		<official-title>To ensure public access to the summit of Rattlesnake
		  Mountain in the Hanford Reach National Monument for educational, recreational,
		  historical, scientific, cultural, and other purposes.</official-title>

		<section id="HECB8CF6CF9B743A28B1946789614E97F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Rattlesnake Mountain Public Access
			 Act</short-title></quote>.</text>
		</section><section id="H019302CC080545729A4E8515CCC7470A"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H24014087397F4408A96640E310894FCB"><enum>(1)</enum><text>The Hanford Reach
			 National Monument is public land that belongs to the American people.</text>
			</paragraph><paragraph id="H508B4319F1BB48868508F1C0A9BBCB12"><enum>(2)</enum><text>The United States
			 Fish and Wildlife Service’s Comprehensive Conservation Plan (CCP) for the
			 Monument restricts public access to large portions of the Monument, including
			 the summit of Rattlesnake Mountain.</text>
			</paragraph><paragraph id="H0EA21705DF7D4980810B6B1E3520E97C"><enum>(3)</enum><text>Public access to
			 Rattlesnake Mountain is important for educational, recreational, historical,
			 scientific, and cultural purposes.</text>
			</paragraph><paragraph id="HC8A97445695649B09892E5120B0504C1"><enum>(4)</enum><text>Rattlesnake
			 Mountain reaches an elevation of 3,660 feet above sea level—the highest
			 elevation of the Monument, and provides unparalleled scenic views over the
			 Monument, the Hanford Site, and the Columbia River.</text>
			</paragraph><paragraph id="HF7BDDA0E1C444D5EB00B1DEB7762619E"><enum>(5)</enum><text>Public access to
			 Rattlesnake Mountain will increase tourism interest in the Monument and will
			 provide economic benefits to local governments.</text>
			</paragraph></section><section id="HD48D71971729427F9D228F7F61992956"><enum>3.</enum><header>Ensuring public
			 access to the summit of rattlesnake mountain in the hanford reach national
			 monument</header>
			<subsection id="H6455E048FBB44C2995F43F27592F6D78"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of the Interior shall provide public access
			 to the summit of Rattlesnake Mountain in the Hanford Reach National Monument
			 for educational, recreational, historical, scientific, cultural, and other
			 purposes, including—</text>
				<paragraph id="H14610236BED443D996326252D24CB7E2"><enum>(1)</enum><text>motor vehicle
			 access; and</text>
				</paragraph><paragraph id="HCED92EA0EA9342D58C2A27384AA19A93"><enum>(2)</enum><text>pedestrian and
			 other nonmotorized access.</text>
				</paragraph></subsection><subsection id="H19327518C2534B5E89A05CD5E96DFCAD"><enum>(b)</enum><header>Cooperative
			 agreements</header><text>The Secretary of the Interior may enter into
			 cooperative agreements to facilitate access to the summit of Rattlesnake
			 Mountain—</text>
				<paragraph id="H6AF9C9D8F0A744E791FE7D10FF12CD3C"><enum>(1)</enum><text>with the Secretary
			 of Energy, the State of Washington, or any local government agency or other
			 interested persons, for guided tours, including guided motorized tours to the
			 summit of Rattlesnake Mountain; and</text>
				</paragraph><paragraph id="H8F5D8D462B614C07AD59A39EB987EB30"><enum>(2)</enum><text>with the Secretary
			 of Energy, and with the State of Washington or any local government agency or
			 other interested persons, to maintain the access road to the summit of
			 Rattlesnake Mountain.</text>
				</paragraph></subsection></section></legis-body>
