each fiscal year—</text>
							<paragraph id="H40C720E0805E44EE8B84C1C72618318A"><enum>(1)</enum><text display-inline="yes-display-inline">$5,000,000 is authorized for use to acquire
				hydrographic data, provide hydrographic services, conduct coastal change
				analyses necessary to ensure safe navigation, and improve the management of
				coastal change in the Arctic; and</text>
							</paragraph><paragraph id="HF6449E2D896041E390D142A668C3713B"><enum>(2)</enum><text display-inline="yes-display-inline">$2,000,000 is authorized for use to acquire
				hydrographic data and provide hydrographic services in the Arctic necessary to
				delineate the United States extended Continental
				Shelf.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HB2F506AEAFB14502946CBA4999A566EA"><enum>(b)</enum><header>Limitation on
			 administrative expenses for surveys</header><text>Section 306 of such Act (33
			 U.S.C. 892d) is further amended by adding at the end the following:</text>
				<quoted-block id="HD43D97410AFD4C1AA2778EE6558A4E64" style="OLC">
					<subsection id="H9C3E7402CBA34D349F08A942EFA7F60C"><enum>(c)</enum><header>Limitation on
				administrative expenses for surveys</header><text>Of amounts authorized by this
				section for each fiscal year for hydrographic surveys, not more than 5 percent
				is authorized for administrative
				costs.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="HA2788E5121604236A8D9DE0A22AECC1E"><enum>3.</enum><header>GAO
			 study</header><text display-inline="no-display-inline">The Comptroller General
			 of the United States shall, by not later than 18 months after the date of
			 enactment of this Act—</text>
			<paragraph id="HB0E702B0338D4C128CBB7BCC0E493F28"><enum>(1)</enum><text>conduct a study
			 comparing the unit costs of hydrographic surveys conducted by the National
			 Oceanic and Atmospheric Administration and the unit costs of procuring
			 performance of such surveys; and</text>
			</paragraph><paragraph id="HFBF184D085DF457080041F85D32B983C"><enum>(2)</enum><text>report to the
			 Congress on the findings of such study.</text>
