		<official-title>To authorize the Secretary of Veterans Affairs to make
		  grants with minority serving institutions for the purpose of establishing
		  verified delivery systems to address social and academic problems facing
		  veterans enrolled at such institutions, and for other
		  purposes.</official-title>

		<section id="HE000C1B9553241EC89D5798671BE96CF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veteran Excellence Through Education Act of
			 2013</short-title></quote>.</text>
		</section><section id="H5C159EFC1E6A413DB6CF39C7213CD720"><enum>2.</enum><header>Department of
			 Veterans Affairs grants to minority serving institutions to address social and
			 academic problems facing veterans</header>
			<subsection id="H4A948788B7354820B5D69DDF08F74F0C"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Veterans Affairs may make grants to minority serving institutions for the
			 purpose of establishing verified delivery systems to address social and
			 academic problems facing veterans enrolled at such institutions.</text>
			</subsection><subsection id="H73DA103652F04544888640AC1C70D4A3"><enum>(b)</enum><header>Use of
			 funds</header><text>The recipient of a grant under this section shall use the
			 grant funds to carry out any of the following activities for veterans enrolled
			 at the institution receiving the grant:</text>
				<paragraph id="H97E3E2977C0D4652A9D3C45A42AE006B"><enum>(1)</enum><text>Providing
			 education services, including post-secondary education, courses in English as a
			 second language, general education development preparation, financial literacy
			 workshops and courses, generational diversity awareness programs, and health
			 and wellness programs.</text>
				</paragraph><paragraph id="H0ECC3B62401E4C1BB5E3E0CAB71DA6D2"><enum>(2)</enum><text>Activities
			 designed to increase access to workforce services, including on-job training,
			 internships, skills training, job placement, and personal development.</text>
				</paragraph><paragraph id="HC669BD4E8C094D29B18EF776CE92B489"><enum>(3)</enum><text>Other types of
			 support services, including health and nutrition services, housing assistance,
			 transportation, and child care.</text>
				</paragraph><paragraph id="H7C64DE5979F3408784060F723846F21F"><enum>(4)</enum><text>Establishing a
			 center for veteran student success on the campus of the institution to provide
			 a single point of contact to coordinate comprehensive support services for
			 veterans who are enrolled in a program of education offered by the
			 institution.</text>
				</paragraph><paragraph id="H7F9B78D51F1B4BC9AE6E787D582CE5F4"><enum>(5)</enum><text display-inline="yes-display-inline">Establishing a veteran support team,
			 including representatives from the offices of the institution responsible for
			 admissions, registration, financial aid, veterans benefits, academic advising,
			 student health, personal or mental health counseling, career advising, and
			 disabilities services, and any other office of the institution that provides
			 support to veteran students on campus.</text>
				</paragraph><paragraph id="H9AAD90E2E6D04326A4948E282EC8BBED"><enum>(6)</enum><text display-inline="yes-display-inline">Providing a coordinator whose primary
			 responsibility is to coordinate the activities carried out under the
			 grant.</text>
				</paragraph><paragraph id="H5A34E6B0C04C4382AE1DD9F2EA678A38"><enum>(7)</enum><text>Monitoring the
			 rates of enrollment, persistence, and completion of veterans who are enrolled
			 in a program of education offered by the institution.</text>
				</paragraph><paragraph id="H8EA64B93B9C74DE199E6815BE180485A"><enum>(8)</enum><text>Developing a plan
			 to sustain a center described in paragraph (4) after the institution no longer
			 receives funds under this section.</text>
				</paragraph><paragraph id="H5E7B6AB87A024B19B1D3FEB9C4C0EE8D"><enum>(9)</enum><text>Providing outreach
			 to veterans to encourage them to enroll in a program of education offered by
			 the institution.</text>
				</paragraph><paragraph id="H2804987410AD4AB7B11EF7D034AE63E9"><enum>(10)</enum><text>Providing
			 supportive instructional services for veterans enrolled in a program of
			 education offered by the institution, including—</text>
					<subparagraph id="H4077DEC3932E4DBF8A72D76E33ECE12D"><enum>(A)</enum><text>personal,
			 academic, and career counseling;</text>
					</subparagraph><subparagraph id="HC94A7C0E2DFB498FBFD13492CFD1D78D"><enum>(B)</enum><text>tutoring and
			 academic skill-building assistance; and</text>
					</subparagraph><subparagraph id="HD3FE3C6C4F1A424F992645B6720012F4"><enum>(C)</enum><text>assistance with
			 special admissions and transferring credits from previously attended
			 institutions of higher learning or other relevant credits.</text>
					</subparagraph></paragraph><paragraph id="HA25D0842F31842F1900E0F49F3C2E6D5"><enum>(11)</enum><text>Providing
			 assistance to veterans admitted for enrollment in a program of education
			 offered by the institution in obtaining student financial aid.</text>
				</paragraph><paragraph id="H0D4AD223EEB2489EACA53940C7E753BB"><enum>(12)</enum><text>Providing housing
			 support for veterans enrolled in a program of education offered by the
			 institution who live in institutional facilities or who commute.</text>
				</paragraph><paragraph id="H1C7E90EB93A041D0904D6D9BE4774DAD"><enum>(13)</enum><text>Academic
			 programs, orientation programs, and other activities designed to ease the
			 transition to campus life for such veterans.</text>
				</paragraph><paragraph id="H538E72581261470D8B85EC82E87B9F4A"><enum>(14)</enum><text>Support for
			 veteran student organizations and veteran student support groups at the
			 institution.</text>
				</paragraph><paragraph id="H3BA6437F31DE4BC79CDD0FDDFA43C931"><enum>(15)</enum><text>Coordination of
			 academic advising and admissions counseling with military installations and
			 national guard units located in the same geographic area as the
			 institution.</text>
				</paragraph><paragraph id="H31E3C90E054A4782B58664195A7D8463"><enum>(16)</enum><text display-inline="yes-display-inline">Other support services the institution
			 determines necessary to ensure the success of veterans enrolled in a program of
			 education offered by the institution in achieving educational and career
			 goals.</text>
				</paragraph></subsection><subsection id="HCF76AB6092B446A8A2CDAD5D26F7B2C7"><enum>(c)</enum><header>Eligibility</header><text>To
			 be eligible to receive a grant under this section, a minority serving
			 institution shall submit to the Secretary an application containing a program
			 plan containing a strategy for meeting the needs of veterans enrolled in the
			 institution. Such a plan shall include—</text>
				<paragraph id="H45E3493F4D684277B64118A39B4A3B03"><enum>(1)</enum><text>an identification
			 of the population to be served;</text>
				</paragraph><paragraph id="HB51416A9119F489295C113001242BFB3"><enum>(2)</enum><text>an identification
			 of the education and employment needs of the population to be served and the
			 manner in which the activities proposed to be provided using grant funds are
			 designed to strengthen the ability of such individuals to achieve their higher
			 education goals;</text>
				</paragraph><paragraph id="HA77E42FCAF704CF18ADB2AEABDF11B1D"><enum>(3)</enum><text display-inline="yes-display-inline">a description of the activities proposed to
			 be provided using grant funds and the manner in which such activities would be
			 integrated with other appropriate activities carried out by or at the
			 institution; and</text>
				</paragraph><paragraph id="H42A6B21D151642D1AE9A512C05243F5A"><enum>(4)</enum><text display-inline="yes-display-inline">a description, developed in consultation
			 with the Secretary, of the performance measures proposed to be used to assess
			 the performance of the institution in carrying out activities using grant
			 funds.</text>
				</paragraph></subsection><subsection commented="no" id="H720B346D6D444C51824407C97F7B3AF9"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph commented="no" id="H08E03812594F4F369F7BCE3F3D8567BF"><enum>(1)</enum><text>The term
			 <term>minority serving institution</term> means a historically Black college or
			 university, a Hispanic-serving institution, a Tribal College or University, or
			 a Predominantly Black Institution.</text>
				</paragraph><paragraph commented="no" id="HA534CAEEC60F47E98DF0FC2C0BE1ACAA"><enum>(2)</enum><text>The term
			 <term>historically Black college</term> has the meaning given the term
			 <term>part B institution</term> as defined in section 322(2) of the Higher
			 Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1061">20 U.S.C. 1061(2)</external-xref>).</text>
				</paragraph><paragraph id="HFE07F5ED9BE842BB9C6CA7A7FA5E2016"><enum>(3)</enum><text>The term
			 <term>Hispanic-serving institution</term> has the meaning given that term in as
			 section 502(a)(5) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1101a">20 U.S.C. 1101a(a)(5)</external-xref>).</text>
				</paragraph><paragraph id="HE042E634D086439098F7FC733531D4DF"><enum>(4)</enum><text>The term
			 <term>Tribal College or University</term> has the meaning given that term in
			 section 316(b)(3) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1059c">20 U.S.C. 1059c(b)(3)</external-xref>).</text>
				</paragraph><paragraph id="H66299590480C4C86A536BCACC883DBC8"><enum>(5)</enum><text>The term
			 <term>Predominantly Black Institution</term> has the meaning given that term in
			 section Predominantly Black Institution has the meaning given that term in
			 section 318(b)(6)of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1059e">20 U.S.C. 1059e(b)(6)</external-xref>).</text>
				</paragraph></subsection><subsection id="H53F80ADD268045D794ADF14139427CC0"><enum>(e)</enum><header>Termination</header><text>The
			 Secretary may only make a grant under this section during fiscal years 2014
			 through 2019.</text>
