		<section id="H7E010CCE88FB4E9E99791B13B0DCE328" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Flood Insurance Program
			 Termination Act of 2013</short-title></quote>.</text>
		</section><section id="H61A11A519E244C888A0CBE3252C4E30B"><enum>2.</enum><header>Termination of
			 National Flood Insurance Program</header>
			<subsection id="H282B20097AB04D0A822BFC7B8F353C1D"><enum>(a)</enum><header>Termination of
			 authority To provide coverage</header><text display-inline="yes-display-inline">Effective at the end of December 31, 2015,
			 the Administrator of the Federal Emergency Management Agency (in this section
			 referred to as the <term>Administrator</term>) shall not provide any new flood
			 insurance coverage, or renew any coverage provided before such date, under the
			 National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4001">42 U.S.C. 4001 et seq.</external-xref>).</text>
			</subsection><subsection id="HE61F0429A5354B2CB54CA940041224B9"><enum>(b)</enum><header>Treatment of
			 existing coverage</header><text>Subsection (a) shall not—</text>
				<paragraph id="H9736354E205447129BC77DCA17152E7E"><enum>(1)</enum><text display-inline="yes-display-inline">affect any flood insurance coverage
			 provided under such Act under a contract or agreement entered into before the
			 date specified in such subsection and, notwithstanding the repeals under
			 section 3, such provisions as in effect immediately before such repeal shall
			 continue to apply with respect to flood insurance coverage in force after such
			 repeal; or</text>
				</paragraph><paragraph id="HA1FE3B4E3F2E4CB7989DC39224363A0B"><enum>(2)</enum><text>require the
			 termination of any contract or other agreement for flood insurance coverage
			 entered into before such date.</text>
				</paragraph></subsection><subsection id="H5563F1D9CD8346EF88C97CC44D3433D2"><enum>(c)</enum><header>Wind-Up</header><text display-inline="yes-display-inline">After the date specified in subsection (a),
			 the Administrator shall take such actions as may be necessary steps to wind up
			 the affairs of the National Flood Insurance Program.</text>
			</subsection><subsection id="HC01CE701DCDD4110B7CFEE6F087C0549"><enum>(d)</enum><header>Treatment of
			 funds</header><text>Amounts in the National Flood Insurance Fund established
			 under section 1310 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4017">42 U.S.C. 4017</external-xref>)
			 and amounts in the National Flood Insurance Reserve Fund established under
			 section 1310A of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/4017a">42 U.S.C. 4017a</external-xref>) shall be available to the
			 Administrator for performing the functions of the Administrator with respect to
			 flood insurance coverage remaining in force after the date specified in
			 subsection (a). Upon the expiration of the contracts and agreements for such
			 coverage, any unexpended balances in such Funds shall be deposited in the
			 Treasury as miscellaneous receipts.</text>
			</subsection><subsection id="H0E00934413ED4535B6F1FD4BF92CEB62"><enum>(e)</enum><header>Savings
			 provisions</header>
				<paragraph id="HFC64F2757B5247C395E08D81CBDD5B2C"><enum>(1)</enum><header>Treatment of
			 prior determinations</header><text display-inline="yes-display-inline">The
			 repeals made by section 3 of the provisions of law specified in such section
			 shall not affect any order, determination, regulation, or contract that has
			 been issued, made, or allowed to become effective under such provisions before
			 the effective date of the repeal. All such orders, determinations, regulations,
			 and contracts shall continue in effect until modified, superseded, terminated,
			 set aside, or revoked in accordance with law by the President, the
			 Administrator, or other authorized official, a court of competent jurisdiction,
			 or by operation of law.</text>
				</paragraph><paragraph id="H5A6039B9EB8B4B75B398B7ACC44F46A1"><enum>(2)</enum><header>Pending
			 proceedings</header>
					<subparagraph id="H1692E27D9B7747D7BE73BFC28FFFF7F6"><enum>(A)</enum><header>Effect on
			 pending proceedings</header><text display-inline="yes-display-inline">The
			 repeals made by section 3 shall not affect any proceedings relating to the
			 National Flood Insurance Program, including notices of proposed rulemaking,
			 pending on the effective date of the repeals, before the Federal Emergency
			 Management Agency, except that no assistance or flood insurance coverage may be
			 provided pursuant to any application pending on such effective date. Such
			 proceedings, to the extent that they relate to functions performed by the
			 Administrator after such repeal, shall be continued. Orders shall be issued in
			 such proceedings, appeals shall be taken therefrom, and payments shall be made
			 pursuant to such orders, as if this Act had not been enacted; and orders issued
			 in any such proceedings shall continue in effect until modified, terminated,
			 superseded, or revoked by the Administrator, by a court of competent
			 jurisdiction, or by operation of law.</text>
					</subparagraph><subparagraph id="HA8AAF6EE8619448681A493E1ADAFE7AD"><enum>(B)</enum><header>Construction</header><text>Nothing
			 in this subsection may be construed to prohibit the discontinuance or
			 modification of any proceeding described in subparagraph (A) under the same
			 terms and conditions and to the same extent that such proceeding could have
			 been discontinued or modified if this section had not been enacted.</text>
					</subparagraph></paragraph><paragraph id="H5896EF153DF3419BAFA3192409B1229C"><enum>(3)</enum><header>Actions</header><text>This
			 section shall not affect suits commenced before the effective date of the
			 repeals made by section 3, and in all such suits, proceedings shall be had,
			 appeals taken, and judgments rendered in the same manner and effect as if this
			 section had not been enacted.</text>
				</paragraph><paragraph id="H97A6C018C4954B6B965BC15D498921B9"><enum>(4)</enum><header>Liabilities
			 incurred</header><text display-inline="yes-display-inline">No suit, action, or
			 other proceeding commenced by or against an individual in the official capacity
			 of such individual as an officer of the Federal Emergency Management Agency
			 having any responsibility for the National Flood Insurance Program shall abate
			 by reason of the enactment of this section. No cause of action relating to such
			 Program, by or against the Federal Emergency Management Agency, or by or
			 against any officer thereof in the official capacity of such officer having any
			 responsibility for such program, shall abate by reason of the enactment of this
			 section.</text>
				</paragraph></subsection></section><section id="H49FFC314F3824CF099824FF62CA6233A" section-type="subsequent-section"><enum>3.</enum><header>Repeals and
			 continuation of FEMA mapping responsibilities</header>
			<subsection id="H759EDEED86114F6FA178E22CC0A68061"><enum>(a)</enum><header>National Flood
			 Insurance Act of 1968</header><text display-inline="yes-display-inline">The
			 National Flood Insurance Act of 1968 is amended—</text>
				<paragraph id="H0B9615FCAB0A4413AD41A53A7B6BCEB4"><enum>(1)</enum><text>by striking
			 section 1302 (<external-xref legal-doc="usc" parsable-cite="usc/42/4001">42 U.S.C. 4001</external-xref>);</text>
				</paragraph><paragraph id="H3D94887BD7D3464CA7B292AB48700768"><enum>(2)</enum><text>by striking
			 chapters I and II (<external-xref legal-doc="usc" parsable-cite="usc/42/4011">42 U.S.C. 4011 et seq.</external-xref>);</text>
				</paragraph><paragraph id="HB8EFB0A11EEA430AB6FB5C24D5137421"><enum>(3)</enum><text>in section 1360
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/4101">42 U.S.C. 4101</external-xref>)—</text>
					<subparagraph id="HE6AF3707F2EA460ABA01CA0397A50DC1"><enum>(A)</enum><text>in subsection
			 (a)(2), by striking <quote>until the date specified in section
			 1319</quote>;</text>
					</subparagraph><subparagraph id="HB593B2CB36FD42DEA8F691DD41E399E3"><enum>(B)</enum><text>by striking
			 subsection (d);</text>
					</subparagraph><subparagraph id="HABB01C7F0FE8462783CFCACBA12CAF93"><enum>(C)</enum><text>in subsection
			 (g)—</text>
						<clause id="H31CC94DB12E84D3BBF1904CF0F5648F3"><enum>(i)</enum><text>by
			 striking <quote>To promote compliance with the requirements of this title,
			 the</quote> and inserting <quote>The</quote>;</text>
						</clause><clause id="HF1A0BCC96B94419F8D323A134CEAC4FF"><enum>(ii)</enum><text>by
			 striking <quote>directly responsible for coordinating the national flood
			 insurance program</quote>; and</text>

						</clause></subparagraph><subparagraph id="H618AF9771A5A4B09A430352CAEB8EC51"><enum>(D)</enum><text>in subsection
			 (i)—</text>
						<clause commented="no" display-inline="no-display-inline" id="HCCBD2B64E93A4DF7B6285D5049EDDCCA"><enum>(i)</enum><text>by striking
			 <quote>free of charge</quote> and inserting <quote>at cost</quote>;</text>

			 used only for reducing the debt of the Federal Government</quote>;</text>

			 Protection Act of 1973</header><text>The Flood Disaster Protection Act of 1973
			 is amended—</text>

			 section 2 (<external-xref legal-doc="usc" parsable-cite="usc/42/4002">42 U.S.C. 4002</external-xref>);</text>
				</paragraph><paragraph id="H31C617BF0BAD4B49B807476DAB7AA709"><enum>(2)</enum><text>by striking
			 section 102 (<external-xref legal-doc="usc" parsable-cite="usc/42/4012a">42 U.S.C. 4012a</external-xref>);</text>
				</paragraph><paragraph id="H3D0B805FCD704C7A84506954873EFCEC"><enum>(3)</enum><text>in section 201 (42
			 U.S.C. 4105)—</text>
					<subparagraph id="H25523936C9C14B9CA8F50B54470DCDD4"><enum>(A)</enum><text>by striking

				known flood-prone community of its tentative identification as a community
				containing one or more areas having special flood
				hazards.</text>
							</subsection><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HB48B178A486447C58B203DDDC29B7A37"><enum>(B)</enum><text>in subsection (b),
			 by striking <quote>shall either (1) promptly make proper application to
			 participate in the national flood insurance program or (2)</quote> and
			 inserting <quote>may</quote>;</text>
					</subparagraph><subparagraph id="H33849735D7504ACF9AA99858A281A91F"><enum>(C)</enum><text>by striking
			 subsections (c) and (d); and</text>
					</subparagraph><subparagraph id="HD9E5C12738B84A97B0E0D36CB966EFD6"><enum>(D)</enum><text>by redesignating
			 subsection (e) as subsection (c); and</text>

			 Flood Insurance Reform Act of 2012</header><text>The Biggert-Waters Flood
			 Insurance Reform Act of 2012 is amended—</text>

			 (<external-xref legal-doc="usc" parsable-cite="usc/42/4101a">42 U.S.C. 4101a</external-xref>)—</text>
					<subparagraph id="H1B3D7355474F4AA49624268AF66C4E74"><enum>(A)</enum><text>in subsection
			 (b)(2), by striking <quote>insurance rate</quote> and inserting
			 <quote>risk</quote> ;</text>

			 for flood insurance coverage</header>
			<subsection id="H2693C305939A4E5696ADDA7D72F7B7EB"><enum>(a)</enum><header>Congressional
			 consent</header><text display-inline="yes-display-inline">The consent of the
			 Congress is hereby given to any two or more States to enter into agreement or
			 compacts, not in conflict with any law of the United States, for making
			 available to interested persons insurance coverage against loss resulting from
			 physical damage to or loss of real property or personal property related
			 thereto arising from any flood occurring in the United States.</text>
			</subsection><subsection id="HBF1E9AEF4F494F8E8BA325C8EBD611FD"><enum>(b)</enum><header>Rights
			 reserved</header><text>The right to alter, amend, or repeal this section, or
			 consent granted by this section, is expressly reserved to the Congress.</text>
