			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300b-8">42 U.S.C. 300b–8</external-xref>) is amended—</text>
			<paragraph display-inline="no-display-inline" id="HA8996FBCB3024707814DD4B5308E3F3A"><enum>(1)</enum><text>in subsection
			 (a)—</text>
				<subparagraph id="H2340C4B0E2CF4640A6110C8600B0539A"><enum>(A)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>and in consultation with the
			 Advisory Committee</quote> and inserting <quote>and taking into consideration
			 the recommendations of the Advisory Committee</quote>;</text>

			 Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300b-9">42 U.S.C. 300b–9</external-xref>) is amended—</text>
			<paragraph id="H6E477333D44542E1976927FF8AD32618"><enum>(1)</enum><text display-inline="yes-display-inline">in the section heading, by inserting
			 <quote><header-in-text level="section" style="OLC">and
			 followup</header-in-text></quote> after <quote><header-in-text level="section" style="OLC">child screening</header-in-text></quote>;</text>
			</paragraph><paragraph id="H3CCE0B44A9FC49C0B5B4093315A870EC"><enum>(2)</enum><text>in subsection (a),
			 by inserting <quote>followup,</quote> after <quote>the effectiveness of

			 committee on heritable disorders in newborns and children</header><text display-inline="no-display-inline">Section 1111 of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300b-10">42 U.S.C. 300b–10</external-xref>) is amended—</text>
			<paragraph id="H28CD296B03274B1BAD89AE440EBC5039"><enum>(1)</enum><text>in subsection
			 (b)—</text>
				<subparagraph id="HCFC4AF36838647059707B7F72B6C1066"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (4), by striking <quote>public
			 health impact</quote> and inserting <quote>public health impact and
			 cost</quote>; and</text>
				</subparagraph><subparagraph id="H9F5E2DAAD3CA4A7DA7AE690C70E85701"><enum>(B)</enum><text>in paragraph
			 (6)—</text>
					<clause id="HB00B550813624F7988E7547FCDB9A080"><enum>(i)</enum><text>in
			 subparagraph (A), by striking <quote>achieve rapid diagnosis</quote> and
			 inserting <quote>achieve best practices in rapid diagnosis and appropriate

			 subsection (e) the following new subsection:</text>

				Advisory Committee shall meet in person at least twice each
				year.</text>
					</subsection><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H85FAEC5EB90C4834B577A90843C8C865"><enum>(4)</enum><text>by amending
			 subsection (g), as redesignated by paragraph (2), to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H4EA940BBE84F4E719C18180DDBD00F26" style="OLC">
					<subsection id="HB8D2F03FC2F144E19EA5DA840E20C853"><enum>(g)</enum><header>Continuation of
				operation of committee</header>
						<paragraph id="HDF4A4653C96D4FF5838984525E690DEA"><enum>(1)</enum><header>In
				general</header><text>Notwithstanding section 14 of the Federal Advisory
				Committee Act (5 U.S.C. App.), the Advisory Committee shall continue to operate
				for the period beginning on the date of enactment of the Newborn Screening
				Saves Lives Reauthorization Act of 2013 and concluding at the end of the fifth
				fiscal year which begins after such date.</text>
						</paragraph><paragraph id="H0999C083AC124F8796F9A06694EEF88A"><enum>(2)</enum><header>Continuation if
				not reauthorized</header><text>If at the end of the fifth fiscal year described
				in paragraph (1) the duration of the Advisory Committee has not been extended
				by statute—</text>
							<subparagraph id="HC6DCC4CB9A7848FF81F5F057DC4731CF"><enum>(A)</enum><text>the Advisory
				Committee may be considered, for the purposes of the Federal Advisory Committee
				Act, to be an advisory committee established by the President or an officer of
				the Federal Government under section 9(a) of such Act; and</text>
							</subparagraph><subparagraph id="HF8C2888B71BD439D80D0227C7A8B0266"><enum>(B)</enum><text>the Secretary may
				renew the Advisory Committee under section 14(a)(1)(A) of such
				Act.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HC4BC852D492E463ABA16E159C39383E7"><enum>(5)</enum><text>by striking
			 subsection (h) (relating to authorization of appropriations), as redesignated
			 by paragraph (2).</text>
			</paragraph></section><section id="HA0A416641F0B480D9409601C30D37A28"><enum>5.</enum><header>Clearinghouse of
			 Newborn Screening Information</header><text display-inline="no-display-inline">Section 1112 of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300b-11">42 U.S.C. 300b–11</external-xref>) is amended—</text>
			<paragraph id="H856C78630BC14884811E4B30B05B63AF"><enum>(1)</enum><text>in subsection
			 (a)—</text>
				<subparagraph id="H71D02B1C86014408A205871069B68F9B"><enum>(A)</enum><text>in paragraph (2),
			 by striking <quote>; and</quote> and inserting a semicolon;</text>
				</subparagraph><subparagraph id="HB55024CA05F8446289B3EEACB741A43D"><enum>(B)</enum><text>in paragraph (3),
			 by striking the period at the end and inserting a semicolon; and</text>
				</subparagraph><subparagraph id="H1A7EDB408425444BAC028E4146C0E353"><enum>(C)</enum><text>by adding at the
			 end the following new paragraphs:</text>
					<quoted-block display-inline="no-display-inline" id="H92F42366EB86462880DD4E37FEF8A912" style="OLC">
						<paragraph id="H5CAB9BDF79FB417589F2DF75CDF092C5"><enum>(4)</enum><text>maintain current
				data on the number of conditions for which screening is conducted in each
				State; and</text>
						</paragraph><paragraph id="HC14A16973CA44AE3B3536955B0D2D989"><enum>(5)</enum><text>establish or
				disseminate guidelines for services and personnel necessary for followup,
				diagnosis, counseling, and treatment with respect to conditions detected by
				newborn screening.</text>
						</paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H5C9C17D2390342AE8873AC4FE09B963D"><enum>(2)</enum><text>in subsection
			 (b)(4)(D), by striking <quote>Newborn Screening Saves Lives Act of 2008</quote>
			 and inserting <quote><short-title>Newborn Screening Saves
			 Lives Reauthorization Act of 2013</short-title></quote>; and</text>
			</paragraph><paragraph id="HCCE31EC730D5430DB9D86F47FF96B48A"><enum>(3)</enum><text>by striking
			 subsection (d) (relating to authorization of appropriations).</text>
			</paragraph></section><section id="H9EC1DDEE11E24B6CB018689EFA8E4266"><enum>6.</enum><header>Laboratory
			 quality</header><text display-inline="no-display-inline">Section 1113 of the
			 Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300b-12">42 U.S.C. 300b–12</external-xref>) is amended—</text>
			<paragraph id="HA7268319A6E44A248CFE165C968EAABE"><enum>(1)</enum><text>in subsection
			 (a)—</text>
				<subparagraph id="H645DCA9CADDD4EB29CE28BBC1A80846B"><enum>(A)</enum><text>by striking the
			 subsection enumerator and heading; and</text>
				</subparagraph><subparagraph id="H488EC35072E54225992E2BE30C0508B1"><enum>(B)</enum><text>by striking
			 <quote>and in consultation with the Advisory Committee</quote> and inserting
			 <quote>and taking into consideration the recommendations of the Advisory
			 Committee</quote>; and</text>
				</subparagraph></paragraph><paragraph id="H3532BA6C5A7644DBA662BFA7CFA1D7C4"><enum>(2)</enum><text>by striking
			 subsection (b) (relating to authorization of appropriations).</text>
			</paragraph></section><section id="HCAA7DE00D2FF46F6869F2DFD6E21D6A9"><enum>7.</enum><header>Interagency
			 Coordinating Committee on Newborn and Child Screening</header><text display-inline="no-display-inline">Section 1114 of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300b-13">42 U.S.C. 300b–13</external-xref>) is amended—</text>
			<paragraph id="H70E7ACA19D324D1595C546CE408F76EA"><enum>(1)</enum><text>in subsection (c),
			 by striking <quote>the Administrator, the Director of the Agency for Healthcare
			 Research and Quality</quote> and inserting <quote>the Administrator of the
			 Health Resources and Services Administration, the Director of the Agency for
			 Healthcare Research and Quality, the Commissioner of Food and Drugs,</quote>;
			 and</text>
			</paragraph><paragraph id="H2842CA09B2A24D49999253277B0934B4"><enum>(2)</enum><text>by striking
			 subsection (e) (relating to authorization of appropriations) and inserting the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H3A2969662610488FA81B39BDD42E97C0" style="OLC">
					<subsection id="HDB46BD6AB11748CE943E0DA506D01D9B"><enum>(e)</enum><header>Report to
				congress</header>
						<paragraph id="H6A56349D0CEF4A8880ED46D52C84ACF3"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall—</text>
							<subparagraph id="H557A57475F524C4C943440F8C813DC32"><enum>(A)</enum><text>not later than 1
				year after the date of enactment of the Newborn Screening Saves Lives
				Reauthorization Act of 2013, submit to the Health, Education, Labor, and
				Pensions Committee of the Senate and the Energy and Commerce Committee of the
				House of Representatives a report on activities related to—</text>
								<clause id="H37EFB8CFB2534C91974D620ADEF16102"><enum>(i)</enum><text>newborn screening;
				and</text>
								</clause><clause id="H49CD4CBC542B4650BEC4006B4AE49CC3"><enum>(ii)</enum><text>screening
				children who have or are at risk for heritable disorders; and</text>
								</clause></subparagraph><subparagraph id="H134A859CB19A4561A67536F87FE02FA3"><enum>(B)</enum><text>not less than
				every 2 years, shall submit to such committees an updated version of such
				report.</text>
							</subparagraph></paragraph><paragraph id="H0B00D7C92E914B4CA1743735F7AD65D6"><enum>(2)</enum><header>Contents</header><text>The
				report submitted under subsection (a) shall contain a description of—</text>
							<subparagraph id="H815D91FE1DDD44368B9B2F91BA3CCA0A"><enum>(A)</enum><text>the implementation
				of sections 1111 through 1116B, including this section; and</text>
							</subparagraph><subparagraph id="HD1A26262283140E48275EB42AF725A5D"><enum>(B)</enum><text>the amounts
				expended on such
				implementation.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HBE91D5BFC00A436EA2A402685BBBEC30"><enum>8.</enum><header>National
			 contingency plan for newborn screening</header><text display-inline="no-display-inline">Section 1115(a) of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300b-14">42 U.S.C. 300b–14(a)</external-xref>) is amended by adding at the end the following:
			 <quote>The plan shall be updated as needed and at least every five
			 years.</quote>.</text>
		</section><section id="H0BFA9DCEAEDB4E16A981EE893ECF68A0"><enum>9.</enum><header>Hunter Kelly
			 Research Program</header><text display-inline="no-display-inline">Section
			 1116(a)(1) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300b-15">42 U.S.C. 300b–15(a)(1)</external-xref>) is
			 amended—</text>
			<paragraph id="H62FF4245B7244C448A592D0CCADC5B7F"><enum>(1)</enum><text>in subparagraph
			 (B), by striking <quote>; and</quote> and inserting a semicolon;</text>
			</paragraph><paragraph id="HD25343C6D9114036B8CC5368032A4B71"><enum>(2)</enum><text>by redesignating
			 subparagraph (C) as subparagraph (E); and</text>
			</paragraph><paragraph id="HE3EA6F9FED5145E79682E03788D5118D"><enum>(3)</enum><text>by inserting after
			 subparagraph (B) the following:</text>
				<quoted-block display-inline="no-display-inline" id="HF87D920117FB47DB8EEDF5D407F2BB3C" style="OLC">
					<subparagraph id="H73D6C79ACF12411EA3B7357AD85184D5"><enum>(C)</enum><text>providing research
				and data for newborn conditions under review by the Advisory Committee on
				Heritable Disorders in Newborns and Children to be added to the Recommended
				Uniform Screening Panel;</text>
					</subparagraph><subparagraph id="HA4679CE2391B4B64B77824A790381701"><enum>(D)</enum><text>conducting pilot
				studies on conditions recommended by the Advisory Committee on Heritable
				Disorders in Newborns and Children to ensure that screenings are ready for
				nationwide implementation;
				and</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H6FD857002DC94F24AE07F29031DCD753"><enum>10.</enum><header>Newborn
			 screening surveillance, followup, and applied research</header><text display-inline="no-display-inline">The Public Health Service Act is amended by
			 inserting after section 1116 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300b-15">42 U.S.C. 300b–15</external-xref>) the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="H801B1F2BAD9C4B358DBE8F9450E0E347" style="OLC">
				<section id="H46A090A9A0A94288B17A52C09AC794A1"><enum>1116A.</enum><header>Newborn
				screening surveillance, followup, and applied research</header>
					<subsection id="HA39C6D526C574CDCBC726343EE5DC39D"><enum>(a)</enum><header>In
				general</header><text>The Secretary, acting through the Director of the Centers
				for Disease Control and Prevention, shall award grants to, or enter into
				cooperative agreements with, eligible entities to develop longitudinal followup
				and tracking programs for newborn screening.</text>
					</subsection><subsection id="HB1582A475602472C871F03C892CD5A24"><enum>(b)</enum><header>Program</header><text>Longitudinal
				followup and tracking programs developed through a grant under subsection (a)
				shall incorporate standardized procedures for data management and program
				effectiveness and costs, such as—</text>
						<paragraph id="HC34E3E7E5F764A76966C6B4A97A05412"><enum>(1)</enum><text>studying the costs
				and effectiveness of newborn screening, evaluation and intervention programs,
				and surveillance systems conducted by State-based programs in order to answer
				issues of importance to State and national policymakers;</text>
						</paragraph><paragraph id="HEBE78BA840AE4EDD82A306BBF3A22639"><enum>(2)</enum><text>studying the
				effectiveness of newborn screening followup and intervention programs by
				assessing the health and development of children at school age and as young
				adults;</text>
						</paragraph><paragraph id="H677F63CFCEA748638EED43B110617346"><enum>(3)</enum><text>promoting the
				sharing of data regarding newborn screening with State-based birth defects and
				developmental disabilities monitoring programs;</text>
						</paragraph><paragraph id="H5242C28A6D8E4A7B878D4CE65829C281"><enum>(4)</enum><text>ensuring
				coordination of surveillance activities, including—</text>
							<subparagraph id="HB96731DE787E47028E6FBCAAA96FAAE0"><enum>(A)</enum><text>standardized data
				collection and reporting; and</text>
							</subparagraph><subparagraph id="H25F6570ECC8B471EA60DEC8D11E82931"><enum>(B)</enum><text>use of electronic
				health records;</text>
							</subparagraph></paragraph><paragraph id="H0A269723DC5D427BA6394ACEA8D5BAAC"><enum>(5)</enum><text>facilitating
				quality improvement in treatment and disease management based on gaps in
				services or care identified by longitudinal tracking systems; and</text>
						</paragraph><paragraph id="HFB0DBD6FE9404A5A92FD54D212C932CF"><enum>(6)</enum><text display-inline="yes-display-inline">utilizing data from longitudinal tracking
				systems to support the development and evaluation of evidence-based guidelines
				for diagnosis, treatment, and disease management.</text>
						</paragraph></subsection><subsection id="HB314161457B24B6FB90C169E18F7F619"><enum>(c)</enum><header>Eligible
				entity</header><text>In this section, the term <term>eligible entity</term>
				means—</text>
						<paragraph id="H255614691A814AA6B0F1F19FDF149C0E"><enum>(1)</enum><text>a State or a
				political subdivision of a State;</text>
						</paragraph><paragraph id="H193C2F620E744B69983E602DBA4B8978"><enum>(2)</enum><text>a consortium of 2
				or more States or subdivisions described in paragraph (1);</text>
						</paragraph><paragraph id="H2A0FE68445304D14B2032134C37708DF"><enum>(3)</enum><text>a health facility
				or program operated by or pursuant to a contract with, or a grant from, the
				Indian Health Service; or</text>
						</paragraph><paragraph id="H8739C6044F4549FCA14929AC48D2413D"><enum>(4)</enum><text>any other entity
				with appropriate expertise in newborn screening, as determined by the
				Secretary.</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" id="H5BE06842369140C681BE1C5B737643AF"><enum>11.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">The Public
			 Health Service Act is amended by inserting after section 1116A of such Act, as
			 added by section 10 of this Act, the following:</text>

				<section commented="no" id="H3072EAE03BC9486FB9413BC25DEB696B"><enum>1116B.</enum><header>Authorization
				of appropriations for newborn screening programs and activities</header><text display-inline="no-display-inline">There are authorized to be
				appropriated—</text>
					<paragraph id="HD118FC90B1A5425D90031BD6623F8CB7"><enum>(1)</enum><text>to carry out
				sections 1109, 1110, 1111, and 1112, $13,334,000 for each of fiscal years 2014
				through 2018;</text>
					</paragraph><paragraph id="H010A92F64FF74A278992C22AA3897ADD"><enum>(2)</enum><text display-inline="yes-display-inline">to carry out section 1113, $7,500,000 for
				each of fiscal years 2014 through 2018; and</text>
					</paragraph><paragraph id="HB2A73BA54E354148908928845452B0C9"><enum>(3)</enum><text display-inline="yes-display-inline">to carry out section 1116A, $5,000,000 for
				each of fiscal years 2014 through
				2018.</text>
