		  citizens of the United States located within the United

		<section id="HC1CE539D828647C1805DDF414B0CC4A9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Life, Liberty, and Justice for All
			 Americans Act</short-title></quote>.</text>
		</section><section id="HEAF5410A894149378AA39C8CAC52DE29" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on use of
			 lethal military force against citizens of the United States within the United
			 States</header>
			<subsection id="HB82012B9DC9B489791E8F70BB96D004D"><enum>(a)</enum><header>Prohibition</header><text>The
			 President may not use lethal military force against a citizen of the United
			 States who is located in the United States.</text>
			</subsection><subsection id="H821D3F51F2D44B04B7A7E2D0C44D6E12"><enum>(b)</enum><header>Exception</header><text display-inline="yes-display-inline">The prohibition under subsection (a) shall
			 not apply to the President using lethal military force against an individual if
			 the President determines that—</text>
				<paragraph id="HA1C5D93711274A179306F5F2E2FCB547"><enum>(1)</enum><text>the individual
			 poses an imminent threat of death or serious bodily injury to another
			 individual; and</text>
				</paragraph><paragraph id="H08B8E2FBDCBB47DB8740849F2A5FED76"><enum>(2)</enum><text>using such force
			 will prevent or minimize such deaths or serious bodily injuries.</text>
				</paragraph></subsection><subsection id="HFD12164CEBAF42D1BAE63886CE48B26C"><enum>(c)</enum><header>Construction</header><text>Nothing
			 in this section shall be construed to suggest that the Constitution would
			 otherwise allow the killing of a citizen of the United States without due
			 process of law.</text>
			</subsection><subsection id="HF205A82BB96E4637A51DC49913360F1B"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="H601A405CED2440BBB99E14570881C490"><enum>(1)</enum><text>The term
			 <term>lethal military force</term> means a targeted killing or other lethal
			 action by the Federal Government that is typically used against an enemy of the
			 United States, including through the use of an unmanned aircraft or other
			 aircraft, regardless of the department or agency carrying out the targeted
			 killing or other action.</text>
				</paragraph><paragraph id="HB109AD35F63F48109A46A6D11DC8C3D0"><enum>(2)</enum><text>The term
			 <term>serious bodily injury</term> has the meaning given that term in section
			 1365(h)(3) of title 18, United States Code.</text>
				</paragraph><paragraph id="H266D536E1F31492E8D5A276088681C3D"><enum>(3)</enum><text>The term
			 <term>United States</term>, as used in a territorial sense, has the meaning
			 given that term in <external-xref legal-doc="usc" parsable-cite="usc/18/5">section 5</external-xref> of title 18, United States Code.</text>
				</paragraph><paragraph id="HB973E455C85B420A85219E41FD128014"><enum>(4)</enum><text display-inline="yes-display-inline">The term <term>unmanned aircraft</term> has
			 the meaning given that term in section 331(8) of the FAA Modernization and
			 Reform Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/49/40101">49 U.S.C. 40101</external-xref> note).</text>
