		<official-title>To reauthorize the Great Ape Conservation Act, and for
		  other purposes.</official-title>

		<section id="H720B73FECF84486D93F08D6B49096066" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Great Ape Conservation Reauthorization
			 Amendments Act of 2013</short-title></quote>.</text>
		</section><section id="HC30AA2B267334A1F8ADCCEC022C88C38"><enum>2.</enum><header>Amendment and
			 reauthorization of Great Ape Conservation Act</header><text display-inline="no-display-inline">The Great Ape Conservation Act of 2000 is
			 amended as follows:</text>
			<paragraph id="H97E6DF4B297B4EBA89559A67AFDD9B7F"><enum>(1)</enum><header>Multiyear
			 grants</header><text>In section 4 (<external-xref legal-doc="usc" parsable-cite="usc/16/6303">16 U.S.C. 6303</external-xref>), by adding at the end the
			 following new subsections:</text>
				<quoted-block id="H42A120C4494246FDA458CF1A4D2EE464" style="OLC">
					<subsection id="HEEB0415DCF33435184B60394E4DA3782"><enum>(j)</enum><header>Multiyear
				Grants</header>
						<paragraph id="HE66F8F7E8D314FC9AD2801022B1C2EC3"><enum>(1)</enum><header>In
				general</header><text>The Secretary may award a multiyear grant under this
				section to a person who is otherwise eligible for a grant under this section,
				to carry out a project that the person demonstrates is an effective, long-term
				conservation strategy for great apes and their habitats.</text>
						</paragraph><paragraph id="HAC3F8271066F4690A08D12C8DDAD28F1"><enum>(2)</enum><header>Annual grants
				not affected</header><text>This subsection shall not be construed as precluding
				the Secretary from awarding grants on an annual
				basis.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H62C5ADCA472E45BAAAF2B430F7FED72D"><enum>(2)</enum><header>Panel of
			 experts</header><text>In section 4(i) (<external-xref legal-doc="usc" parsable-cite="usc/16/6303">16 U.S.C. 6303(i)</external-xref>)—</text>
				<subparagraph id="H6BDD0FDF8AC047E8BF074FAEC5E2302F"><enum>(A)</enum><text>in paragraph (1),
			 by—</text>
					<clause id="H708EA7D3097246F1B266330547D0A013"><enum>(i)</enum><text>striking
			 <quote>Every 2 years</quote> and inserting <quote>Within one year after the
			 date of the enactment of the <short-title>Great Ape
			 Conservation Reauthorization Amendments Act of 2013</short-title>, and every 5
			 years thereafter</quote>;</text>
					</clause><clause id="H77176A4C2F4743AD92461A69E41E8FF7"><enum>(ii)</enum><text>striking
			 <quote>may convene</quote> and inserting <quote>shall convene</quote>;</text>
					</clause><clause id="HC1EFF4E16B99438E9F9386C60A57B29F"><enum>(iii)</enum><text>inserting
			 <quote>and priorities</quote> after <quote>needs</quote>; and</text>
					</clause><clause id="H0A9FA536E6A846E28ECADB24C38E2684"><enum>(iv)</enum><text display-inline="yes-display-inline">adding at the end the following new
			 sentence: <quote>The panel shall, to the extent practicable, include
			 representatives from foreign range states with expertise in great ape
			 conservation.</quote>; and</text>
					</clause></subparagraph><subparagraph id="H67E2C6B799B14F638C0C7324A527C7A0"><enum>(B)</enum><text>by redesignating
			 paragraph (2) as paragraph (4), and inserting after paragraph (1) the following
			 new paragraphs:</text>
					<quoted-block id="H2FEF97D5DEEB410CA85C6CB0EA0EBACC" style="OLC">
						<paragraph id="H1722B8C20C454520892ECD16A66802A5"><enum>(2)</enum><text>In identifying
				conservation needs and priorities under paragraph (1), the panel shall consider
				relevant great ape conservation plans or strategies including scientific
				research and findings related to—</text>
							<subparagraph id="H499914111C4A4076A8F90A0AB51F5779"><enum>(A)</enum><text>the conservation
				needs and priorities of great apes;</text>
							</subparagraph><subparagraph id="HC63B2145073F4F08AE474F9D062508CB"><enum>(B)</enum><text>regional or
				species-specific action plans or strategies;</text>
							</subparagraph><subparagraph id="H3ABF46AD23E54C98A1F1BB85E433FDE2"><enum>(C)</enum><text>applicable
				strategies developed or initiated by the Secretary; and</text>
							</subparagraph><subparagraph id="HA9BAE75FBC2D4204A1537C341A2CCE21"><enum>(D)</enum><text>any other
				applicable conservation plan or strategy.</text>
							</subparagraph></paragraph><paragraph id="H8F451CC7133040AA9E89DC279F521308"><enum>(3)</enum><text display-inline="yes-display-inline">The Secretary, subject to the availability
				of appropriations, may pay expenses of convening and facilitating meetings of
				the
				panel.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H7E5358395A3E4FA8A5133CAD86810663"><enum>(3)</enum><header>Administrative
			 expenses limitation</header><text>In section 5(b)(2) (<external-xref legal-doc="usc" parsable-cite="usc/16/6304">16 U.S.C. 6304(b)(2)</external-xref>), by
			 striking <quote>$100,000</quote> and inserting <quote>$150,000</quote>.</text>
			</paragraph><paragraph id="HEC832E5E59F94DC69DFBFA4FAC5BF3FB"><enum>(4)</enum><header>Authorization of
			 appropriations</header><text>In section 6 (<external-xref legal-doc="usc" parsable-cite="usc/16/6305">16 U.S.C. 6305</external-xref>), by striking
			 <quote>2006 through 2010</quote> and inserting <quote>2014 through
			 2018</quote>.</text>
