		<official-title>To provide that compensation of the President shall be
		  held in escrow upon failure to submit his budget in a timely
		  manner.</official-title>

		<section id="H61A38547229A416BB462452C10651E7A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>President’s Salary Suspended Unless
			 Budget Measure Is On Time Act</short-title></quote> or the <quote><short-title>President’s Salary SUBMIT Act</short-title></quote>.</text>
		</section><section id="H131CC7C850544ADB9871BE10F9148B55"><enum>2.</enum><header>Holding
			 compensation of the President in escrow upon failure to submit his budget in a
			 timely manner</header>
			<subsection id="H6611EFA5541B4A24A4B4E82B2FFA07C1"><enum>(a)</enum><header>Holding
			 compensation in escrow</header>
				<paragraph id="HB180BFEE8B29458D95F6808D7AA96A03"><enum>(1)</enum><header>In
			 general</header><text>Except as provided in subsection (b), if by the first
			 Monday in February of a year, the President has not submitted his budget for
			 the succeeding fiscal year pursuant to section 300 of the Congressional Budget
			 Act of 1974, the payroll administrator shall deposit in an escrow account all
			 payments otherwise required to be made during the period described in paragraph
			 (2) for the compensation of the President, and shall release such payments to
			 the President only upon the expiration of such period.</text>
				</paragraph><paragraph id="HB4328F53B0734F66A9C12B565011AC41"><enum>(2)</enum><header>Period
			 described</header><text>With respect to a budget due by the first Monday in
			 February of a year, the period described in this paragraph is the period which
			 begins on the day after such first Monday, and ends on the earlier of—</text>
					<subparagraph id="H12F15EB91E054CD183F293A2E715913A"><enum>(A)</enum><text>the day on which
			 the President submits the budget which was so due; or</text>
					</subparagraph><subparagraph id="H1E2DA0A22FE3434788D2E1AE62870468"><enum>(B)</enum><text>the last day of
			 the term of office of the President in which such first Monday occurs.</text>
					</subparagraph></paragraph><paragraph id="H3D42B931008B4AAD8EFA96BB2047F65F"><enum>(3)</enum><header>Withholding and
			 remittance of amounts from payments held in escrow</header><text>The payroll
			 administrator shall provide for the same withholding and remittance with
			 respect to a payment deposited in an escrow account under paragraph (1) that
			 would apply to the payment if the payment were not subject to paragraph
			 (1).</text>
				</paragraph><paragraph id="HA79FC58B7C0A4A75B9340CA6E88FC4DA"><enum>(4)</enum><header>Role of
			 Secretary of the Treasury</header><text>The Secretary of the Treasury shall
			 provide the payroll administrator with such assistance as may be necessary to
			 enable the payroll administrator to carry out this section.</text>
				</paragraph></subsection><subsection id="HE45969F82D7A42A198055C99ACF95EA6"><enum>(b)</enum><header>Exceptions</header><text>Subsection
			 (a)(1) shall not apply in the case of a budget which, pursuant to section 300
			 of the Congressional Budget Act of 1974, is required to be submitted by the
			 President within 30 days after—</text>
				<paragraph id="H4E615A5ED8B2489494AE4B0D9478D831"><enum>(1)</enum><text>the commencement
			 date of the term for which the President is elected; or</text>
				</paragraph><paragraph id="HCC226DE20E1C4D1E829879C0EE141E77"><enum>(2)</enum><text>the date as of
			 which a successor fills a vacancy in the office of the President which resulted
			 from—</text>
					<subparagraph id="H25FD64B3ED5E48AE931BBAB78D64E907"><enum>(A)</enum><text>the removal of the
			 President from office; or</text>
					</subparagraph><subparagraph id="H2919CA6F02B7473AA115748DFB2B0E6A"><enum>(B)</enum><text>his death,
			 resignation, or inability to discharge the powers and duties of the office of
			 President.</text>
					</subparagraph></paragraph></subsection><subsection id="HC52670CF2D394A7FBF9C6EBE3858A242"><enum>(c)</enum><header>Definitions</header><text>In
			 this section—</text>
				<paragraph id="H6E498651C1494EA49DD819861048001D"><enum>(1)</enum><text>the term
			 <term>compensation</term>, as used with respect to the President, means the
			 compensation received by the President under <external-xref legal-doc="usc" parsable-cite="usc/3/102">section 102</external-xref> of title 3, United
			 States Code; and</text>
				</paragraph><paragraph id="HAFAF4B5EC99C4CE781279239D7844655"><enum>(2)</enum><text>the term
			 <term>payroll administrator</term> means the administrator responsible for the
			 disbursement of the compensation of the President.</text>
				</paragraph></subsection></section></legis-body>
