		<official-title>To direct the Secretary of Veterans Affairs to establish
		  a registry of certain veterans who were stationed at or underwent training at
		  Canadian Forces Base Gagetown, New Brunswick, Canada, and for other
		  purposes.</official-title>

	<legis-body id="H05F5DB1FEA8F4CC6A0B1681C0D9F11CA" style="OLC">
		<section id="H457CA7002CDF4EB08434C333A76CBD42" section-type="section-one"><enum>1.</enum><header>Canadian Forces Base Gagetown
			 Registry</header>
			<subsection id="HE999F076E49A4EB7A182D06CD549CA08"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than one year after the date of
			 the enactment of this Act, the Secretary of Veterans Affairs shall establish
			 and maintain a special record to be known as the <quote>Canadian Forces Base
			 Gagetown Health Registry</quote> (in this section referred to as the
			 <term>Registry</term>).</text>
			</subsection><subsection id="HE8AB2EF366E9452CBE6DC08DC32EF316"><enum>(b)</enum><header>Contents</header><text display-inline="yes-display-inline">Except as provided in subsection (c), the
			 Registry shall include the following information:</text>
				<paragraph id="H83CA7AB9BF5646218742E61E9F6197E5"><enum>(1)</enum><text display-inline="yes-display-inline">A list containing the name of each
			 individual who, while serving as a member of the Armed Forces, was stationed at
			 or underwent training at Canadian Forces Base Gagetown, New Brunswick, Canada,
			 at any time during the period beginning January 1, 1956, and ending on December
			 31, 2006, and who—</text>
					<subparagraph id="H6A7E08BB05084561B9F0D6545A081A4F"><enum>(A)</enum><text>applies for care
			 or services from the Department of Veterans Affairs under chapter 17 of title
			 38, United States Code;</text>
					</subparagraph><subparagraph id="H233517D2A5DF4BFA8D4033AB624AC108"><enum>(B)</enum><text>files a claim for
			 compensation under chapter 11 of such title on the basis of any disability
			 which may be associated with such service;</text>
					</subparagraph><subparagraph id="H676EAEEC73F34F0DA97881C7BB2242DA"><enum>(C)</enum><text>dies and is
			 survived by a spouse, child, or parent who files a claim for dependency and
			 indemnity compensation under chapter 13 of such title on the basis of such
			 service;</text>
					</subparagraph><subparagraph id="HD4E16B9346C64A879723C45A67A75409"><enum>(D)</enum><text>requests from the
			 Secretary a health examination under subsection (d); or</text>
					</subparagraph><subparagraph id="H5723BBAEB5E44C14A4C7EFF15772ADD2"><enum>(E)</enum><text>receives from the
			 Secretary a health examination similar to the health examination referred to in
			 subparagraph (D) and requests inclusion in the Registry.</text>
					</subparagraph></paragraph><paragraph id="HE851942FA02348D5B807D9FE843307F1"><enum>(2)</enum><text>Relevant medical
			 data relating to the health status of, and other information that the Secretary
			 considers relevant and appropriate with respect to, each individual described
			 in paragraph (1) who—</text>
					<subparagraph id="H9C391F24DC7047F4880117707AD1CEEC"><enum>(A)</enum><text>grants to the
			 Secretary permission to include such information in the Registry; or</text>
					</subparagraph><subparagraph id="H37C2FAE7A9D3402BAB71887939DCD905"><enum>(B)</enum><text>at the time the
			 individual is listed in the Registry, is deceased.</text>
					</subparagraph></paragraph></subsection><subsection id="H3E3DCDABEC80421EAC79E8E8E42358D5"><enum>(c)</enum><header>Individuals
			 Submitting Claims or Making Requests Before Date of Enactment</header><text>If
			 in the case of an individual described in subsection (b)(1) the application,
			 claim, or request referred to in such subsection was submitted, filed, or made,
			 before the date of the enactment of this Act, the Secretary shall, to the
			 extent feasible, include in the Registry such individual's name and the data
			 and information, if any, described in subsection (b)(2) relating to the
			 individual.</text>
			</subsection><subsection id="H55CC0B095D9041A98407BDB7588E914B"><enum>(d)</enum><header>Examinations</header><text display-inline="yes-display-inline">Upon the request of a veteran who was
			 stationed at or underwent training at Canadian Forces Base Gagetown at any time
			 during the period beginning January 1, 1956, and ending on December 31, 2006,
			 the Secretary shall provide the veteran with a health examination (including
			 any appropriate diagnostic tests) and consultation and counseling with respect
			 to the results of the examination and the tests.</text>
			</subsection><subsection id="H0409B53FEA14459CA539931053C4D590"><enum>(e)</enum><header>Outreach</header>
				<paragraph id="HFAE260A2E7BE42688E2D0353D5C46B18"><enum>(1)</enum><header>Ongoing outreach
			 to individuals listed in Registry</header><text display-inline="yes-display-inline">The Secretary shall, from time to time,
			 notify individuals listed in the Registry of significant developments in
			 research on the health consequences of potential exposure to a toxic substance
			 or environmental hazard related to service at Canadian Forces Base
			 Gagetown.</text>
				</paragraph><paragraph display-inline="no-display-inline" id="HF0177DD9F5BC44FA83B4E6E4055A3CDA"><enum>(2)</enum><header>Examination
			 outreach</header><text>The Secretary shall carry out appropriate outreach
			 activities with respect to the provision of any health examinations (including
			 any diagnostic tests) and consultation and counseling services under subsection
			 (d).</text>
				</paragraph></subsection><subsection id="H8B966FCB4EC1438C8B133987198008EB"><enum>(f)</enum><header>Department of
			 Defense Information</header><text>The Secretary of Defense shall furnish to the
			 Secretary of Veterans Affairs such information maintained by the Secretary of
			 Defense as the Secretary of Veterans Affairs considers necessary to establish
			 and maintain the Registry.</text>
			</subsection><subsection id="H1D20B04C3889484FB7349A96BCBAB9E4"><enum>(g)</enum><header>Annual
			 report</header><text>Not later than two years after the date of the enactment
			 of this Act, and each year thereafter, the Secretary of Veterans Affairs shall
			 submit to the Committees on Veterans’ Affairs of the House of Representatives
			 and the Senate a report on the Registry, including—</text>
				<paragraph id="H2091CF701DC148ACA1ED1D0B3CA246B9"><enum>(1)</enum><text>the number of
			 veterans included in the Registry;</text>
				</paragraph><paragraph id="H4E420E10D3934AFEBD7F47F9B8341F5F"><enum>(2)</enum><text display-inline="yes-display-inline">any trends that exist with respect to
			 veterans included in the Registry and claims for compensation under chapters 11
			 or 13 of title 38, United States Code;</text>
				</paragraph><paragraph id="HEA1D990F29954FFBA3792914960D4E42"><enum>(3)</enum><text>a
			 description of the outreach efforts made by the Secretary under subsection (e)
			 during the period covered by the report; and</text>
				</paragraph><paragraph id="HA1DC83C5BD0D431E979103137880B730"><enum>(4)</enum><text>such other
			 information as the Secretary considers appropriate.</text>
