		  of nationally significant battlefields and associated sites of the
		  Revolutionary War and the War of 1812 under the American Battlefield Protection

		<section id="H4D7EFA17921940CF8D45582AEB388210" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>American Battlefield Protection
			 Program Amendments Act of 2013</short-title></quote>.</text>
		</section><section id="H5505B8F9C8644C4399939FC50A252495"><enum>2.</enum><header>Revolutionary War
			 and War of 1812 American battlefield protection</header><text display-inline="no-display-inline">Section 7301(c) of the Omnibus Public Land
			 Management Act of 2009 (<external-xref legal-doc="public-law" parsable-cite="pl/111/11">Public Law 111–11</external-xref>) is amended as follows:</text>
			<paragraph id="H3929120C8D344EA793CE015D10AE75A2"><enum>(1)</enum><text>In paragraph
			 (1)—</text>
				<subparagraph id="H18807E3058394578BF8D3D96F1E4AAC6"><enum>(A)</enum><text>by striking
			 subparagraph (A) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="HD96ABCCB33F44DC2BD4B0B75760390D3" style="OLC">
						<subparagraph id="H1535A68712FE47919947BC850DBF4FAE"><enum>(A)</enum><header>Battlefield
				report</header><text>The term <term>battlefield report</term> means,
				collectively—</text>
							<clause id="H5C27F71C02F44BAE9053B48D9E3E8389"><enum>(i)</enum><text>the report
				entitled <term>Report on the Nation’s Civil War Battlefields</term>, prepared
				by the Civil War Sites Advisory Commission, and dated July 1993; and</text>
							</clause><clause id="H96E07BD5C3FF41E7AEA43BCBD35AE088"><enum>(ii)</enum><text>the report
				entitled <term>Report to Congress on the Historic Preservation of Revolutionary
				War and War of 1812 Sites in the United States</term>, prepared by the National
				Park Service, and dated September 2007.</text>
							</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="H0CB334ED67784FD4A07D47C3F28601C8"><enum>(B)</enum><text>in subparagraph
			 (C)(ii), by striking <quote>Battlefield Report</quote> and inserting
			 <quote>battlefield report</quote>.</text>
				</subparagraph></paragraph><paragraph id="HA477AE478AF54D32A28C8780120EE399"><enum>(2)</enum><text>In paragraph (2),
			 by inserting <quote>eligible sites or</quote> after
			 <quote>acquiring</quote>.</text>
			</paragraph><paragraph id="H55ADA5BB45A94E1AA2A76C0BE191AF6A"><enum>(3)</enum><text display-inline="yes-display-inline">In paragraph (3), by inserting <quote>an
			 eligible site or</quote> after <quote>acquire</quote>.</text>
			</paragraph><paragraph id="HE4C2C6B8D35D4D79B1714F929A5BB8B5"><enum>(4)</enum><text display-inline="yes-display-inline">In paragraph (4), by inserting <quote>an
			 eligible site or</quote> after <quote>acquiring</quote>.</text>
			</paragraph><paragraph id="HF405ADF206A448CDA023DF3E0E146A4D"><enum>(5)</enum><text>In paragraph (5),
			 by striking <quote>An</quote> and inserting <quote>An eligible site or
			 an</quote>.</text>
			</paragraph><paragraph id="H8904164DDDC54B828DD97F3AC73CBDC1"><enum>(6)</enum><text>By redesignating
			 paragraph (6) as paragraph (9).</text>
			</paragraph><paragraph id="H637EAE82294740949957FA3F7E5259E7"><enum>(7)</enum><text>By inserting after
			 paragraph (5) the following new paragraphs:</text>
				<quoted-block display-inline="no-display-inline" id="HBD8C0514D5924B0CBDF04882D4289A4A" style="OLC">
					<paragraph id="H94E2476F05CE4DB4B12D892685D7E6D1"><enum>(6)</enum><header>Willing
				Sellers</header><text display-inline="yes-display-inline">Acquisition of land
				or interests in land under this subsection shall be from willing sellers
				only.</text>
					</paragraph><paragraph id="H61A0D797F6BC4467A11578250725E6B6"><enum>(7)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 5 years after the date of
				the enactment of this subsection, the Secretary shall submit to Congress a
				report on the activities carried out under this subsection, including a
				description of—</text>
						<subparagraph id="H44A085FB75794C34B64B7D309AD75409"><enum>(A)</enum><text>preservation
				activities carried out at the battlefields and associated sites identified in
				the battlefield report during the period between publication of the battlefield
				report and the report required under this paragraph;</text>
						</subparagraph><subparagraph id="H73EF7F4AE06D46F9BB4D3FE659A26664"><enum>(B)</enum><text>changes in the
				condition of the battlefields and associated sites during that period;
				and</text>
						</subparagraph><subparagraph id="H60F77004CFE546908C9081DDE07DFDE0"><enum>(C)</enum><text>any other relevant
				developments relating to the battlefields and associated sites during that
				period.</text>
						</subparagraph></paragraph><paragraph id="H15F0C77494294443ADDB2CADEB1FBE6D"><enum>(8)</enum><header>Prohibition on
				lobbying</header>
						<subparagraph id="H747395144EF647C38E4F07A4CDCBFDC5"><enum>(A)</enum><header>In
				general</header><text>None of the funds provided pursuant to this section may
				be used for purposes of lobbying any person or entity regarding the
				implementation of this section or be granted, awarded, contracted, or otherwise
				be made available to any person, organization, or entity that participates in
				such lobbying.</text>
						</subparagraph><subparagraph id="H1C71E0F87075422A8BCEA6C2D6BB0D5A"><enum>(B)</enum><header>Lobbying
				defined</header><text>For purposes of this paragraph, the term
				<term>lobbying</term> means to directly or indirectly pay for any personal
				service, advertisement, telegram, telephone call, letter, printed or written
				matter, or other device intended or designed to influence in any manner a
				Member of Congress, a jurisdiction, or an official of any government to favor,
				adopt, or oppose by vote or otherwise, any legislation, law, ratification,
				policy, land use plan (including zoning), or appropriation of funds before or
				after the introduction of any bill, resolution, or other measure proposing such
				legislation, law, ratification, policy, or
				appropriation.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H1323A02340E046968EA9FD2CA1208003"><enum>(8)</enum><text>In paragraph (9)
			 (as redesignated by paragraph (6)), by striking <quote>2013</quote> and
			 inserting <quote>2018</quote>.</text>
