		  calculation of transactions for the lease of land ports of entry and
		  international bridges, and for other purposes.</official-title>

		<section id="HEBC0CCBA97B04648B10AB78F8C0EEDC3" section-type="section-one"><enum>1.</enum><header>Land ports of entry and
			 international bridges</header><text display-inline="no-display-inline">Section
			 3307 of title 40, United States Code, is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="H764B03F61CE644C7995783D1207A736D" style="OLC">
				<subsection id="HF8836837B9174C5A8C2E71073905C097"><enum>(i)</enum><header>Land ports of
				entry and international bridges</header>
					<paragraph id="H0D04E113AA814405919D0C31FA666AD8"><enum>(1)</enum><header>Leases</header><text display-inline="yes-display-inline">The Administrator is authorized to enter
				into contracts for the lease of a covered facility and its site for periods of
				not to exceed 30 years.</text>
					</paragraph><paragraph id="H20AB9216BDB549828729767BB990B232"><enum>(2)</enum><header>Calculation of
				transactions</header><text display-inline="yes-display-inline">For purposes of
				the Balanced Budget and Emergency Deficit Control Act of 1985, the
				Congressional Budget Act of 1974, the Budget Enforcement Act of 1990, and
				scorekeeping guidelines, the Office of Management and Budget and the
				Congressional Budget Office shall score any contract entered into by the
				Administrator under this chapter for the lease of a covered facility and its
				site in the same manner as if the contract was entered into on September 30,
				1990.</text>
					</paragraph><paragraph id="HFA6A099D6A154D2C8F36AD634CB1CC5B"><enum>(3)</enum><header>Analysis of
				transactions</header>
						<subparagraph id="HC4D320F8E5DF42B5933821C1A8CCFB64"><enum>(A)</enum><header>Analysis
				required before leases or direct purchases or construction</header><text>Before
				entering into a contract for the lease of a covered facility or directly
				purchasing or constructing a covered facility, the Administrator shall transmit
				to Congress a report containing an analysis of the cost effectiveness of
				leasing the covered facility as compared to directly purchasing or constructing
				the covered facility.</text>
						</subparagraph><subparagraph id="H877EE31620584719BAECE66EBE505FD0"><enum>(B)</enum><header>Limitation on
				direct purchases and construction</header><text>The Administrator may not
				directly purchase or construct a covered facility if the Administrator
				determines under subparagraph (A) that leasing the covered facility is more
				cost effective.</text>
						</subparagraph></paragraph><paragraph id="HDE5848E199AF4E2AB049766E9712765C"><enum>(4)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this subsection, the following
				definitions apply:</text>
						<subparagraph id="H7450D8BA228A4A66BB83F7428F09030D"><enum>(A)</enum><header>Covered
				facility</header><text>The term <term>covered facility</term> means a land port
				of entry or international bridge.</text>
						</subparagraph><subparagraph id="HA6A68F1ED041408EB1B75A09B2BB11BA"><enum>(B)</enum><header>Lease</header><text>The
				term <term>lease</term> includes a lease purchase.</text>
