		<section id="HA5A68968548E47AAAED227F142C6D677" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Inefficient Defense Elimination Act of
			 2013</short-title></quote>.</text>
		</section><section id="H706A0AE74EF44CAC8B89DFE70012F742" section-type="subsequent-section"><enum>2.</enum><header>Termination or
			 retirement of aircraft and ship programs</header>
			<subsection id="H3FC05A3542444FCC9FC28E0DAA09DF11"><enum>(a)</enum><header>C–27J
			 aircraft</header>
				<paragraph id="H3275FA00DA994A3CAD59877ABFB8D795"><enum>(1)</enum><header>Prohibition on
			 procurement</header><text>Notwithstanding any other provision of law, none of
			 the funds authorized to be appropriated or otherwise made available for fiscal
			 year 2014 or any fiscal year thereafter for the Department of Defense may be
			 obligated or expended to procure C–27J aircraft.</text>
				</paragraph><paragraph id="HD15DEAB4D182462596DA5ABCF9021723"><enum>(2)</enum><header>Treatment of
			 current aircraft</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
			 with respect to each C–27J aircraft being maintained by the Secretary of
			 Defense that was procured on or before the date of the enactment of this Act,
			 the Secretary shall—</text>
					<subparagraph id="HA266308032E7456A8416AF12910C6709"><enum>(A)</enum><text>make the aircraft
			 available for sale to another department or agency of the Federal Government or
			 the government of an ally of the United States; or</text>
					</subparagraph><subparagraph id="H81DCD5A5CE254C27BBCC33E237951069"><enum>(B)</enum><text display-inline="yes-display-inline">if the Secretary determines that the sale
			 of an aircraft under subparagraph (A) is not appropriate, retire or dispose of
			 the aircraft in a manner the Secretary determines appropriate.</text>
					</subparagraph></paragraph></subsection><subsection id="HF388164458334DE2A4435990782E26F8"><enum>(b)</enum><header>Global Hawk
			 aircraft</header>
				<paragraph id="H5A608F1D48884103B8686C5424862952"><enum>(1)</enum><header>Prohibition on
			 procurement</header><text display-inline="yes-display-inline">Notwithstanding
			 any other provision of law, none of the funds authorized to be appropriated or
			 otherwise made available for fiscal year 2014 or any fiscal year thereafter for
			 the Department of Defense may be obligated or expended to procure RQ–4 Block 30
			 Global Hawk unmanned aircraft systems.</text>
				</paragraph><paragraph id="H18A4463D53C24821A0F211D075E7B07B"><enum>(2)</enum><header>Treatment of
			 current aircraft</header><text display-inline="yes-display-inline">Notwithstanding section 154(b) of the
			 National Defense Authorization Act for Fiscal Year 2013 (<external-xref legal-doc="public-law" parsable-cite="pl/112/239">Public Law 112–239</external-xref>) or
			 any other provision of law, with respect to each RQ–4 Block 30 Global Hawk
			 unmanned aircraft system being maintained by the Secretary of Defense that was
			 procured on or before the date of the enactment of this Act, the Secretary
			 shall—</text>
					<subparagraph id="HD401536471A84924A20A94E1B99C47D9"><enum>(A)</enum><text>make the aircraft
			 available for sale to another department or agency of the Federal Government or
			 the government of an ally of the United States; or</text>
					</subparagraph><subparagraph id="HFCE44E15DDA94F318D461D3FE75BBC3E"><enum>(B)</enum><text display-inline="yes-display-inline">if the Secretary determines that the sale
			 of an aircraft under subparagraph (A) is not appropriate, retire or dispose of
			 the aircraft in a manner the Secretary determines appropriate.</text>
					</subparagraph></paragraph></subsection><subsection id="H37E96AA5D25142229879AFB815ED4D9C"><enum>(c)</enum><header>Aegis guided
			 missile cruisers</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
			 the Secretary of Defense shall—</text>
				<paragraph id="H5A9DF7F6505642449944E5B9849BACF7"><enum>(1)</enum><text>retire four Aegis
			 guided missile cruisers during fiscal year 2014; and</text>
				</paragraph><paragraph id="H75705E02723942F38D54FFEA27B01F65"><enum>(2)</enum><text>retire three Aegis
			 guided missile cruisers during fiscal year 2015.</text>
				</paragraph></subsection><subsection id="HBA7B9C5FA9934ACE9E86F7312B2E6561"><enum>(d)</enum><header>Amphibious
			 landing ships</header><text display-inline="yes-display-inline">Notwithstanding
			 any other provision of law, the Secretary of Defense shall retire two
			 amphibious landing ships during fiscal year 2014.</text>
			</subsection></section><section id="HE21068F233BA4B7AB941B55AE1A97956"><enum>3.</enum><header>Report on
			 military presence in Europe</header>
			<subsection id="H81EE38DA18224BE087C9C9B40A51E8A9"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than one
			 year after the date of the enactment of this Act, the Secretary of Defense
			 shall submit to the congressional defense committees (as defined in section
			 101(a)(16) of title 10, United States Code) a report analyzing the necessity of
			 stationing members of the Armed Forces in Europe, including an evaluation of
			 property owned by the Federal Government in Europe that could be sold if such
			 stationing was reduced or terminated.</text>
			</subsection><subsection id="H65DD18DD730A44C58B387DFB3EEC61CC"><enum>(b)</enum><header>Matters
			 included</header><text display-inline="yes-display-inline">The report under
			 subsection (a) shall consider the following:</text>
				<paragraph id="HDF4BC0A663B244AB8ECA430400828F52"><enum>(1)</enum><text display-inline="yes-display-inline">Benefits to the United States from having
			 the Armed Forces present in Europe that would not be achievable
			 elsewhere.</text>
				</paragraph><paragraph id="H071962F307B5474E839566F9A47099A0"><enum>(2)</enum><text>Direct military
			 threats to the United States that require such a presence and whether such
			 threats could be countered with a smaller presence.</text>
				</paragraph><paragraph id="HEF1180A6867A4E729ED761FA6D677067"><enum>(3)</enum><text display-inline="yes-display-inline">The ability of European allies to address
			 threats without such presence.</text>
				</paragraph><paragraph id="H859BFEB33E864A6B8D55EA67C4B10D04"><enum>(4)</enum><text>Ways in which a
			 withdrawal or reduction of members of the Armed Forces stationed in Europe will
			 affect the sustainability of military operations abroad.</text>
				</paragraph><paragraph id="H5ABC20A5F5574AAB94835A4A6DE4C656"><enum>(5)</enum><text>Ways in which such
			 a withdrawal or reduction will affect the ability of the United States to
			 implement a broader national security strategy.</text>
				</paragraph><paragraph id="HF599F2CCB5C44A15956E8DAE046B4C3F"><enum>(6)</enum><text>Any formal treaty
			 obligations or bilateral agreements that require the Armed Forces of the United
			 States to be present in Europe.</text>
				</paragraph><paragraph id="H7BAB0A36694A455B8E30D9F6B4CDF766"><enum>(7)</enum><text>Effectiveness of
			 current force levels in Europe in achieving national security
			 objectives.</text>
				</paragraph><paragraph id="H816DBC93E713486AA0D4FAD1EE01A936"><enum>(8)</enum><text>Unique benefits of
			 sustaining each base location in Europe and ways in which reduction of such
			 bases would affect the ability of the United States to sustain military
			 operations abroad.</text>
				</paragraph></subsection></section></legis-body>
