		<section id="H9A6A84796E364EDC93147AA28041C0D0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited at the
			 <quote><short-title>Advancing Offshore Wind Production
			 Act</short-title></quote>.</text>
		</section><section id="HF11B2B21729745F19C365F21B5E53B2C"><enum>2.</enum><header>Offshore
			 meteorological site testing and monitoring projects</header>
			<subsection id="H61F3F735D78F4E8DBD08CC13EC5857C5"><enum>(a)</enum><header>Definition of an
			 offshore meteorological site testing and monitoring project</header><text>In
			 this section, the term <term>offshore meteorological site testing and
			 monitoring project</term> means a project carried out on or in the waters of
			 the Outer Continental Shelf administered by the Department of the Interior to
			 test or monitor weather (including wind, tidal, current, and solar energy)
			 using towers, buoys, or other temporary ocean infrastructure, that—</text>
				<paragraph id="H0566CB6A9DD84CFCB339DC5559DF1652"><enum>(1)</enum><text>causes—</text>
					<subparagraph id="H55A9FADCFFA64A31A22C16BC8B78F51C"><enum>(A)</enum><text>less than 1 acre
			 of surface or seafloor disruption at the location of each meteorological tower
			 or other device; and</text>
					</subparagraph><subparagraph id="H951AA426E81C4DFDAF1F668E3C457BCD"><enum>(B)</enum><text>not more than 5
			 acres of surface or seafloor disruption within the proposed area affected by
			 for the project (including hazards to navigation);</text>
					</subparagraph></paragraph><paragraph id="HA0B37FEFB4224E37B70A0CAE3DB3D623"><enum>(2)</enum><text>is decommissioned
			 not more than 5 years after the date of commencement of the project,
			 including—</text>
					<subparagraph id="H8A6DBCE3D0F54BA2A8C72FEEB31AA6FF"><enum>(A)</enum><text>removal of towers,
			 buoys, or other temporary ocean infrastructure from the project site;
			 and</text>
					</subparagraph><subparagraph id="H0E0366D23EDB45FD9AFB7A68540865E8"><enum>(B)</enum><text>restoration of the
			 project site to approximately the original condition of the site; and</text>
					</subparagraph></paragraph><paragraph id="H4DC7DEA9172845BFA8AA559899BB6EDF"><enum>(3)</enum><text>provides
			 meteorological information obtained by the project to the Secretary of the
			 Interior.</text>
				</paragraph></subsection><subsection id="H8D56606C51994DA6979F5C198729467A"><enum>(b)</enum><header>Offshore
			 meteorological project permitting</header>
				<paragraph id="H5B2B1B185B464EAAA6D4CF0C2DCF8519"><enum>(1)</enum><header>In
			 general</header><text>The Secretary of the Interior shall by regulation require
			 that any applicant seeking to conduct an offshore meteorological site testing
			 and monitoring project on the outer Continental Shelf (as that term is defined
			 in the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1331">43 U.S.C. 1331 et seq.</external-xref>)) must obtain
			 a permit and right of way for the project in accordance with this
			 subsection.</text>
				</paragraph><paragraph id="H205653EBF30948349A58504F72939051"><enum>(2)</enum><header>Permit and right
			 of way timeline and conditions</header>
					<subparagraph id="H72FCBE7F0C734A579BFBBA11725F3608"><enum>(A)</enum><header>Deadline for
			 approval</header><text>The Secretary shall decide whether to issue a permit and
			 right of way for an offshore meteorological site testing and monitoring project
			 within 30 days after receiving an application.</text>
					</subparagraph><subparagraph id="HEC1FFFD454EC45D9928B3B2D7BB49BBF"><enum>(B)</enum><header>Public comment
			 and consultation</header><text>During the period referred to in subparagraph
			 (A), the Secretary shall—</text>
						<clause id="H994C5A07462040438255BCBF60E1B4D4"><enum>(i)</enum><text>provide an
			 opportunity for submission of comments by the public; and</text>
						</clause><clause id="HDE24B1CCBBE04220997C65C52081E1D0"><enum>(ii)</enum><text display-inline="yes-display-inline">consult with the Secretary of Defense, the
			 Commandant of the Coast Guard, and the heads of other Federal, State, and local
			 agencies that would be affected by issuance of the permit and right of
			 way.</text>
						</clause></subparagraph><subparagraph id="H86C0F5787E914806B7BBC2D138E547AD"><enum>(C)</enum><header>Denial of
			 permit; opportunity to remedy deficiencies</header><text>If the application is
			 denied, the Secretary shall provide the applicant—</text>
						<clause id="H9BBB6246E229461B87629E1A538455AD"><enum>(i)</enum><text>in
			 writing, clear and comprehensive reasons why the application was not approved
			 and detailed information concerning any deficiencies in the application;
			 and</text>
						</clause><clause id="H98FCBA5E307A4FD6BF1A561A0C590E38"><enum>(ii)</enum><text>an
			 opportunity to remedy such deficiencies.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="HC6587677DE314A569CAF1C686EA34172"><enum>(c)</enum><header>NEPA
			 exclusion</header><text display-inline="yes-display-inline">Section 102(2)(C)
			 of the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4332">42 U.S.C. 4332(2)(C)</external-xref>) shall
			 not apply with respect to an offshore meteorological site testing and
			 monitoring project.</text>
			</subsection><subsection id="HC10D5075E48E496C98B6FA19F601B9D6"><enum>(d)</enum><header>Protection of
			 information</header><text>The information provided to the Secretary of the
			 Interior pursuant to subsection (a)(3) shall be treated by the Secretary as
			 proprietary information and protected against disclosure.</text>
