		<section commented="no" display-inline="no-display-inline" id="H63DCDFB58BC342559B9D5671867678BF" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Formerly Owned Resources for Veterans
			 to Express Thanks for Service Act of 2013</short-title></quote> or the
			 <quote><short-title>FOR VETS Act of
			 2013</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HDFF00A7C67984C38A5169B094C2EE47C" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Veterans access to Federal excess and
			 surplus personal property</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/40/549">Section 549(c)(3)</external-xref> of title 40, United States
			 Code, is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H355DB7AD0B874BB5A1957BC7BB61ABE5"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking
			 <quote>or</quote> at the end;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1C9C250B2AAE4AA6AB865B9B4783BAD8"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (B)—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="H80BA41C6B7544960B6D0BACB231B4C7E"><enum>(A)</enum><text display-inline="yes-display-inline">in clause (viii), by adding
			 <quote>or</quote> at the end; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9046EF5D16A541E08C40326A91DC14C2"><enum>(B)</enum><text display-inline="yes-display-inline">by striking clause (x); and</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H266EC89FFD1F416FAAE70518768B9EFC"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H93186DCBB24F413BA4B6D4D7649405C2" style="USC">
					<subparagraph commented="no" display-inline="no-display-inline" id="H19413E44AE7E493994F368F7E3F19FCE"><enum>(C)</enum><text display-inline="yes-display-inline">for purposes of providing services to
				veterans (as defined in <external-xref legal-doc="usc" parsable-cite="usc/38/101">section 101</external-xref> of title 38), to an organization
				whose—</text>
						<clause commented="no" display-inline="no-display-inline" id="H3A421CB62F6441FBB619F4CFEB3D0AAE"><enum>(i)</enum><text display-inline="yes-display-inline">membership comprises substantially
				veterans; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="HD5ADDB4C685F44E99192F6C68E577382"><enum>(ii)</enum><text display-inline="yes-display-inline">representatives are recognized by the
				Secretary of Veterans Affairs under section 5902 of title
				38.</text>
						</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
