		<legis-type>A BILL</legis-type>
		<official-title>To prohibit the sale of a firearm to, and the purchase of
		  a firearm by, a person who is not covered by appropriate liability insurance
		  coverage.</official-title>

	<legis-body id="HDEFA8DFCD8874356B77EAFBCEAF1D51B" style="OLC">
		<section id="H819040EB66074A0A87153FCAB35C05FD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Firearm Risk Protection Act of
			 2013</short-title></quote>.</text>
		</section><section id="HC728B957C29D492CAEF1B8613A0765D7"><enum>2.</enum><header>Prohibitions on
			 sale of firearm to, and purchase of firearm by, a person not covered by
			 appropriate liability insurance</header>
			<subsection id="HAFAE26DFFD20465A806E57078B9C1577"><enum>(a)</enum><header>Prohibitions</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/922">Section 922</external-xref> of title 18, United States
			 Code, is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H8C740AD67B3149979710B81991D35C83" style="OLC">
					<subsection id="H3485AAF300E04FDFAAEC99712F5AB693"><enum>(aa)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HBCEEF5B911114CFCAF70A942A5B0F358"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HE82EA0BF9D9E4FF2A0A25DEF5F0DA158"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="H5B716291A2E54CDEA466673B55F6DC7F"><enum>(i)</enum><text>It shall be unlawful for
				a person to purchase a firearm unless, at the time of the purchase, the
				purchaser presents to the seller proof that the purchaser is covered by a
				qualified liability insurance policy.</text>
								</clause><clause id="H5A0B9CFC7D2846BCA0B6FB37D7FB2707" indent="up3"><enum>(ii)</enum><text>It shall be unlawful for a person to
				sell a firearm unless, at the time of the sale, the seller verifies that the
				purchaser is covered by a qualified liability insurance policy.</text>
								</clause><clause id="HEDD6DE5EF40945CD8D738875B613618A" indent="up3"><enum>(iii)</enum><text>It shall be unlawful for a person
				who owns a firearm purchased on or after the effective date of this subsection
				not to be covered by a qualified liability insurance policy.</text>
								</clause></subparagraph><subparagraph id="H7C880E0329484AB885F7CDE298E5CAEE" indent="up2"><enum>(B)</enum><text>Subparagraph (A) shall not apply to
				the purchase or sale of a firearm for the use of the United States or any
				department or agency of the United States, or any State or any department,
				agency, or political subdivision of a State.</text>
							</subparagraph></paragraph><paragraph id="H1ED4A6648EF046C787E5D0BD5B8D49DF" indent="up1"><enum>(2)</enum><text>In paragraph (1), the term
				<term>qualified liability insurance policy</term> means, with respect to the
				purchaser of a firearm, a policy that—</text>
							<subparagraph id="HCD051437D5104AE5990720D73C76B131"><enum>(A)</enum><text display-inline="yes-display-inline">provides liability insurance covering the
				purchaser specifically for losses resulting from use of the firearm while it is
				owned by the purchaser; and</text>
							</subparagraph><subparagraph id="HEB76E7F523DD48F2A448CB4956F958C2"><enum>(B)</enum><text display-inline="yes-display-inline">is
				issued by an insurer licensed or authorized to provide the coverage by the
				State insurance regulatory authority for the State in which the purchaser
				resides.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H218CBB2337934A498906B896082D2459"><enum>(b)</enum><header>Penalty</header><text>Section
			 924 of such title is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HEAC037FF57194836B9EC9E281FC4DF02" style="OLC">
					<subsection id="H8A65D5300FAE4067A484D75F319F6B38"><enum>(q)</enum><text display-inline="yes-display-inline">Whoever violates section 922(aa) shall be
				fined not more than
				$10,000.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H1175326581BD42DDBE68DBCA68B5386A"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to conduct
			 engaged in after the 180-day period that begins with the date of the enactment
			 of this Act.</text>
