		<official-title>To amend the Fair Labor Standards Act of 1938 to provide
		  for an increase in the Federal minimum wage and to index future increases to
		  such wage to increases in the consumer price index.</official-title>

		<section id="H220F3C832D254E8F938BA7B4F2B6E645" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Catching Up To 1968 Act of
			 2013</short-title></quote>.</text>
		</section><section id="HD6FB05E58914496DB8AEDD10CDA60B1A"><enum>2.</enum><header>Increases in the
			 Federal minimum wage</header>
			<subsection id="H464686ED02BB472E86144825DE34138B"><enum>(a)</enum><header>Minimum
			 wage</header><text display-inline="yes-display-inline">Section 6(a)(1) of the
			 Fair Labor Standards Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/29/206">29 U.S.C. 206(a)(1)</external-xref>) is amended—</text>
				<paragraph id="HF20BD90C12234877904A563D27913D9F"><enum>(1)</enum><text>in the matter
			 preceding subparagraph (A), by striking <quote>not less than—</quote> and
			 inserting <quote>not less than the greater of—</quote>;</text>
				</paragraph><paragraph id="HE3F2129BAD964169AA90B30CCA97AB5E"><enum>(2)</enum><text>by striking
			 subparagraphs (A) through (C) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H17F523180141421C90AD347923216D4A" style="OLC">
						<subparagraph id="H2F9EBBBBDD2D48D2B0ADB377938A3815"><enum>(A)</enum><text display-inline="yes-display-inline">$10.50 an hour; and</text>
						</subparagraph><subparagraph id="HCA7AB64BFD2145069E94DD95DD6F22D7"><enum>(B)</enum><text display-inline="yes-display-inline">beginning 1 year after the wage provided
				for in subparagraph (A) takes effect and each year thereafter, the wage
				determined by the Secretary that raises the wage of the preceding year in
				proportion to the increase in the Consumer Price Index for all urban consumers
				for the preceding year, and maintains the wage of the previous year should the
				Consumer Price Index
				decrease.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H8E18488B38DC46318F7506B358FDD610"><enum>(b)</enum><header>Minimum wage for
			 tipped employees</header><text display-inline="yes-display-inline">Section
			 3(m)(1) of the Fair Labor Standards Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/29/203">29 U.S.C. 203(m)(1)</external-xref>) is
			 amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HF08742DD6D87432B96B17E3CBD4998FC" style="traditional">
					<paragraph id="H85DDE1A85E3340B9A955F81FA4937DB0"><enum>(1)</enum><text display-inline="yes-display-inline">the cash wage paid such employee shall be
				70 percent of the minimum wage in effect under section 6(a)(1);
				and</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H3826CE544291498790D42DB20FD75717"><enum>(c)</enum><header>Publication of
			 wages</header><text display-inline="yes-display-inline">Section 6 of the Fair
			 Labor Standards Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/29/206">29 U.S.C. 206</external-xref>) is further amended by adding after
			 subsection (b) the following:</text>
				<quoted-block display-inline="no-display-inline" id="HF31F95A0E15D40F1A34AB8BC1EF21CF1" style="traditional">
					<subsection id="H581AEE9A57724B28ADB55F52992D2401"><enum>(c)</enum><text display-inline="yes-display-inline">Not later than 60 days prior to the
				effective date of any increase in the minimum wage pursuant to subsection
				(a)(1)(B) or increase in the minimum wage for tipped employees in accordance
				with section 3(m)(1), the Secretary shall publish in the Federal Register and
				on the Internet website of the Department of Labor a notice announcing the
				adjusted required wage or
				wages.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" id="H8B1B6B8E0F7E4C468A39FAE7008F2BE5"><enum>(d)</enum><header>Amended
			 Farmworker exemption</header><text display-inline="yes-display-inline">Section
			 13(a)(6) of the Fair Labor Standards Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/29/213">29 U.S.C. 213(a)(6)</external-xref>) is
			 amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H813F5D7904484910836BFE2E15FB6754" style="OLC">
					<paragraph commented="no" id="H9636826DC6EF4C65A37F5FC67ED80475"><enum>(6)</enum><text display-inline="yes-display-inline">any employee employed in agriculture if
				such employee is a member of the employer’s immediate family;
				or</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" id="H54F61E003F084F8FB363C27BD1B48AF7"><enum>(e)</enum><header>Elimination of
			 home healthcare worker exemption</header><text>Section 13(a)(15) of the Fair
			 Labor Standards Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/29/213">29 U.S.C. 213(a)(15)</external-xref>) is amended by striking
			 <quote>or any employee employed in domestic service employment to provide
			 companionship services for individuals who (because of age or infirmity) are
			 unable to care for themselves (as such terms are defined and delimited by
			 regulations of the Secretary)</quote>.</text>
			</subsection><subsection id="HBEFE0F164CE94CB1B826517DEA5385F5"><enum>(f)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 subsections (a) and (b) shall take effect 60 days after the date of enactment
			 of this Act.</text>
