		<official-title>To amend the General Education Provisions Act to prohibit
		  Federal education funding for elementary schools and secondary schools that
		  provide on-campus access to abortion providers.</official-title>

		<section id="H4B2B66BB091F4F4D889F7365F17BD8AA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Protecting Life in Funding Education
			 Act</short-title></quote> or the <quote><short-title>PRO-LIFE Act</short-title></quote>.</text>
		</section><section id="H2699375384194000B8C09999C7C02781"><enum>2.</enum><header>Schoolchildren’s
			 protection from abortion providers</header><text display-inline="no-display-inline">The General Education Provisions Act (20
			 U.S.C. 1221 et seq.) is amended by adding at the end the following new
			 part:</text>
			<quoted-block display-inline="no-display-inline" id="HF79C78E70055443C91415BA7DDDFA82F" style="OLC">
				<part id="H99ACEDC7B5304C848D9284F155D3E3F3"><enum>E</enum><header>Schoolchildren’s
				protection from abortion providers</header>
					<section id="H31C37AF9D9A747BBB1686B6414B21457"><enum>470.</enum><header>Schoolchildren’s
				protection from abortion providers</header>
						<subsection id="H569D44DD88B3434B9058FB6AB570443B"><enum>(a)</enum><header>Limitation on
				funding</header><text display-inline="yes-display-inline">Notwithstanding any
				other provision of law, no funds shall be made available under any applicable
				program to any State educational agency or local educational agency that enters
				into a contract or other agreement with a school-based health center relating
				to the provision of health services to students served by the agency unless
				such center certifies that—</text>
							<paragraph id="HA8F6C5E8C63F4C39A2CD5DD6BA0D309E"><enum>(1)</enum><text display-inline="yes-display-inline">the center will not perform an abortion;
				and</text>
							</paragraph><paragraph id="H60E989004FD54696B3C95CA068092E18"><enum>(2)</enum><text>the center will
				not provide abortion-related materials, referrals, or directions for abortion
				services to any such student.</text>
							</paragraph></subsection><subsection id="HC56F17A0C994427896B6DF4713B7DF2B"><enum>(b)</enum><header>Rule of
				construction</header><text>Nothing in this part shall be construed to prevent a
				school-based health center from providing non-abortion health services to
				pregnant students.</text>
						</subsection><subsection id="H3FC12C3C73954981A1580BE19672D864"><enum>(c)</enum><header>Definitions</header><text>For
				purposes of this part:</text>
							<paragraph id="H8764D76311094733A018FD8765314F3D"><enum>(1)</enum><header>ESEA
				terms</header><text>The terms <term>local educational agency</term> and
				<term>State educational agency</term> have the meanings given the terms in
				section 9101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
				7801).</text>
							</paragraph><paragraph id="HBF24EF0086614B81AD446A4BC0C6AB99"><enum>(2)</enum><header>School-based
				health center</header><text display-inline="yes-display-inline">The term
				<term>school-based health center</term> has the meaning given such term in
				section 2110(c)(9) of the Social Security Act (42 U.S.C.
				1397jj(c)(9)).</text>
