		<official-title>To amend the Public Lands Corps Act of 1993 to expand the
		  authorization of the Secretaries of Agriculture, Commerce, and the Interior to
		  provide service opportunities for young Americans; help restore the nation’s
		  natural, cultural, historic, archaeological, recreational and scenic resources;
		  train a new generation of public land managers and enthusiasts; and promote the
		  value of public service.</official-title>

			 <quote><short-title>Public Lands Service Corps Act of
			 2013</short-title></quote>.</text>
		</section><section id="H758F06A2AF134E97AA2D075A37AAAE17"><enum>2.</enum><header>Amendment to
			 short title</header><text display-inline="no-display-inline">Section 201 of the
			 Public Lands Corps Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1701">16 U.S.C. 1701</external-xref> note; 107 Stat. 848) is amended
			 to read as follows:</text>

			 description changes</header><text>The Act is amended—</text>

			 heading, by striking <quote><header-in-text level="title" style="OLC">Public
			 lands corps</header-in-text></quote> and inserting <quote><header-in-text level="title" style="OLC">Public lands service corps</header-in-text></quote>;</text>

			 202(a) (<external-xref legal-doc="usc" parsable-cite="usc/16/1721">16 U.S.C. 1721(a)</external-xref>) of the Act, as amended by subsection (a), is
			 amended—</text>
				<paragraph id="HE8FCE29FCEB34EB890D131B255B44DFC"><enum>(1)</enum><text>in paragraph
			 (1)—</text>
					<subparagraph id="H34326F7291C0459EB29AF77E4D4C7F63"><enum>(A)</enum><text>by striking
			 <quote>Corps can benefit</quote> and inserting <quote>conservation corps can
			 benefit</quote>; and</text>

				values.</text>
						</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HF5C9C05E21444D638863B9609636734C"><enum>(4)</enum><text>in paragraph (4)
			 (as redesignated by paragraph (2)), by inserting <quote>, cultural, historic,
			 archaeological, recreational, and scenic</quote> after <quote>Many facilities
			 and natural</quote>; and</text>
				</paragraph><paragraph id="H210CC9646FED47B0B0F2C6EA310B2D58"><enum>(5)</enum><text>by adding at the
			 end the following:</text>

				conservation corps can benefit communities adjacent to public lands and
				facilities through renewed civic engagement and participation by corps
				participants and those they serve, improved student achievement, and
				restoration and rehabilitation of public
				assets.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H6E8BFB81AE3E4F1EBDD1902603E8E3F9"><enum>(c)</enum><header>Purpose</header><text>Section
			 202(b) (<external-xref legal-doc="usc" parsable-cite="usc/16/1721">16 U.S.C. 1721(b)</external-xref>) of the Act is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H5913FE0DB0954E4787F2D30FAB1C1E5B" style="OLC">
					<subsection id="H400DE14F17054B2AA83723183B3C3241"><enum>(b)</enum><header>Purposes</header><text>The
				purposes of this Act are—</text>
						<paragraph id="H94E7AD19664E4721A71D51EEE107A1F2"><enum>(1)</enum><text>to introduce young
				men and women to public service while furthering their understanding and
				appreciation of the natural, cultural, historic, archaeological, recreational,
				and scenic resources of the United States;</text>
						</paragraph><paragraph id="H528772C1AD1E42AE981E3BB553A9998E"><enum>(2)</enum><text>to facilitate
				training and recruitment opportunities in which service is credited as
				qualifying experience for careers in the management of such resources;</text>
						</paragraph><paragraph id="H87E072FEA9AA4E32B7DAA58CD62AD377"><enum>(3)</enum><text>to instill in a
				new generation of young men and women from across the United States, including
				young men and women from diverse backgrounds, the desire to seek careers in
				resource stewardship and public service by allowing them to work directly with
				professionals in agencies responsible for the management of the natural,
				cultural, historic, archaeological, recreational, and scenic resources of the
				United States;</text>
						</paragraph><paragraph id="H94D88D4A5D4C47368E1F325B7C9A26F9"><enum>(4)</enum><text>to perform, in a
				cost-effective manner, appropriate natural and cultural resources conservation
				projects where such projects are not being performed by existing
				employees;</text>
						</paragraph><paragraph id="HFA444E47845048A683CC8953881FB8CC"><enum>(5)</enum><text>to assist State
				and local governments and Indian tribes in performing research and public
				education tasks associated with the conservation of natural, cultural,
				historic, archaeological, recreational, and scenic resources;</text>
						</paragraph><paragraph id="H089ECC859FF047A69D1EC4016BAA3B56"><enum>(6)</enum><text>to expand
				educational opportunities on public lands and by rewarding individuals who
				participate in conservation corps with an increased ability to pursue higher
				education and job training;</text>
						</paragraph><paragraph id="HC9B902ABFE114A858AA1C1E1FB972ABE"><enum>(7)</enum><text>to promote public
				understanding and appreciation of the missions and the natural and cultural
				resources conservation work of the participating Federal agencies through
				training opportunities, community service and outreach, and other appropriate
				means; and</text>
						</paragraph><paragraph id="H872219493288474FAD7D211908B3852B"><enum>(8)</enum><text>to create a grant
				program for Indian tribes to establish the Indian Youth Service Corps so that
				Indian youth can benefit from carrying out projects on Indian lands that the
				Indian tribes and communities determine to be
				priorities.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H966D45DB58A147459904A0D7F363E843"><enum>(d)</enum><header>Definitions</header><text>Section
			 203 (<external-xref legal-doc="usc" parsable-cite="usc/16/1722">16 U.S.C. 1722</external-xref>) of the Act is amended—</text>
				<paragraph id="HDF8523F3F9FF4AFDA6AE17601BB238FF"><enum>(1)</enum><text>by redesignating
			 paragraphs (3) through (7), (8) through (10), and (11) through (13) as
			 paragraphs (5) through (9), (11) through (13), and (15) through (17),
			 respectively;</text>
				</paragraph><paragraph id="HEAC55C6A5C424169B531C8D2E1292A96"><enum>(2)</enum><text>by striking
			 paragraphs (1) and (2) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H62C7827A46434D179F9380D1638DBBE9" style="OLC">
						<paragraph id="HB40EA01B894448F8A62933BA91C77644"><enum>(1)</enum><header>Appropriate
				natural and cultural resources conservation project</header><text>The term
				<term>appropriate natural and cultural resources conservation project</term>
				means any project for the conservation, restoration, construction, or
				rehabilitation of natural, cultural, historic, archaeological, recreational, or
				scenic resources.</text>
						</paragraph><paragraph id="H6E79308BF9E84A7683B20645985519D2"><enum>(2)</enum><header>Consulting
				intern</header><text>The term <term>consulting intern</term> means a consulting
				intern selected under section 206(a)(2).</text>
						</paragraph><paragraph id="H2CAA5CF31509423980F3E568ED42BAFE"><enum>(3)</enum><header>Corps and public
				lands service corps</header><text>The terms <term>Corps</term> and <term>Public
				Lands Service Corps</term> mean the Public Lands Service Corps established
				under section 204(a).</text>
						</paragraph><paragraph id="HE88E9E2137914C3C85393C7120D500CC"><enum>(4)</enum><header>Corps
				participant</header><text>The term <term>Corps participant</term> means an
				individual enrolled—</text>
							<subparagraph id="H478D5027246544A88D8C7239740101D5"><enum>(A)</enum><text>in the Corps or
				the Indian Youth Service Corps; or</text>
							</subparagraph><subparagraph id="H80269E885B0E4D3588A22F6FA37462F0"><enum>(B)</enum><text>as a resource
				assistant or consulting
				intern.</text>
							</subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H4157C80F397A43F8B3CBAB09F3BA9A0B"><enum>(3)</enum><text>by inserting after
			 paragraph (9) (as redesignated by paragraph (1)) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H211A9CF8D9DE40259F00AF48BC2B0644" style="OLC">
						<paragraph id="H1971843ECF824962BA83503744E6949B"><enum>(10)</enum><header>Indian youth
				service corps</header><text>The term <term>Indian Youth Service Corps</term>
				means a qualified youth or conservation corps established under section 207
				that—</text>
							<subparagraph id="H1DA173717039458991CA0C193F79E053"><enum>(A)</enum><text>enrolls
				individuals between the ages of 15 and 25, inclusive, a majority of whom are
				Indians; and</text>
							</subparagraph><subparagraph id="HE63ACF0ABD1D42839E315FDAB68C4D34"><enum>(B)</enum><text>is established
				pursuant to a tribal resolution that describes the agreement between the Indian
				tribe and the qualified youth or conservation corps to operate an Indian Youth
				Service Corps program for the benefit of the members of the Indian
				tribe.</text>
							</subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HDEFA3E8B20A84DEAABC06B76BC1449EB"><enum>(4)</enum><text>by amending
			 paragraph (12) (as redesignated by paragraph (1)) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H15682290A6C34089A3534E45AC8E322D" style="OLC">
						<paragraph id="H7BD7F5B3E2C14EC99768321BF5997A21"><enum>(12)</enum><header>Public
				lands</header><text>The term <term>public lands</term> means any land or water
				(or interest therein) owned or administered by the United States, including
				those areas of coastal and ocean waters, the Great Lakes and their connecting
				waters, and submerged lands over which the United States exercises
				jurisdiction, except that such term does not include Indian
				lands.</text>
						</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HEA0FCFD2AD4E4BBBA70CB7FC4D375D40"><enum>(5)</enum><text>by amending
			 paragraph (13) (as redesignated by paragraph (1)) as follows:</text>
					<subparagraph id="H5AABEAFA87D0479C92783BB9955F1A2F"><enum>(A)</enum><text>in subparagraph
			 (A)—</text>
						<clause id="H69E1CF46F9054199AADDB1755BB4A076"><enum>(i)</enum><text>by
			 striking <quote>full-time,</quote>;</text>
						</clause><clause id="HE0713EBC3ECB4F718F69C49A4A052964"><enum>(ii)</enum><text>by
			 inserting <quote>on eligible service lands</quote> after <quote>resource
			 setting</quote>; and</text>

			 striking <quote>16</quote> and inserting <quote>15</quote>;</text>
						</clause></subparagraph><subparagraph id="H8AC58C89B6F34828AE4530874D1A9790"><enum>(B)</enum><text>in subparagraph
			 (B), by striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="H232356B4707E4B9B9179E7C4FA4B4F01"><enum>(C)</enum><text>in subparagraph
			 (C), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
					</subparagraph><subparagraph id="H769F36BD31B14A7EBFAD926089BC1B19"><enum>(D)</enum><text>by adding at the
			 end the following:</text>

				for audit for each fiscal year for which the qualified youth or conservation
				corps receives Federal funds under this Act, all information pertaining to the
				expenditure of the funds, any matching funds, and participant
				demographics.</text>

					</subparagraph></paragraph><paragraph id="H56CC737D31CF4D7EAB3290D486E040B1"><enum>(6)</enum><text>by inserting after
			 paragraph 13 (as redesignated by paragraph (1)) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HC6D8E61E22694CECA92345FCD01E5BBA" style="OLC">
						<paragraph id="H911BACF4A38E4A228D4F758BD42E0D56"><enum>(14)</enum><header>Residential
				conservation centers</header><text>The term <term>residential conservation
				centers</term> means the facilities authorized under section
				205.</text>

					</subparagraph></paragraph></subsection><subsection id="HBC25BA4B59474D62B29C107CF474C8C9"><enum>(e)</enum><header>Public Lands
			 Service Corps Program</header><text>Section 204 of the Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1723">16 U.S.C. 1723</external-xref>), as
			 amended by subsection (a), is amended—</text>

				a Public Lands Service Corps.</text>
						</subsection><subsection id="HE334FD2BD6494F76BD8694E6E3B0D620"><enum>(b)</enum><header>Establishment of
				Corps Office; Coordinators; Liaison</header>
							<paragraph id="H957F3C75CC2D4C05A427B9AE5A2CB665"><enum>(1)</enum><header>Establishment of
				Offices</header>
								<subparagraph id="H072E24C3D2A74FC3A12CC5BC38959B73"><enum>(A)</enum><header>Department of
				the Interior</header><text>The Secretary of the Interior shall establish a
				department-level office to coordinate the Corps activities within the
				Department of the Interior.</text>
								</subparagraph><subparagraph id="HB6EBC46BE27A464AADF29D3C2620FD49"><enum>(B)</enum><header>Department of
				Agriculture</header><text>The Secretary of Agriculture shall establish within
				the Forest Service an office to coordinate the Corps activities within that
				agency.</text>
								</subparagraph><subparagraph id="H123094AB9EBC442F90BF3E28081ED99A"><enum>(C)</enum><header>Department of
				Commerce</header><text>The Secretary of Commerce shall establish within the
				National Oceanic and Atmospheric Administration an office to coordinate the
				Corps activities within that agency.</text>
								</subparagraph></paragraph><paragraph id="H2F815AED285F4EFB97F28328DAB6FCDB"><enum>(2)</enum><header>Establishment of
				coordinators</header><text>The Secretary shall designate a Public Lands Service
				Corps coordinator for each agency under the jurisdiction of the Secretary that
				administers Corps activities.</text>
							</paragraph><paragraph id="HD83E4C50344E4FDB9F77CC24AFEBBA8D"><enum>(3)</enum><header>Establishment of
				liaison</header><text>The Secretary of the Interior shall establish an Indian
				Youth Service Corps liaison that will—</text>
								<subparagraph id="HCABC505E79A8434EB26D23E5372B7A60"><enum>(A)</enum><text>provide outreach
				to Indian tribes about opportunities for establishing Corps and Indian Youth
				Service Corps programs; and</text>
								</subparagraph><subparagraph id="H13CB1289C6CD412DBA53E96A9FCF9BD7"><enum>(B)</enum><text>coordinate with
				the Tribal Liaison of the Corporation for National Service to identify and
				establish Corps and Indian Youth Service Corps opportunities for Indian
				youth.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HA100A8CEE40A4357AD83CC2E93EC18A4"><enum>(3)</enum><text>by amending
			 subsection (c) (as redesignated by paragraph (1)) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H97126AAE2A3B4AA1B98F2E6AE352C1E3" style="OLC">
						<subsection id="HB7817AE154324979A89316359681C8AB"><enum>(c)</enum><header>Participants</header>
							<paragraph id="HD10F0A37602A4CAAB26BA3863EEC0107"><enum>(1)</enum><header>In
				general</header><text>The Secretary may enroll in the Corps individuals who
				are—</text>
								<subparagraph id="H27A71C9CB9C441209A637863004B125A"><enum>(A)</enum><text>hired by an agency
				under the jurisdiction of the Secretary to perform work authorized under this
				Act; or</text>
								</subparagraph><subparagraph id="HC7FA7E44A46342F3ABFAA3ACA99C9725"><enum>(B)</enum><text>members of a
				qualified youth or conservation corps with which the Secretary has entered into
				a cooperative agreement to perform work authorized under this Act.</text>
								</subparagraph></paragraph><paragraph id="HB9608C064C9F4FD0B9E688D57ED75661"><enum>(2)</enum><header>Resource
				assistants and consulting interns</header><text>The Secretary may also enroll
				in the Corps resource assistants and consulting interns in accordance with
				section 206(a).</text>
							</paragraph><paragraph id="H3DFB0836A6BF4798AEFA7C4A99A08AF9"><enum>(3)</enum><header>Eligibility
				requirements</header><text>To be eligible for enrollment as a Corps
				participant, an individual shall—</text>
								<subparagraph id="HF295AF6CCE7A4E6C9C5E1064FD5A5FB4"><enum>(A)</enum><text>be between the
				ages of 15 and 25, inclusive; and</text>
								</subparagraph><subparagraph id="H57E3F79AE1DA4FD6AF44329D239CF24C"><enum>(B)</enum><text>satisfy the
				requirements of section 137(a)(5) of the National and Community Service Act of
				1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12591">42 U.S.C. 12591(a)(5)</external-xref>).</text>
								</subparagraph></paragraph><paragraph id="H6D179261AD754B72AD353DF0DE2397AA"><enum>(4)</enum><header>Terms</header><text>Each
				Corps participant may be enrolled in the Corps for a term of up to 2 years of
				service, which may be served over a period that exceeds 2 calendar
				years.</text>
							</paragraph><paragraph id="HDC180DEE04474218AED1532AD12B4D40"><enum>(5)</enum><header>Civil
				service</header><text>An individual may be enrolled as a Corps participant
				without regard to the civil service and classification laws, rules, or
				regulations of the United States.</text>
							</paragraph><paragraph id="H19466742E91044DABAC13ECEE763BCC8"><enum>(6)</enum><header>Preference</header><text>The
				Secretary may establish a preference for the enrollment as Corps participants
				individuals who are economically, physically, or educationally
				disadvantaged.</text>
							</paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HA123359256DA49AEB3F7C6CE9C07B40B"><enum>(4)</enum><text>in subsection (d)
			 (as redesignated by paragraph (1))—</text>
					<subparagraph id="HBA45F250BBCB4CA58C24C204C31E1044"><enum>(A)</enum><text>in paragraph
			 (1)—</text>

			 paragraph (1) the following:</text>
						<quoted-block display-inline="no-display-inline" id="H8D39B9B85DE846ECA6A92D470C122667" style="OLC">
							<paragraph id="H463723147C554CF5896DFE24B32B4100"><enum>(2)</enum><header>Recruitment</header><text>The
				Secretary shall carry out, or enter into cooperative agreements to provide, a
				program to attract eligible youth to the Corps by publicizing Corps
				opportunities through high schools, colleges, employment centers, electronic
				media, and other appropriate institutions and means.</text>
							</paragraph><paragraph id="HBAF64533DC754A4C92CD8870F0F496AE"><enum>(3)</enum><header>Preference</header><text>In
				entering into cooperative agreements under paragraph (1) or awarding
				competitive grants to Indian tribes or tribally authorized organizations under
				section 207, the Secretary may give preference to qualified youth or
				conservation corps that are located in specific areas where a substantial
				portion of members are economically, physically, or educationally
				disadvantaged.</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H60D4C5FEF48947BD984FE3D4B8478149"><enum>(5)</enum><text>by inserting after
			 subsection (d) (as redesignated by paragraph (1)) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HC89894FDED864F598A26B736C240BDE4" style="OLC">
						<subsection id="H2DD36734A104450FA9E3EE47BDDB7A2E"><enum>(e)</enum><header>Training</header>
							<paragraph id="H25FA7E8A99AD4997BBEA9A54371269E5"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall establish a training program based at
				appropriate residential conservation centers or at other suitable regional
				Federal or other appropriate facilities or sites to provide training for Corps
				participants.</text>
							</paragraph><paragraph id="H5B0361571BB34FFDBF0E5773A8D9F6FA"><enum>(2)</enum><header>Requirements</header><text>In
				establishing a training program under paragraph (1), the Secretary
				shall—</text>
								<subparagraph id="HA4EF11FBC26846C193F6BBF6F7975147"><enum>(A)</enum><text>ensure that the
				duration and comprehensiveness of the training program shall be commensurate
				with the projects Corps participants are expected to undertake;</text>
								</subparagraph><subparagraph id="H7BA0CF02F7674DE798F2FB37CCA6134E"><enum>(B)</enum><text>develop
				department-wide standards for the program that include training in—</text>
									<clause id="H349D78B84A474B7F94587C94C716592C"><enum>(i)</enum><text>resource
				stewardship;</text>
									</clause><clause id="H9C6655E2D0FF448284F4D7DF5CA757E7"><enum>(ii)</enum><text>health and
				safety;</text>
									</clause><clause id="HE1B210440142469E9A6E99C9470C1413"><enum>(iii)</enum><text>ethics for
				individuals in public service;</text>
									</clause><clause id="H66BB758B018045F4B064D4D3C21D0856"><enum>(iv)</enum><text>teamwork and
				leadership; and</text>
									</clause><clause id="H06A6A2C1577C4E6CB1BEBF9896B4D5CB"><enum>(v)</enum><text>interpersonal
				communications;</text>
									</clause></subparagraph><subparagraph id="HB8A8C7E993664630BD1EAC1CE1612B77"><enum>(C)</enum><text>direct the
				participating agencies within the Department of the Interior, the Forest
				Service in the case of the Department of Agriculture, and the National Oceanic
				and Atmospheric Administration in the case of the Department of Commerce, to
				develop agency-specific training guidelines to ensure that Corps participants
				are appropriately informed about matters specific to that agency,
				including—</text>
									<clause id="HF32096B151F34E4A891D96EEEE5F7A0F"><enum>(i)</enum><text>the history and
				organization of the agency;</text>
									</clause><clause id="H3E48F7AED57A480AB831DDAD81F6C36A"><enum>(ii)</enum><text>the mission of
				the agency; and</text>
									</clause><clause id="HC411C222F4504C84A609D7B9FE77017D"><enum>(iii)</enum><text>any
				agency-specific standards for the management of natural, cultural, historic,
				archaeological, recreational, and scenic resources; and</text>
									</clause></subparagraph><subparagraph id="H02C17868B5894EEC97CD61779B75B53F"><enum>(D)</enum><text>take into account
				training already received by Corps participants enrolled from qualified youth
				or conservation
				corps.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H23DC6EC9051348F196DDAAFC6BA4775A"><enum>(6)</enum><text>in subsection (f)
			 (as redesignated by paragraph (1))—</text>
					<subparagraph id="HA6502D1011A245AEBEF220C431C67200"><enum>(A)</enum><text>in paragraph
			 (1)—</text>
						<clause id="HC7EAC065771B47BFAC0DCAAC35D50947"><enum>(i)</enum><text>in

				appropriate supervision and

								</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause><clause id="H413477EB583441A59E61E8DAE157313B"><enum>(iii)</enum><text>by
			 striking <quote>on public lands</quote> and inserting on <quote>on eligible
			 service lands</quote>; and</text>
						</clause><clause id="H23702318E80A483C9A60054CDECB511D"><enum>(iv)</enum><text>by
			 adding at the end the following:</text>
							<quoted-block display-inline="no-display-inline" id="H612B0BA0A29244F9A7C9772E45FE01FB" style="OLC">
								<subparagraph id="H3D3DEBC48F3543838EE6675D6B92559D"><enum>(B)</enum><header>Projects</header><text>Appropriate
				natural and cultural resources conservation projects carried out under this
				section may include—</text>
									<clause id="H714C7DEB891E4368BAACA226911FA725"><enum>(i)</enum><text>protecting,
				restoring, or enhancing ecosystem components to promote species recovery,
				improve biological diversity, enhance productivity and carbon sequestration,
				and enhance adaptability and resilience of eligible service lands and resources
				to climate change and other natural and human disturbances;</text>
									</clause><clause id="HCDD710B99D6F4B02803BF3CA8002C3E2"><enum>(ii)</enum><text>promoting the
				health of eligible service lands, including—</text>
										<subclause id="H4D1D8BAA8F2C435A94943006B8346E25"><enum>(I)</enum><text>protecting and
				restoring watersheds and forest, grassland, riparian, estuarine, marine, or
				other habitat;</text>
										</subclause><subclause id="HAF378AFD959F4E3D8D5D1D83A341BF00"><enum>(II)</enum><text>reducing the risk
				of uncharacteristically severe wildfire and mitigating damage from insects,
				disease, and disasters;</text>
										</subclause><subclause id="H29A07BB83CF94BF7A838176CD0F4653C"><enum>(III)</enum><text>controlling
				erosion;</text>
										</subclause><subclause id="HC8C7FD98FD974E278E4F3D8A74E5C383"><enum>(IV)</enum><text>controlling and
				removing invasive, noxious, or nonnative species; and</text>
										</subclause><subclause id="H2B3BEC70AD604E63811E9FC1F6E10BE4"><enum>(V)</enum><text>restoring native
				species;</text>
										</subclause></clause><clause id="HFB6592D6FE3B48778F5EDC384A8F147E"><enum>(iii)</enum><text>collecting
				biological, archaeological, and other scientific data, including climatological
				information, species populations and movement, habitat status, and other
				information;</text>
									</clause><clause id="H9B9681149A2F43BE95FA3FBE85FC933F"><enum>(iv)</enum><text>assisting in
				historical and cultural research, museum curatorial work, oral history
				projects, documentary photography, and activities that support the creation of
				public works of art related to eligible service lands; and</text>
									</clause><clause id="H9F215B88F99843EB88126AA9B173C396"><enum>(v)</enum><text>constructing,
				repairing, rehabilitating, and maintaining roads, trails, campgrounds and other
				visitor facilities, employee housing, cultural and historic sites and
				structures, and other facilities that further the purposes of this
				Act.</text>
									</clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="HD5905D57C41B4849BF0311F2BAA4F576"><enum>(B)</enum><text>by redesignating
			 paragraphs (2) and (3) as paragraphs (4) and (5), respectively; and</text>
					</subparagraph><subparagraph id="H4049DE63685E44D0B79B674B0D93B0BD"><enum>(C)</enum><text>by inserting after
			 paragraph (1) the following:</text>
						<quoted-block display-inline="no-display-inline" id="H977B282E154A43FDBA2A9DBA1FAC77DA" style="OLC">
							<paragraph id="HC7F836B79579401FAD98DB31A1FED4C5"><enum>(2)</enum><header>Visitor
				services</header><text>The Secretary may—</text>
								<subparagraph id="H85FDB45E2266488790BCFB3A45A1AE4C"><enum>(A)</enum><text>enter into or
				amend an existing cooperative agreement with a cooperating association,
				educational institution, friends group, or similar nonprofit partner
				organization for the purpose of providing training and work experience to Corps
				participants in areas such as sales, office work, accounting, and management,
				provided that the work experience directly relates to the conservation and
				management of eligible service lands; and</text>
								</subparagraph><subparagraph id="HD8D9A2052E6B4EB9BB0E82F6B749E7D5"><enum>(B)</enum><text>allow Corps
				participants to help promote visitor safety and enjoyment of eligible service
				lands, and assist in the gathering of visitor use data.</text>
								</subparagraph></paragraph><paragraph id="HE3D772E0FB2E4450AC27A2D7DD8317CE"><enum>(3)</enum><header>Interpretation</header><text>The
				Secretary may permit Corps participants to provide interpretation or education
				services for the public under the direct and immediate supervision of an agency
				employee—</text>
								<subparagraph id="H7F451D0937B449BB9B4CF3EC15BA3C42"><enum>(A)</enum><text>to provide
				orientation and information services to visitors;</text>
								</subparagraph><subparagraph id="H6C09BCA301C947ABAF52BACB0EE8D6D4"><enum>(B)</enum><text>to assist agency
				employees in the delivery of interpretive or educational programs where
				audience size, environmental conditions, safety, or other factors make such
				assistance desirable;</text>
								</subparagraph><subparagraph id="H21E0EA386E1D4C65B82BF5C1B3E1C128"><enum>(C)</enum><text>to present
				programs that relate the personal experience of the Corps participants for the
				purpose of promoting public awareness of the Corps, the role of the Corps in
				public land management agencies, and the availability of the Corps to potential
				participants; and</text>
								</subparagraph><subparagraph id="HA34A870A3EB84CF7AB07904C6BA2CC87"><enum>(D)</enum><text>to create
				nonpersonal interpretive products, such as website content, Junior Ranger
				program books, printed handouts, and audiovisual
				programs.</text>
								</subparagraph></paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HB57FB37691454BE09152DD217393BB4C"><enum>(7)</enum><text>in subsection (g)
			 (as redesignated by paragraph (1))—</text>
					<subparagraph id="H1656112CCD5249B68A4831243642653C"><enum>(A)</enum><text>in the matter
			 preceding the first paragraph, by striking <quote>those projects which</quote>
			 and inserting <quote>priority projects and other projects that</quote>;
			 and</text>

					</subparagraph></paragraph><paragraph id="HFC5C9C59DFF44BF884CE1567BF8983C8"><enum>(8)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H269DF57D977C48E6BE9C0C63844DA540" style="OLC">
						<subsection id="H86AD75D48BFC47AC9B53A62078FE71BA"><enum>(i)</enum><header>Other
				Participants</header><text>The Secretary may allow volunteers from other
				programs administered or designated by the Secretary to participate as
				volunteers in projects carried out under this section.</text>
						</subsection><subsection id="H71B469D26AE9459794221BCE5710E6EA"><enum>(j)</enum><header>Criminal History
				Checks</header>
							<paragraph id="H89234D417064418EB815DFC94ACABCC5"><enum>(1)</enum><header>In
				General</header><text>The requirements of section 189D(b) of the National and
				Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12645g">42 U.S.C. 12645g(b)</external-xref>) shall apply to each
				individual age 18 or older seeking—</text>
								<subparagraph id="HA8395E7341154C00B9DF724019BEC992"><enum>(A)</enum><text>to become a Corps
				participant;</text>
								</subparagraph><subparagraph id="H7CBA32449F83406BAABFCB479C3E6CA0"><enum>(B)</enum><text>to receive funds
				authorized under this Act; or</text>
								</subparagraph><subparagraph id="H3DC70A8230984A98BF63262A42F6BF91"><enum>(C)</enum><text>to supervise or
				otherwise have regular contact with Corps participants in activities authorized
				under this Act.</text>
								</subparagraph></paragraph><paragraph id="H514C1B8C853845A1A301FE1CDDD20E96"><enum>(2)</enum><header>Eligibility
				Prohibition</header><text>If any of paragraphs (1) through (4) of section
				189D(c) of the National and Community Service Act of 1990 (42 U.S.C.
				12645g(c)(1)–(4)) apply to an individual described in paragraph (1), that
				individual shall not be eligible for the position or activity described in
				paragraph (1), unless the Secretary provides an exemption for good
				cause.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H7501F3FF9D894A82A47D6F31F5324656"><enum>(f)</enum><header>Residential
			 Conservation Centers and Program Support</header><text display-inline="yes-display-inline">Section 205 (<external-xref legal-doc="usc" parsable-cite="usc/16/1724">16 U.S.C. 1724</external-xref>) of the Act is
			 amended—</text>

				mentoring, and crew-leading services to Corps
				participants.</text>
						</subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HA60273838A7F48AD998F5AEE1A445B22"><enum>(6)</enum><text>in subsection (f)
			 (as redesignated by paragraph (4)), by striking <quote>that are
			 appropriate</quote> and all that follows through the period and inserting
			 <quote>that the Secretary determines to be necessary for a residential

				general</header><text>The Secretary may provide individual placements of
				resource assistants with any agency under the jurisdiction of the Secretary
				that carries out appropriate natural and cultural resources conservation
				projects to carry out research or resource protection activities on behalf of
				the agency.</text>
								</subparagraph><subparagraph id="H03A7256C3020413187182086FD1FE0FF"><enum>(B)</enum><header>Eligibility</header><text>To
				be eligible for selection as a resource assistant, an individual shall be at
				least 17 years of age.</text>
								</subparagraph><subparagraph id="HB303A84395A9406F97AA5A1BCC543F06"><enum>(C)</enum><header>Preference</header><text>In
				selecting resource assistants for placement under this paragraph, the Secretary
				shall give a preference to individuals who are enrolled in an institution of
				higher education or are recent graduates from an institution of higher
				education, with particular attention given to ensuring full representation of
				women and participants from Historically Black Colleges and Universities,
				Hispanic-serving institutions, and Tribal Colleges and Universities.</text>
								</subparagraph></paragraph><paragraph id="H1DA0B62052F94BF29D8B23C58A474208"><enum>(2)</enum><header>Consulting
				interns</header>
								<subparagraph id="HFDB4F5E1B19C4C3BB5EA04BB63420EFC"><enum>(A)</enum><header>In
				general</header><text>The Secretary may provide individual placements of
				consulting interns with any agency under the jurisdiction of the Secretary that
				carries out appropriate natural and cultural resources conservation projects to
				carry out management analysis activities on behalf of the agency.</text>
								</subparagraph><subparagraph id="H47DDE47968924AB5878C057BE4EAAB6B"><enum>(B)</enum><header>Eligibility</header><text>To
				be eligible for selection as a consulting intern, an individual shall be
				enrolled in, and have completed at least 1 full year at, a graduate or
				professional school that has been accredited by an accrediting body recognized
				by the Secretary of Education.</text>
								</subparagraph></paragraph></subsection><subsection id="HBC91A4130F2D4ECE81F031F6C0E5A13F"><enum>(b)</enum><header>Use of Existing
				Nonprofit Organizations</header>
							<paragraph id="H3E690E30C2D746B0894754EA866E0114"><enum>(1)</enum><header>In
				general</header><text>Whenever 1 or more nonprofit organizations can provide
				appropriate recruitment and placement services to fulfill the requirements of
				this section, the Secretary may implement this section through such
				organizations.</text>
							</paragraph><paragraph id="HD448FEC6A59C4702812E3D10CA5387B9"><enum>(2)</enum><header>Expenses</header><text>Participating
				organizations shall contribute to the expenses of providing and supporting the
				resource assistants or consulting interns from sources of funding other than
				the Secretary, at a level of not less than 25 percent of the total costs (15
				percent of which may be from in-kind sources) of each participant in the
				resource assistant or consulting intern program who has been recruited and
				placed through that organization.</text>
							</paragraph><paragraph id="H6434CAD84813433982EE29571FB113E0"><enum>(3)</enum><header>Reporting</header><text>Each
				participating organization shall be required to submit an annual report
				evaluating the scope, size, and quality of the program, including the value of
				work contributed by the resource assistants and consulting interns, to the
				mission of the
				agency.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H759EAFA531524483A6248752170A2EFF"><enum>(h)</enum><header>Technical
			 Amendment</header><text>The Act is amended by redesignating sections 207
			 through 211 (16 U.S.C. 1726 through 1730) as sections 209 through 213,
			 respectively.</text>
			</subsection><subsection id="HEC067CB7AA0B4775BF52F2C07D0EBD4C"><enum>(i)</enum><header>Indian Youth
			 Service Corps</header><text>The Act is amended by inserting after section 206
			 (<external-xref legal-doc="usc" parsable-cite="usc/16/1725">16 U.S.C. 1725</external-xref>) the following:</text>
				<quoted-block display-inline="no-display-inline" id="H39C79D7BA3B848B0A7CF93214D5A36E1" style="OLC">
					<section id="H6A07EF8628414BD78815A8494AAA1635"><enum>207.</enum><header>Indian youth
				service corps</header>
						<subsection id="H6995541E90DF4C85B53BF20CAC2024D4"><enum>(a)</enum><header>Authorization of
				Cooperative Agreements and Competitive Grants</header><text>The Secretary is
				authorized to enter into cooperative agreements with, or make competitive
				grants to, Indian tribes and qualified youth or conservation corps for the
				establishment and administration of Indian Youth Service Corps programs to
				carry out appropriate natural and cultural resources conservation projects on
				Indian lands.</text>
						</subsection><subsection id="HC80063D54BCB46E0830E6C73CBEA45A9"><enum>(b)</enum><header>Application</header><text>To
				be eligible to receive assistance under this section, an Indian tribe or a
				qualified youth or conservation corps shall submit to the Secretary an
				application in such manner and containing such information as the Secretary may
				require, including—</text>
							<paragraph id="H2C45BB5BFCAC46F0BB4F8197318DA1E0"><enum>(1)</enum><text>a description of
				the methods by which Indian youth will be recruited for and retained in the
				Indian Youth Service Corps;</text>
							</paragraph><paragraph id="H78167938ACF84C02AA5F246E3C84100A"><enum>(2)</enum><text>a description of
				the projects to be carried out by the Indian Youth Service Corps;</text>
							</paragraph><paragraph id="H8348F9C1354A43CB9865DAF2E2E40732"><enum>(3)</enum><text>a description of
				how the projects were identified; and</text>
							</paragraph><paragraph id="HEB07DA2DBB884E43A848C53BA31702D9"><enum>(4)</enum><text>an explanation of
				the impact of, and the direct community benefits provided by, the proposed
				projects.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H98EE153D85FF4DA7ACEDF3B2083A080E"><enum>(j)</enum><header>Guidance</header><text>The
			 Act is amended by inserting after section 207 (as amended by subsection (i))
			 the following:</text>
				<quoted-block display-inline="no-display-inline" id="H5CA8F6E660164FA49B4399121ACA1683" style="OLC">
					<section id="H792B79F65EC64AF98B4F59E520EE9071"><enum>208.</enum><header>Guidance</header><text display-inline="no-display-inline">Not later than 18 months after funds are
				made available to the Secretary to carry out this Act, the Secretary shall
				issue guidelines for the management of programs under the jurisdiction of the
				Secretary that are authorized under this
				Act.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H54CE9A0BB0EC491BA1CA6298618B3E1D"><enum>(k)</enum><header>Living
			 Allowances and Terms of Service</header><text>Section 209 of the Act (16 U.S.C.
			 1726) (as redesignated by subsection (h)) is amended by striking subsections
			 (a), (b), and (c) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H7FE0F26CF6BD4420A0510D2EE956FFC9" style="OLC">
					<subsection id="H4868658C5E2241BB94363D88E0BE44ED"><enum>(a)</enum><header>Living
				allowances</header>
						<paragraph id="H99ED9C4588FE4142B7212514790D934C"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall provide each Corps participant with a
				living allowance in an amount established by the Secretary.</text>
						</paragraph><paragraph id="H38FF50A316464C1DB9694C0C6F870BA2"><enum>(2)</enum><header>Travel
				costs</header><text>The Secretary may reimburse Corps participants for travel
				costs at the beginning and end of the term of service of the Corps
				participants.</text>
						</paragraph></subsection><subsection id="HA98E51E16B2F46B3B2096ED644B67DF4"><enum>(b)</enum><header>Terms of
				Service</header>
						<paragraph id="HBA4D7DC3494A4E5DBFDFE0468851DE3C"><enum>(1)</enum><header>In
				general</header><text>Each Corps participant shall agree to participate for
				such term of service as may be established by the Secretary.</text>
						</paragraph><paragraph id="HF05166DE7A8E4923845C96D1CD5BE379"><enum>(2)</enum><header>Consultations</header><text>With
				respect to the Indian Youth Service Corps, the term of service shall be
				established in consultation with the affected Indian tribe or tribally
				authorized organization.</text>
						</paragraph></subsection><subsection id="HE193C82F10974A3DA5EC1F032D2C77A2"><enum>(c)</enum><header>Hiring
				Preference and Future Employment</header><text>The Secretary may—</text>
						<paragraph id="HACC35EA8E75D4C6C8AA233DD15E4747A"><enum>(1)</enum><text>grant to a Corps
				participant credit for time served as a Corps participant, which may be used
				toward future Federal hiring;</text>
						</paragraph><paragraph id="H094C481E32F24CE09C921C34EAA01CA9"><enum>(2)</enum><text>provide to a
				former participant of the Corps or the Indian Youth Service Corps
				noncompetitive hiring status for a period of not more than 2 years after the
				date on which the service of the candidate in the Corps or the Indian Youth
				Service Corps was complete, if the candidate—</text>
							<subparagraph id="HD6DEA72622D24AA1B83725F3C486281B"><enum>(A)</enum><text>has served a
				minimum of 960 hours on an appropriate natural or cultural resources
				conservation project that included at least 120 hours through the Corps or the
				Indian Youth Service Corps; and</text>
							</subparagraph><subparagraph id="H637BA5238F0748B7AF84F341A75EF13C"><enum>(B)</enum><text>meets Office of
				Personnel Management qualification standards for the position for which the
				candidate is applying;</text>
							</subparagraph></paragraph><paragraph id="H16DA7C2008654A10A09CC94B9282226A"><enum>(3)</enum><text>provide to a
				former resource assistant or consulting intern noncompetitive hiring status for
				a period of not more than 2 years after the date on which the individual has
				completed an undergraduate or graduate degree, respectively, from an accredited
				institution, if the candidate—</text>
							<subparagraph id="H368C8FA7E7424DB5AD14B658AC7D63EA"><enum>(A)</enum><text>successfully
				fulfilled the resource assistant or consulting intern program requirements;
				and</text>
							</subparagraph><subparagraph id="H3D6402B2561748FAB227A0EBDD967D95"><enum>(B)</enum><text>meets Office of
				Personnel Management qualification standards for the position for which the
				candidate is applying; and</text>
							</subparagraph></paragraph><paragraph id="HF056C99CB90F41B5AC1257D9ED912843"><enum>(4)</enum><text>provide, or enter
				into contracts or cooperative agreements with qualified employment agencies to
				provide, alumni services such as job and education counseling, referrals,
				verification of service, communications, and other appropriate services to
				Corps participants who have completed the term of
				service.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H5485DDA077FB4560AF658BF5991A5F08"><enum>(l)</enum><header>National Service
			 Educational Awards</header><text>Section 210 (<external-xref legal-doc="usc" parsable-cite="usc/16/1727">16 U.S.C. 1727</external-xref>) of the Act (as
			 redesignated by subsection (h)) is amended—</text>
				<paragraph id="HE04EE38A2A084FB99E40E363A7F6C1F7"><enum>(1)</enum><text>in subsection (a)
			 (as amended by subsection (a)(4)), in the first sentence—</text>
