		<section id="H21D1886E5DCC43399EEC5A45070F553B" section-type="section-one"><enum>1.</enum><header>Clarification of application
			 of federal election laws to certain jurisdictions</header>
			<subsection id="H475AF37C91784681BC12918717D2E3EA"><enum>(a)</enum><header>Federal Election
			 Campaign Act of 1971</header><text display-inline="yes-display-inline">Section
			 301(12) of the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/2/431">2 U.S.C. 431(12)</external-xref>) is
			 amended by striking <quote>or a territory or possession of the United
			 States</quote> and inserting <quote>American Samoa, the Commonwealth of the
			 Northern Mariana Islands, Guam, or the United States Virgin
			 Islands</quote>.</text>
			</subsection><subsection display-inline="no-display-inline" id="H66FB79AB9C754B21946DB002FD2BBB25"><enum>(b)</enum><header>National Voter
			 Registration Act of 1993</header><text display-inline="yes-display-inline">Section 3(4) of the National Voter
			 Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/42/1973gg-1">42 U.S.C. 1973gg–1</external-xref>) is amended by striking
			 <quote>States and the District of Columbia</quote> and inserting <quote>States,
			 the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, the
			 Commonwealth of the Northern Mariana Islands, Guam, and the United States
			 Virgin Islands</quote>.</text>
			</subsection><subsection display-inline="no-display-inline" id="H9D1501291EC64B5987748EEBA9451176"><enum>(c)</enum><header>Help America
			 Vote Act of 2002</header>
				<paragraph id="H3438011FE2CF47C59050C8BC35A334F3"><enum>(1)</enum><header>Coverage of
			 Commonwealth of the Northern Mariana Islands</header><text>Section 901 of the
			 Help America Vote Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/15541">42 U.S.C. 15541</external-xref>) is amended by striking
			 <quote>and the United States Virgin Islands</quote> and inserting <quote>the
			 United States Virgin Islands, and the Commonwealth of the Northern Mariana
			 Islands</quote>.</text>
				</paragraph><paragraph id="HC4E16E4C018C46B2B048738F0D3D1B17"><enum>(2)</enum><header>Conforming
			 amendments</header><text>Such Act is further amended as follows:</text>
					<subparagraph id="H4CE28FF7DE6C4FCEBEACE96D0AF69C9D"><enum>(A)</enum><text>The second
			 sentence of section 213(a)(2) (<external-xref legal-doc="usc" parsable-cite="usc/42/15343">42 U.S.C. 15343(a)(2)</external-xref>) is amended by striking
			 <quote>and American Samoa</quote> and inserting <quote>American Samoa, and the
			 Commonwealth of the Northern Mariana Islands</quote>.</text>
					</subparagraph><subparagraph id="H12F2A1A0AC0A4BD2894725FE5B1BBE26"><enum>(B)</enum><text>Section 252(c)(2)
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/15402">42 U.S.C. 15402(c)(2)</external-xref>) is amended by striking <quote>or the United States
			 Virgin Islands</quote> and inserting <quote>the United States Virgin Islands,
			 or the Commonwealth of the Northern Mariana Islands</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H054C02E8F993428B9289445E1C8707A8"><enum>(d)</enum><header>Criminal
			 penalties</header>
				<paragraph id="HE8E7FC6F27B840A2A735BF20EDE2E686"><enum>(1)</enum><header>Intimidation of
			 voters</header><text display-inline="yes-display-inline">Section 594 of title
			 18, United States Code, is amended by striking <quote>Delegate from the
			 District of Columbia, or Resident Commissioner,</quote> and inserting <quote>or
			 Delegate or Resident Commissioner to the Congress</quote>.</text>
				</paragraph><paragraph id="HC2CCC8308C164CBDB444817B11C6E7FF"><enum>(2)</enum><header>Interference by
			 government employees</header><text display-inline="yes-display-inline">Section
			 595 of title 18, United States Code, is amended by striking <quote>Delegate
			 from the District of Columbia, or Resident Commissioner,</quote> and inserting
			 <quote>or Delegate or Resident Commissioner to the Congress</quote>.</text>
				</paragraph><paragraph id="HEE795204B5B64AF4ACBB2954F29CB0FC"><enum>(3)</enum><header>Voting by
			 aliens</header><text display-inline="yes-display-inline">Section 611(a) of
			 title 18, United States Code, is amended by striking <quote>Delegate from the
			 District of Columbia, or Resident Commissioner,</quote> and inserting <quote>or
			 Delegate or Resident Commissioner to the Congress</quote>.</text>
				</paragraph></subsection><subsection id="HE3FEBFDCA7F94D7891C473A10593423A"><enum>(e)</enum><header>Voting Rights
			 Act of 1965</header><text>Section 11 of the Voting Rights Act of 1965 (42
			 U.S.C. 1973i) is amended by striking <quote>Delegate from the District of
			 Columbia, Guam, or the Virgin Islands, or Resident Commissioner of the
			 Commonwealth of Puerto Rico</quote> each place it appears in subsections (c)
			 and (e)(2) and inserting <quote>or Delegate or Resident Commissioner to the
			 Congress</quote>.</text>
