			</subsection></section><section id="HCBED3F6BF3544A1D9D0965FDD41D6EFC"><enum>2.</enum><header>Establishment of
			 Great Bend of the Gila National Monument, Arizona</header>
			<subsection id="H371185D773814451ADC33D481344F38B"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established in the State of
			 Arizona the Great Bend of the Gila National Monument (in this Act referred to
			 as the <quote>national monument</quote>).</text>
			</subsection><subsection id="H79CA952BF0EB471C8D461CCAC2B3048B"><enum>(b)</enum><header>Purpose</header><text>The
			 purpose of the national monument is—</text>
				<paragraph id="H9BE94B3E71E642BF8238B3A13956472F"><enum>(1)</enum><text display-inline="yes-display-inline">to preserve, protect, and restore the
			 archaeological, cultural, historic, geologic, hydrologic, natural, educational,
			 and scenic resources of the Great Bend of the Gila (Gila River in Western
			 Maricopa County, Arizona) and adjacent land; and</text>
				</paragraph><paragraph id="H9124BC2D7BD649779EC10D82CF8A3371"><enum>(2)</enum><text>to provide for
			 public interpretation and recreation consistent with the resources described in
			 paragraph (1).</text>
				</paragraph></subsection><subsection id="H279EEF7E74454B2BAC92E4C5AB77D86F"><enum>(c)</enum><header>Boundaries</header>
				<paragraph id="H4472B5FCEE6B42A9B1E5FF7E59DC797F"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The national monument
			 consists of approximately 84,296 acres of public lands and interests in land
			 administered by the Secretary of the Interior through the Bureau of Land
			 Management, as generally depicted on the map entitled <quote>Great Bend of the
			 Gila National Monument</quote> and dated March 6, 2013.</text>
				</paragraph><paragraph id="HADE4911B9F654046B8D30F4D58421528"><enum>(2)</enum><header>Minor
			 adjustments</header><text>The Secretary may make minor adjustments to the
			 boundaries of the national monument to reflect the inclusion of significant
			 archaeological resources discovered after the date of enactment of this Act on
			 public lands adjacent to the national monument.</text>
				</paragraph><paragraph id="H7E5E3A4578C545438C915354F8F0C3A2"><enum>(3)</enum><header>Availability of
			 map</header><text>The map described in paragraph (1) and the legal description
			 of any adjustments made under paragraph (2) shall be on file and available for
			 public inspection in the appropriate offices of the Bureau of Land
			 Management.</text>
				</paragraph></subsection><subsection id="H50247AE1B7534B03BFFDAFD8D48D2C4B"><enum>(d)</enum><header>Adjacent
			 uses</header><text>Nothing in this Act—</text>
				<paragraph id="H4C91101FBD774A8BA2EBC21865358929"><enum>(1)</enum><text>creates a
			 protective perimeter or buffer zone around the national monument; or</text>
				</paragraph><paragraph id="H4128E0B468CC4615A501150726DB4771"><enum>(2)</enum><text>affects private
			 property outside of the boundaries of the national monument.</text>
				</paragraph></subsection></section><section id="HA61529D8F59842CB9F2A11DD069D7216"><enum>3.</enum><header>Management of
			 national monument</header>
			<subsection id="HFA062153B34C4541AAAA37E5558EB90D"><enum>(a)</enum><header>National
			 landscape conservation system</header><text display-inline="yes-display-inline">The Secretary of the Interior shall manage
			 the national monument as part of the National Landscape Conservation
			 System—</text>
				<paragraph id="HCBB08E2B29C04BF08C35885404D765E9"><enum>(1)</enum><text display-inline="yes-display-inline">to allow only such uses of the national
			 monument as to further the purposes for which the monument was established;
			 and</text>
				</paragraph><paragraph id="H3AF4B3A736AC41BC97E8E733FBFF516C"><enum>(2)</enum><text display-inline="yes-display-inline">in accordance with this Act and other laws
			 generally applicable to the national monument, including the Native American
			 Graves Protection and Repatriation Act (<external-xref legal-doc="usc" parsable-cite="usc/25/3001">25 U.S.C. 3001 et seq.</external-xref>) and the policy
			 described in <external-xref legal-doc="public-law" parsable-cite="pl/95/341">Public Law 95–341</external-xref> (commonly known as the American Indian Religious
			 Freedom Act; <external-xref legal-doc="usc" parsable-cite="usc/42/1996">42 U.S.C. 1996</external-xref>).</text>
				</paragraph></subsection><subsection id="HEDAB3D7A5FE944319FB01994ED965220"><enum>(b)</enum><header>Management
			 objectives</header><text display-inline="yes-display-inline">In managing the
			 national monument, the Secretary of the Interior shall—</text>
				<paragraph id="H4038B7DE6258458BB81093DF1838EDAF"><enum>(1)</enum><text>maintain the
			 undeveloped character of the national monument to the maximum extent
			 practicable; and</text>
				</paragraph><paragraph id="HD731BC0D03F84046A9B050FEABB4F8C3"><enum>(2)</enum><text display-inline="yes-display-inline">protect and restore cultural resources,
			 species, and ecosystems of the national monument.</text>
				</paragraph></subsection><subsection id="HDAEA2DB539274E56B5FA76DE8CE2BC4A"><enum>(c)</enum><header>Vegetation
			 Management</header>
				<paragraph id="HAC4EE4FD67064C568F6B0821A58300AC"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of the
			 Interior—</text>
					<subparagraph id="HB08AFAB9797D46FE8B7E7EB6C7DE3F69"><enum>(A)</enum><text>shall conduct an
			 inventory of invasive plant species in the national monument; and</text>
					</subparagraph><subparagraph id="H800EF340D33540C2AE86327A9B6BC3D4"><enum>(B)</enum><text>may carry out
			 vegetation management treatments in the national monument.</text>
					</subparagraph></paragraph><paragraph id="H02F387AD2F974DFCBDBC16C7C30C8672"><enum>(2)</enum><header>Use of native
			 plant species</header><text>The Secretary shall utilize native plant species in
			 planning for restoration projects to be conducted in the national
			 monument.</text>
				</paragraph></subsection><subsection id="H640CE083ED0140F3AC545A8A44FB3D27"><enum>(d)</enum><header>Grazing</header><text>The
			 Secretary shall permit grazing in the national monument, where grazing was
			 established before the date of enactment of this Act—</text>
				<paragraph id="HBB52DE78C6224C2DABFF548847B0B487"><enum>(1)</enum><text>subject to all
			 applicable laws; and</text>
				</paragraph><paragraph id="HB1FBACC3B38145E5AAF804850AFC8442"><enum>(2)</enum><text display-inline="yes-display-inline">consistent with the purposes for which the
			 national monument is established.</text>
				</paragraph></subsection><subsection id="HC132152C1B434E5FAA816137941ABA04"><enum>(e)</enum><header>Backcountry
			 activities</header><text display-inline="yes-display-inline">Management of the
			 national monument shall support backcountry hunting and other non-motorized
			 recreation in the national monument.</text>
			</subsection></section><section id="H453369A10DCE478C95A33D79E8913B7A"><enum>4.</enum><header>Management
			 plan</header>
			<subsection id="H29A040D7B3734A559DD604B40CE861F8"><enum>(a)</enum><header>Management plan
			 required</header><text display-inline="yes-display-inline">Not later than three
			 years after the date of enactment of this Act, the Secretary of the Interior
			 shall develop a management plan for the national monument that addresses the
			 actions necessary to protect the resources described in section 2(b)(1). The
			 management plan shall include a transportation plan, including travel
			 restrictions and road closures.</text>
			</subsection><subsection id="H6732652BCACF462E82D7A490E02A83C8"><enum>(b)</enum><header>Consultation</header><text display-inline="yes-display-inline">In addition to the period of public comment
			 required by subsection (b), the Secretary of the Interior shall prepare the
			 management plan in government-to-government consultation with Indian tribes
			 with a cultural or historic tie to the Great Bend of the Gila.</text>
			</subsection></section><section id="H919D3ACCA9D347AD8F511E4F282F09F5"><enum>5.</enum><header>Tribal use of
			 national monument</header>
			<subsection id="H5438E27C5059482588DFFACA0334C806"><enum>(a)</enum><header>Traditional
			 uses</header><text>The Secretary of the Interior shall allow for the continued
			 use of the national monument by members of Indian tribes—</text>
				<paragraph id="HE8E1DB62B6C547A699953218D423CEBC"><enum>(1)</enum><text>for traditional
			 ceremonies; and</text>
				</paragraph><paragraph id="HAE74500039BB457DB23FF32603535639"><enum>(2)</enum><text>as a source of
			 traditional plants and other materials.</text>
				</paragraph></subsection><subsection id="H4007910B6C17455F8537F978A1B8E089"><enum>(b)</enum><header>Terms and
			 conditions</header><text display-inline="yes-display-inline">Tribal use of the
			 national monument under subsection (a) shall be—</text>
				<paragraph id="HC678686ACB064C72A0FAF8B5C6879B3B"><enum>(1)</enum><text display-inline="yes-display-inline">subject to any terms and conditions the
			 Secretary of the Interior determines to be necessary to further the purposes
			 for which the national monument is established; and</text>
				</paragraph><paragraph id="H9CE00DFC01434CC2AEB946297FA4963C"><enum>(2)</enum><text>in accordance with
			 applicable law.</text>
				</paragraph></subsection><subsection id="H32CEDBBAF71C4242B2609A4A8A078C22"><enum>(c)</enum><header>Tribal
			 rights</header><text>Nothing in this Act affects—</text>
				<paragraph id="H90B378592A074E52819604A44678F9A5"><enum>(1)</enum><text>the rights of any
			 Indian tribe on Indian land;</text>
				</paragraph><paragraph id="HDE5E033DCC4947239583438C10895EC8"><enum>(2)</enum><text>any individually
			 held trust land or Indian allotment; or</text>
				</paragraph><paragraph id="HF57492684F204661AF306663ABC492D4"><enum>(3)</enum><text>any treaty rights
			 providing for nonexclusive access to or in the national monument by members of
			 Indian tribes for traditional and cultural purposes.</text>
				</paragraph></subsection></section><section id="H10EFEE5DF5644A5EA3CE5E4A0BC4EF7E"><enum>6.</enum><header>Off-road use of
			 motorized and mechanized vehicles</header><text display-inline="no-display-inline">Except as needed for administrative purposes
			 or to respond to an emergency, the use of motorized and mechanized vehicles in
			 the national monument is limited to roads and trails designated for their
			 use.</text>
		</section><section id="H84BAE2FE57A443BCA0652EBD7F818F57"><enum>7.</enum><header>No
			 military airspace restrictions</header><text display-inline="no-display-inline">Establishment of the national monument shall
			 not be construed to impact or impose any altitude, flight, or other airspace
			 restrictions on current or future military operations or missions. Should the
			 Armed Forces require additional or modified airspace after the date of the
			 enactment of this Act, Congress does not intend for the establishment of the
			 national monument to impede the Secretary of Defense from petitioning the
			 Federal Aviation Administration to change or expand restricted military
			 airspace.</text>
		</section><section id="HA097602753164597BAAB5219EE47ED23"><enum>8.</enum><header>Research,
			 education, and visitor services</header>
			<subsection id="H4A606974F7E94030904FC531B4EC2333"><enum>(a)</enum><header>Education and
			 Interpretation</header><text display-inline="yes-display-inline">The Secretary
			 of the Interior shall provide such minimal facilities within the national
			 monument for education and interpretation, such as signage or other
			 interpretive kiosks, as the Secretary considers necessary for visitor enjoyment
			 of the national monument, while ensuring the protection of monument
			 resources.</text>
			</subsection><subsection id="H5663FB2A4BD54B149D8BF47E2DC1807E"><enum>(b)</enum><header>Visitor
			 center</header><text>Any visitor center for the national monument shall be
			 sited in a community in the vicinity of the national monument, rather than
			 within the boundaries of the national monument.</text>
			</subsection><subsection id="HD4092432036841968B540951F1C04077"><enum>(c)</enum><header>Research
			 authorized</header>
				<paragraph id="H527E2EA2099F4C808E3059D08E3B83D5"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of the
			 Interior shall allow scientific research to be conducted in the national
			 monument, including research to identify, protect, and preserve the historic
			 and cultural resources of the monument.</text>
				</paragraph><paragraph id="HED1B792715D544B090CBDC3C798E62F4"><enum>(2)</enum><header>Climate change
			 research</header><text>The Secretary may conduct, or authorize other persons to
			 conduct, research regarding the effects of climate change on monument resources
			 to develop management techniques to boost resiliency and facilitate adaptation
			 to human-caused climate change.</text>
				</paragraph></subsection></section><section id="HE4E69DA9614549FAA3253CB4EDEB6537"><enum>9.</enum><header>Fish and
			 wildlife</header><text display-inline="no-display-inline">Nothing in this Act
			 affects the jurisdiction of the State of Arizona with respect to the management
			 of fish and wildlife on public lands in the State.</text>
		</section><section id="HA2096A97D27742DABB143732F6163E9D"><enum>10.</enum><header>Land
			 acquisition</header>
			<subsection id="H1562EF0533B5446AA30D925E30263ED4"><enum>(a)</enum><header>Acquisition
			 authority</header><text display-inline="yes-display-inline">The Secretary of
			 the Interior may acquire land and any interest in land, State and private,
			 within or adjacent to the boundaries of the national monument—</text>
				<paragraph id="HAAC106AD6E5941F1B91168E4AEAACF1B"><enum>(1)</enum><text>by purchase from
			 willing sellers with donated or appropriated funds;</text>
				</paragraph><paragraph id="H603FF085356F46C88391961B250CAD15"><enum>(2)</enum><text>by donation;
			 or</text>
				</paragraph><paragraph id="HF652B7D2E260444DA61BAD1F0C791D85"><enum>(3)</enum><text>by
			 exchange.</text>
				</paragraph></subsection><subsection id="H8A1B788AE6274F6998A28E06A04B77A3"><enum>(b)</enum><header>Treatment of
			 acquired land</header><text display-inline="yes-display-inline">Land and
			 interests in land acquired under the authority of subsection (a) shall
			 automatically become part of the national monument.</text>
			</subsection></section><section id="H1CE2BAFAFB8D44B5B52655EB631357E9"><enum>11.</enum><header>Withdrawal</header>
			<subsection id="HBB90C76EB1484A4AA74D4F1C02733945"><enum>(a)</enum><header>In
			 general</header><text>Subject to valid existing rights, all Federal land within
			 the national monument (including any land or interest in land acquired after
			 the date of enactment of this Act) is withdrawn from—</text>
				<paragraph id="HEEF670A3A8F3484AB01DA7E3095324B5"><enum>(1)</enum><text>entry,
			 appropriation, or disposal under the public land laws;</text>
				</paragraph><paragraph id="HB81372B189E94CC1BFD344B6F8002244"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
				</paragraph><paragraph id="H6247103FFA9D4D43B2F4AD7FBC2AD1BE"><enum>(3)</enum><text>operation of the
			 mineral leasing, mineral materials, and geothermal leasing laws.</text>
				</paragraph></subsection><subsection id="H1862BB21F7C64852A7CA8FEC65381327"><enum>(b)</enum><header>Renewable energy
			 projects</header><text display-inline="yes-display-inline">Subject to valid and
			 existing rights, renewable energy and transmission development is prohibited in
			 the national monument.</text>
			</subsection></section><section id="H39ECDCA6F53C496D8F8FBBB8CBFBC0C0"><enum>12.</enum><header>Water
			 rights</header>
			<subsection id="H0791CC951C364B4C89782F29B7DD478D"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Nothing in this Act
			 affects any valid water rights, including water rights held by the United
			 States.</text>
			</subsection><subsection id="HFE41442E4D2343A28D84ED29647C5222"><enum>(b)</enum><header>Reserved water
			 rights</header><text>The designation of the national monument does not create a
			 Federal reserved water right.</text>
			</subsection></section><section id="H2D29ECF67C764C91B4419C455092643E"><enum>13.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated such sums as are necessary to carry out this
			 Act.</text>
