This study evaluated causal factors of actual and potential oil spills in the Gulf of Mexico, Pacific, and Arctic Outer Continental Shelf, extrapolating Gulf of Mexico and Pacific historical oil spill rates to the Arctic. This involved weighting of causal factors to correct for circumstances specific to the Arctic region. Major contributors of offshore oil spills were examined under three scenarios: platform spill, pipeline spill, and loss of well control spill, including a variety of oil spill sizes. Oil spill occurrence was estimated for a 70 year exploration and development scenario in the Beaufort Sea.
